This position is located in the U.S. Department of Health and Human Services (HHS), Substance Abuse and Mental Health Services Administration (SAMHSA), within Office of Policy, Planning and Innovation (OPPI), in Rockville, MD.

Duties:

-  Serves as organization-wide technical advisor and subject matter expert in the areas of behavioral health regulatory affairs including topics such as substance use treatment privacy, opioid treatment, drug testing, mental health and substance abuse prevention and treatment block grants.

-  Drafts or reviews proposals for new regulations and policy statements involving

-  SAMHSA specific programs and policies as well as policies and programs from other HHS components.  Examples include regulations related to health financing, mental health and addiction parity, civil rights and privacy protections and coverage of behavioral health treatments by the Departments of Defense and Veterans' Affairs.

-  Reviews, summarizes, and drafts responses to all public comments received on proposed regulation and draft guidance documents; recommends adoption or rejection of counter-proposals contained in comments and objections; and drafts final regulations.

-  Makes presentations at conferences and professional meetings in the U.S. and overseas before various regulated industry and entities, and the medical/scientific community to communicate current policy developments at the agency and to serve as a means of eliciting the concerns and criticisms of the regulated industry and entities.

-  Works with officials within SAMHSA, the HHS Office of the General Counsel, Office of the Secretary, the Office of Management and Budget, and other entities to advance SAMHSA regulations and sub-regulatory guidance.

-  Prepares high-level regulatory decision documents including analysis of applicability to the prevention, treatment and recovery of individuals with behavioral health conditions. Examples include analysis of appropriate coverage of behavioral health services, protection of rights of individuals with behavioral health conditions and appropriate approaches to prevent substance misuse and abuse as well as suicide.

-  Designs and develops programs for educational efforts in areas regulated by SAMHSA.

-  Develops, fosters and supports collaborations and interactions among other HHS components, including the Centers for Medicare & Medicaid Services, Food and Drug Administration, Office of Civil Rights, Office of the Secretary, as well as, outside Federal departments and regulated industries.

Basic Qualification Requirement:

Have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree with major study in an academic field related to the health sciences or allied sciences appropriate to the work of the position.

To qualify for the GS-13: Must have one year of specialized experience equivalent to at least the GS-12 level of Federal service. Examples of specialized experience include: Experience working on multiple complex projects related to substance use or mental health programs and related regulations; experience independently analyzing and writing reports, memos, or other documents related to substance use or mental health; planning and carrying out individual projects as well as leading team projects; experience related to the legal and policy framework in which public health programs operate, their funding mechanisms and sources, federal involvement in these programs and related policies; has independently provided written and verbal program and policy recommendations to senior management in prior positions; and experience with the development and implementation of federal laws and regulations relevant to the agency's mission.Foreign Education:  If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.  For further information, visit: http://www.ed.gov.
