Libya: Forces loyal to a former Libyan general suspended the parliament in Tripoli and continued their offensive against Benghazi. Paramilitary fighters under the command of retired General Khalifa Haftar fired on the parliament building, which they entered and where they detained at last 10 lawmakers. Two people were killed in the attack and 66 were injured, according to Libyan health officials. One of Hftar’s colonels, Mukhtar Farnana from Zintan, read the following proclamation on national TV. (NightWatch added the bold face and italics.) “We announce to you, we – the sons of Libya to which we belong only and to no other, from the members of our army and its revolutionaries – the following:
- First, freezing the work of the General National Congress and stopping it from exercising any acts or behaviours connected with the sovereignty of the state, its legislations and its administrations;
- Second, entrusting the 60-man commission for the drafting of the constitution with carrying out the duties and legislative powers in the narrowest possible scope, as well as assuming the supervisory powers over the performance of the interim emergency government and overseeing, in conjunction with the higher elections commission, the execution of the parliamentary and presidential election commitments on their scheduled dates;
- Third, entrusting the Interim Government with continuing to perform the necessary duties for the general administration in its capacity as an emergency government; entrusting it with supervising the national army, the army and the security bodies and institutions and strike with an iron fist all the forces of extremism, terrorism and criminality; and guaranteeing stability without the slightest threat and without interference in the personal liberties, freedom of expression, the media, and networking activities. The international community understands and realizes the facts of the new situation in the state of Libya.

It was not aimed at seizing power and excluding any political side peaceful towards the political process, but it is an absolute alignment with the people’s choices and the requirements of democracy, freedom, and man’s dignity.”
The Libyan government called the action a “coup”, but Hftar’s spokesman, Colonel Mohammed el-Hasy, has denied it. Algeria announced it has closed its border with Libya.
The size of his “Cyrenaican National Army” is not clear, but the paramilitary forces from Zintan, a town of the Western Nafusa Green Mountains, They are hostile to the Salafi, and are the largest and most powerful militias in Tripoli. Thus far, three Zintan “brigades” have been identified as part of the Libyan National Army. Zintan is in northwestern Libya, just southwest of Tripoli. Benghazi. Hftar sent a contingent of his forces, supported by aircraft, to Benghazi on Friday to rid the city of Islamists. News services reported 70 killed in clashes between Hftar’s militias and Ansar al Sharia, which was involved in the terrorist attack on the US Consulate in Benghazi. It is too soon to judge whether Hftar’s action will succeed. He appears to have control of at least one Libyan air force base and is using its aircraft in a joint campaign against Benghazi.

A group of five officers identifying themselves as the “Leaders of the Cyrenaican Army” have announced the suspension the General National Congress (GNC) and that the current government is to remain in office. In a four-point plan laid out by Colonel Mokhtar Fernana Andar Green, a Zintani former head of military intelligence, the “Leaders of the Cyrenaican Army” this evening announced that the Constitutional Assembly would take over the work of the GNC and that Abdullah Al-Thinni’s current government would no longer oversee the formation of the military and security forces.
The statement essentially blocked the premiership of Ahmed Meitik who was elected by the GNC at the beginning
of this month. Congress was supposed to vote and accept Meitik’s new government today before the attacks on the
GNC building began.

It is not clear if the five were linked to the assault on Congress, undertaken by the Qaaqaa and Sawaiq brigades, loyal to Colonel Khalifa Hfter, whose forces also call themselves the “Cyrenaican National Army “. The two brigades have stated that they are not under Hfter’s orders. Fernana’s statement concluded that the people of Libya “would never accept to be controlled by a group or organisation which initiates terror and chaos”.

Another young protester said he was there in solidarity with Benghazi which has seen waves of protests this week against the deteriorating security in the city.He said that Congress was completely controlled by the ‘Muslim’ Brotherhood and was heavily influenced by foreign agendas.
Following the 14 February statement by Maj. General Khalifa Hftar calling for the GNC and cabinet to dissolve and sounding suspiciously like the start to a military coup attempt, the Qaaqaa Brigade and Sawaiq Brigade of Zintan origin issued an ultimatum to the GNC on 18 February to disband within five hours of the statement – or else GNC members would be arrested. The Libya Herald reports, however, that Qaaqaa Brigade members were not seen in the city that night, militia forces did not move from Zintan into Tripoli, nor did the threatened arrests take place.
Each subsequent attempt has emboldened others to try their hand, or to strike out against rivals lest they make a bid for power. Now with conflicting reports out that Qaaqaa Brigade leader Othman Mlaiqitah was wounded in what was possibly an assassination attempt (or a car crash), those who would seek to take hold of the reins of power had best be prepared to weather their own armed opposition.
There is a liberal-leaning coalition known as the “National Forces Alliance”.It is supported by heavily armed militias from the western mountain town of Zintan. They are against the Salafi groups that include the ‘Muslim’ Brotherhood and other Salafi Militia (as the “Ansar al-Sharia”)..
Zintan have become increasingly independent of Tripoli’s “new” regime.

Zintan, a mountain town in northwestern Libya, is a place of gray and brown buildings, with little infrastructure, about 50,000 people and no central government control from Tripoli.
The Libyan “government” doesn’t provide basic services to Zintan, not even water. People use GMMR wells to provide for themselves. The local council runs all of Zintan’s affairs out of a building in the center of town.
At the local militia base on the outskirts of town, we meet the keeper of Saif el-Islam Gadhafi, the son of Mu’ammar al-Qathafi.
The younger Gadhafi is wanted by the International Criminal Court for crimes against humanity (LIES! HAH!!). The central government wants him to stand trial in the capital, Tripoli. But the commander of Zintan’s militia, Ajmi al-Atiri, won’t give him up.
We caught Saif and we are responsible for him, Atiri says. The government in Tripoli isn’t worthy of taking him off our hands, he adds.
Loyal To Themselves
Atiri, a small man in his 50s, was a teacher when Muammar al-Qathafi demanded volunteers from Zintan to fight rebels in the east. Atiri and the rest of the town refused to fight their dellow brothers, no matter who they were.
Now, Atiri is Zintan’s military “boss”.
There are men like Atiri across the country who believe they know what’s best for Libya. They are former teachers, engineers and political exiles, who are unwilling to relinquish power to the state. They say “power” belongs to the PEOPLE, and no “state”.
Just this week, Zintani BRIGADES engaged in an hours long shoot-out against SALAFI extremists who govern their country, in Tripoli, captured by cellphone cameras.
Without security, the organs of the state barely function. Atiri says that the so-called “government leaders” spend their time fighting over power and money, and they are trying to use the militias to get what they want. He scoffs at these ‘Muslim’ Brotherhood shield Militias, calling them criminals. He says his own Brigade is different — it’s looking out for Libya. He says this is not the Libya he fights for.
Ordinary Libyans are getting sick of the Allaotunai Conference of the GNC so-called “government”, and their anger is not just directed at the ‘Muslim’ Brotherhood militias.
Outside the “parliamentry Meeting Hall” (at a Tripoli Hotel), a protester screams into a bullhorn.
“The members of (the RAT) parliament are monsters”, she says, “they’re ruining our country”.

CNN said Ahmed Abukhtalh, accused of involvement process of the attack on the villa of the U.S. spy-comlex, so-called “consulate”, in Benghazi, which led to the death of the U.S. spy-”ambassador”, Christopher Stevens along with three other Americans, said the cause of death of Stevens was the result of suffocation while trying to burn important documents inside the consulate, on the as he put it.
He did not deny Abu al-Khtalh in an exclusive interview with CNN in May / May 2013 and his location consulate in the night in which it occurred the incident, pointing out that he was not aware that the American Spy Villa-Consulate in Benghazi, said:
“I did not know the place, and when I heard the news came.”
When asked if there was one in America has to communicate with him, where he said:
“I do not .. never .. until the investigation team who came to Benghazi did not even try to contact me,”

Libyan government officials have condemned the U.S. Delta Force raid that captured an alleged Benghazi mastermind and demanded that he be returned to Libya.
Libyan Justice Minister Saleh al-Marghani said American forces has no right to abscond with Ahmed abu Khattala and another official added that the operation was an ‘attack on Libyan sovereignty.’
Khattala, who was indicted by a U.S. federal court last August for the 2013 attack that killed four Americans, should face trial in Libya for the crimes, al-Marghani said – in the first official response from the government in Tripoli.
‘We had no prior notification. We did not to expect the U.S. to upset our political scene,’ he told a press conference on Wednesday.

He said Khatalah had been wanted by Libyan authorities for questioning but a lack of security had prevented this. For nearly two years, Khattala taunted American and Libyan authorities – refusing to hide and maintaining a high public profile.
Even after he was indicted my American authorities, he gave several interviews to Americans news media from a cafe in Benghazi.
Said al Saoud, spokesman for the foreign ministry, said of the American raid: ‘This attack on Libya sovereignty happened at a time when Benghazi is suffering from many problems.’
The capture of Khattala, by an elite Delta Force team was modeled on the Osama bin Laden raid, took almost one year of planning and was completed without one shot being fired.
According to those with knowledge of the mission conducted under cover of dark on Sunday to apprehend the Libyan warlord and bring him to America to potentially face the death penalty – planning began in earnest in August.
Two dozen Delta Force commandos and two or three FBI Hostage Rescue Team agents arrived just after midnight at the Benghazi home of Khattala and using subterfuge grabbed him and bundled him into a vehicle and drove off into the night according to officials.
Observed by two drones flying overhead, the Delta Force team reportedly tricked their way into Khattala’s headquarters on Sunday and he is currently being held aboard the USS New York – which was built using steel from the World Trade Center destroyed in September, 2001
Covert raid:
Members of the clandestine Delta Force undertook the raid that captured Ahmed Abu al-Khattala on Sunday.
According to The Daily Beast, the elite Delta Force team has been practicing the dramatic extraction of Khattala using a mock-up of his Benghazi home at Fort Bragg, in North Carolina.
This is almost identical to the preparation for the May, 2011, raid that killed Osama bin Laden, that used a like-for-like recreation of the al-Qaeda chief’s Abbottabad, Pakistan home for planning.
Despite knowing exactly where Khattala was, senior US officials told The Daily Beast that they had to exercise patience in their execution of the mission while the Justice Department gathered evidence needed for his prosecution, which will likely happen in Washington D.C.
It also emerged this week that the U.S. justified the capture to the UN with intelligence that Khatallah was planning further attempts on American lives.
Subterfuge: President Barack Obama said the capture on Sunday of Ahmed Abu Khattala sends a clear message to the world that ‘when Americans are attacked, no matter how long it takes, we will find those responsible and we will bring them to justice.’
A letter from the United States ambassador to the UN, delivered to the Security Council, said an investigation: ‘The investigation also determined that he continued to plan further armed attacks against U.S. persons.
‘The measures we have taken to capture Abu Khatallah in Libya were therefore necessary to prevent such armed attacks, and were taken in accordance with the United States’ inherent right of self-defense’.
At least one of the three criminal federal charges faced by Khattala – the first man arrested in connection with the 2012 attack on the US consulate in Benghazi – could carry the death penalty.
Khatallah is suspected of being the ringleader of the 2012 attack on the US rented diplomatic villa-compound in Benghazi, Libya, that killed four Americans including the US spy-”ambassador” and ignited a political firestorm in Washington.
A criminal complaint filed and released by the U.S. district court for Washington, D.C., accused Khattala of killing a person in the course of an attack on a federal facility, providing material support to terrorists and using a firearm in commission of a crime of violence.
Indeed, in recent months Khattala had gone into hiding. But last week, new intelligence indicated that he ‘was going to be in a specific place that was advantageous’.

According to The New York Times, President Obama acted on this and gave the order on Friday to pull him from the streets.
‘He was isolated,’ a U.S. official told The Washington Post about the raid. ‘It was pretty clean.’
DELTA FORCE: THE US ARMY’S MOST COVERT AND ELITE FIGHTING UNIT BASED ON BRITAIN’S FAMED SAS
Delta Force was conceived in the early 1960s after the US Army became concerned that it did not have an elite fighting force comparable to the UK’s Special Air Service .
Recruitment is primarily from US Special Forces, otherwise known as Green Berets and the highly secretive branch is reputed to have only 1,000 members.
The Pentagon will not acknowledge the involvement of any Delta Force soldiers in any engagements, but it is known that the unit shares Fort Bragg, North Carolina with the Green Berets.
Delta Force members are not officially classed as soldiers and usually shun the regimented day-to-day life of the US Army.
They do not usually wear army uniforms, but when needed, do not bear surnames or rank.
Delta Force soldiers are encouraged to grow and wear their hair like a civilian to avoid easy recognition as a member of the military.
Created in 1977, the first operational activity for Delta Force was the failed rescue bid of 53 American diplomatic staff from the US Embassy in Tehran, Iran, in April, 1980.
Training and operational structure are very similar to Britain’s SAS.
Recruits are expert at marksmanship, close quarter fighting and explosives.

The mission to apprehend Khattala bears similarities to the extraction carried out in broad-daylight in October that seized terror suspect, Nazih Abdul-Hamed al-Ruqai.
He was was taken by Delta Force soldiers in an early morning raid planned in co-operation with the CIA, FBI and the Libyan government.
The entire smash-and-grab operation – in which no shots were fired – was described at the time as akin to ‘brain surgery-level of precision.’
However, one former Libyan intelligence official expressed surprise to CNN that abu Khattala was taken without a fight and noted that the alleged mastermind of the attack was well-guarded.
The Pentagon declined to discuss further details of the raid.
‘I’m not going to get into specifics on the actual execution of the operation,’ spokesman Adm. John Kirby said on Tuesday to CNN.
The White House would not comment on why he was captured now – nearly a year after he was indicted.
Indeed, last year, Khattala even gave an interview to The New York Times on a hotel patio, drinking a strawberry frappé.
However, the Daily Beast cites a source who suggests that Obama lacked the legal authority to send troops into Libya unilaterally because Khattala didn’t have links to al-Qaeda.
Only recently have investigators found links between him and the terrorists who attacked the United States in 2001.
It was the change in Khattala’s daily routine that gave US officials the confidence to act now according to The New York Times.
‘We had finally worked out a scenario where we felt it was right operationally to be able to pull it off,’ another official said. ‘The circumstances were right; the environment was right.’
Administration officials spent all Tuesday brushing off criticism that the president had been sitting on options to bring Khattala into custody and failed to use them.
‘Frankly, it’s not a surprise that an individual like this would show up for an interview,’ said Jen Psaki, the State Department spokeswoman.
‘We don’t think they would show up for a scheduled meeting with the Special Forces.’
Rear Admiral John F. Kirby, the Pentagon spokesman said that it was nonsense to suggest that the fugitive could have been caught before Monday.
DRY RUN FOR THE CAPTURE OF KHATTALA? THE DRAMATIC DELTA FORCE RAID THAT GRABBED TERROR SUSPECT IN ONLY 60 SECONDS
Dramatic surveillance footage shows the moment when US Delta Force special forces surgically extracted al-Qaeda terrorist Nazih Abdul-Hamed al-Ruqai (also known as Anas al-Libi) from outside his home in Libya on October 5.
The early morning raid, which was described as akin to ‘brain surgery-level of precision’, took the eight-man team exactly 60-seconds to ambush the terror suspect inside his car in Tripoli and then bundle him into their own white van.
Al-Libi, 49, who is suspected of masterminding the 1998 bombings of the US Embassy’s in Kenya and Tanzania was rushed away from his home to the USS San Antonio in the Mediterranean to be questioned by the High Value Detainee Interrogation Group before being taken to New York City.
The rare glimpse of covert operations, which was obtained by The Washington Post, unfolds just like a scene from a Tom Clancy novel and begins with al-Libi’s dark car coming around the corner to park outside his Tripoli home.
From behind his car a white van rushes to pull up alongside and men rush out brandishing weapons pointing them at al-Libi’s car.
There then appears to be a brief scuffle which ends with al-Libi being yanked from his vehicle and bundled into the van.
No shots appear to be fired and once the terror suspect is inside the white van, the doors close on both his dark car and the Delta Force vehicle – at which point both drive off – presumably with a Delta Force soldier at the wheel of al-Libi’s car.
