Not sure where you heard that, but none of it is true. Federations earned spots for the 2022 Olympics at 2021 Worlds and Nebelhorn Trophy. It’s impossible to earn more spots at any other competition. Federations assign their Olympic spots to specific skaters based on their own rules; most of them look at the results of the Grand Prix and national championships. Some European feds, including Russia, also look at the results of the European Championships. Australia also uses the results of 4CC to determine which singles skaters to send to the Olympics.

In the case of Japan and South Korea, they have already named their Olympic teams after their national championships. Nothing that those skaters do at 4CC has any effect on the Olympic team.

Skaters’ placements at 2022 Worlds determine how many spots their fed gets at 2023 Worlds. This also has nothing to do with the Olympics.
