The ideal scenario is that they tag them but the players don't sign the tag, don't come to the offeason programs - the value of the franchise tag is calculated in the cap even if the player hasn't signed it yet so it still limits their cap flexibility.
At which point Berry becomes so angry with the Chiefs he says he will only play for their hated rivals, the Oakland Raiders. This is some fanfic I can get behind.
