UPDATE: Oh yeah, I just noticed this… he’s on the board of the National Bank of Egypt alright, the UK subsidiary that is. Right. The LONDON version of the National Bank of Egypt.
UPDATE: Jesus. Seems like this guy is on the board of every financial institution in Egypt. I found him on some kind of Sharia Law acceptable leasing company (A.T. Lease) and an investment company called AMIC. No wonder he wants to approve a brand new 4.8 billion dollar IMF loan. As soon as that loan goes through, it’s PAYDAY for the new prime minister of Egypt.

He was THE technocrat for Egypt under Mubarak until the writing on the wall started looking bad for our dictatorship, so he stepped out and pretended to be a man of the people so he could eventually return without the Mubarak/D.C. taint.
Bahaa-Eldin is tied to D.C., Wall Street and London like few other Egyptians could be. HSBC, Goldman Sachs and even a globalist think tank or two. He’s got it all. No wonder he was pushing for the IMF loan deal while Morsi was saying “no”. This is the guy who created the “free trade” zones in Egypt which allowed for them to make people work for slave wages in deregulated factories for the benefit of multinational companies and their shareholders.
When the people started protesting back in Dec. of 2010 during the real uprising in Egypt, THIS is the guy they were angry about… and now here he is, coming back, being repackaged and sold to the people AS IF he’s one of them.

Bio – Dr. Ziad Ahmed Bahaa-Eldin (elected in 2008) is currently the Chairman of the Egyptian Financial Supervisory Authority (EFSA), a newly established public authority responsible for the supervision over all non-bank financial markets, institutions and products, including mortgage finance, insurance and capital markets. He is a non-executive member of the Board of Directors of the Central Bank of Egypt, and the National Bank of Egypt, and the Chairman of the Upper Egypt Investment Company. He is the former Chairman of the Egyptian General Authority for Investment and Free Zones (2004-2007), a government organization responsible for the promotion of investment, and business climate policy advocacy. From 2000 to 2004, he was a practicing lawyer in Egypt. From 1997 – 2000 Dr. Bahaa-Eldin was senior legal advisor to the Minister of Economy. Prior to this he was a private sector lawyer in Cairo and Washington DC. He is the founder and member of the Board of Directors of the Ahmed Bahaa-Eldin Cultural Foundation which promotes education, training, and creative thinking among Egyptian youth. Dr. Bahaa-Eldin received his Ph.D. in Financial Law from the London School of Economics (1996), a Master in International Business Law (LLM) from King’s College London, a BA in Economics from the American University in Cairo (1987) and Bachelor of Law from Cairo University (1986). Dr. Bahaa-Eldin has been a Lecturer at the Law Faculty of Cairo University (1998-2004). He lives with his wife and two sons in Cairo.

Chairman (Executive) of the Board of Directors, Egyptian General
Authority for Investment and Free Zones, Cairo, Egypt.
The General Authority of Investment and Free Zones is the government
organization responsible for the promotion of investment, free zones
management, company registration, and business climate policy
advocacy. Duties included daily management of this 2400 employee
authority, setting policies and strategic direction, coordination of
government policies in investment climate improvement and advocacy,
proposing legal and regulatory reforms, and promotion of investment
both locally and internationally.
During the three year term, the following was achieved:
• Restructuring the whole organization, launching its new vision and
mission to reflect its transformation from investment regulator to
investment promoter.
• Introduction of new legislation phasing out temporary tax holidays
and introducing new non-fiscal incentives.
• Streamlining procedures, opening four One-Stop-Shops in Cairo,
Alexandria, Ismailia and Assiut to facilitate business start-up.
• Issuing the full Investor Guide to all steps, cost, procedures and time
required to undertake business start-up procedures.
• Issuing new Free Zone regulations to streamline procedures.
• Undertake the first international communication campaign with a
world leader in the field (Fleishmann Hillard).
• Restructuring the Promotion Department and training of personnel
with technical advice from the World Bank’s Multilateral Investment
Guarantee Agency (MIGA).
• Egypt elected as member of the Steering Committee of the World
Association for Investment Promotion Agency (WAIPA) and hosting
its annual regional conference in Sharm El-Sheikh (2006).
• Policy advocacy and new regulations introduced in areas of financial
leasing, financial factoring, clean development mechanisms (Carbon
Reduction), logistics facilitation, leading to the establishment of pilot
companies in all these fields.
• New regulations issued to allow the establishment of a new
generation of “Investment Zones” to allow cluster formation
benefiting from one-stop-shop facilities and compatible with WTO

• Establishment of an “outreach” arm in the Investment Authority to
promote investment in rural and remote governorates, and
promoting the establishment of the “Upper Egypt Investment
Company” an incubator for investment in southern governorates,
established in 2007.
• Initiating a national effort to review and develop local capacity with
assistance from UNCTAD to negotiate Bilateral Investment Treaties.

During the one and a half year tenure, the following was achieved:
• Negotiation with various parties to obtain ownership of twenty
square kilometers to form the SEZone.
• Establishment of the SEZone Development Company.
• Contracting with Bearing Point consultants to provide the master
plan for the Zone and legal framework.
• Brokering a framework agreement between eight development
companies in the region to coordinate master development,
environmental and industrial standards.
