The requirements for being an Uber driver who carries passengers are exactly the same as those for any other Private Hire driver in the district in which you register (including any restrictions about the vehicle). There are lower requirements if you only deliver goods (Uber offers parcel courier and take-away delivery services as well as taxis).

As Uber isn't licensed in Reading, RBC has no say in those requirements - if a Private Hire driver from another district picks up or drops off in Reading, his 'home' rules apply. If RBC were to license Uber, then any Uber driver based here would have to comply with their Private Hire rules.

Uber isn't special or different - it's an app that lets you book Private Hire cars (according to Uber), or it's a Private Hire operating company (according to various people suing it). Either way, Private Hire regulations apply to drivers and vehicles.
