HSE, a short introduction

The HSE, or Health and Safety Executive is a non-departmental public body of the United Kingdom with headquarters based in Liverpool, England. This organization is responsible for the promotion, regulation and enforcement health, welfare and safety in the workplace. The HSE also conducts research into occupational risks in companies based in England, Wales and Scotland.

The HSE was created by the Health and Safety at Work etc. Act 1974, an act of the Parliament of the United Kingdom that as of 2011 defines the fundamental structure and authority for the regulation of workplace safety. Since its creation, the HSE has absorbed earlier regulatory bodies such as the Railway Inspectorate and Factory Inspectorate.

The HSE is funded by the Department for Work and Pensions. Besides the promotion of protocols, the Health and Safety Executive is responsible for the investigation of small and large industrial accidents, including major incidents such as the explosion and fire at Buncefield ten years ago. Though the HSE formerly reported to the Health and Safety Commission, the two organisations merged in 2008.

The HSE’s work covers a wide range of activities, from creating and reviewing regulations, producing research and statistics and enforcing the law concerning workplace safety. The law on health and safety at work in Great Britain is regulated by the Health and Safety Executive (HSE) and different local authorities (LAs). As regulators, the role of HSE is to determine that businesses are effectively and proportionately managing their health and safety risks to workers and others concerned.
