A group of Dalits who have been protesting against the opening of a liquor shop in their locality claimed they have converted to Buddhism as the state administration has ignored their demand.The residents of Sant Ravidas Colony in Bhadasia suburb of Jodhpur have been protesting for three weeks against the liquor shop.
Some of the protesting residents have also got themselves tonsured.Ashok Balotia, one of the protesters who shaved his head, said that they would continue their movement against the liquor shop “come what may”.
“We had warned of conversion from Hinduism and since we are followers of BR Ambedkar, we have adopted Buddhism like him,” he said.Bhagwanti from the same locality said that they were ready to go to any extent to stop the opening of the liquor shop and would not settle for anything less than cancellation of the shop licence.
District collector Vishnu Charan Mallik said that they are looking into the issue and would soon come out with a solution.“We are up to it in order to come out with a mutually acceptable solution and hope that in a day or two, the issue would be resolved,” said Mallik.

Amritsar: The National Commission for Scheduled Castes (NCSC) has directed Bathinda zone inspector general of police (IG) and Muktsar senior superintendent of police (SSP) to appear before it with an action taken report in two cases of rape of Dalit women. The two senior police officials have been directed to appear before the commission at its Delhi office on May 3. NCSC vice-chairperson Raj Kumar Verka gave directions after the victims appeared before him on Thursday. A woman victim from Muktsar appeared before the commission and informed that a person Jagdeep Singh alias Jojo came to her house in a car on March 25 and forcibly took her to an unknown place and raped her. Verka said the victim had also produced CCTV footage before the commission. “Police has only got the medical examination of the victim conducted and registered an FIR, but has not not arrested the culprits,” he said. Similarly, in another case, Verka said a widow from Malout in Muktsar appeared before NCSC and informed that on April 2, two persons Hardeep Singh and Gurmukh Singh scaled the boundary wall of her house and raped her. “In this case also, police has lodged an FIR but did not arrest anyone,” he said.

MEERUT: Denied social justice, west UP’s oppressed Dalits are increasingly threatening to opt out of the Hindu fold. But in a shift from tradition, they are talking about embracing Islam rather than Buddhism.
For the second time in a month, a Dalit in this region has threatened to convert if police do not bring his tormentors to justice. On Thursday, Lohia Nagar resident Anoop Kumar Jatav alleged he had been attacked twice in the past 10 days and lack of action by police had emboldened his assailants. Ghaziabad district’s Bamheta village has also been tense since the alleged gang rape of a Dalit schoolgirl on March 29. The Class VIII student burnt herself to death on April 6, and the accused, Bablu and Rancho Yadav, allegedly continued pressuring her family to withdraw the case. Matters came to a head when Lila Dhar, a former pradhan, and the accused’s relatives thrashed the girl’s family on April 10 during her chautha ceremony. In protest, 1,000 Dalit families in the village threatened mass conversion to Islam.”We face oppression from other castes. The rape was just the trigger. Even police take bribes and side with the other castes. Nobody listens to us within the Hindu fold. Maybe if we convert to Islam, we will get a fair hearing,” said Pradip, a Dalit resident of Bamheta.
Jatav alleged no action was taken in his case. “On April 11, Mohit Gujjar, a resident of Kazipur, forced his way into my house, beat up my wife and me over a minor issue, and abused our caste. Kharkhoda police station registered a case under several sections, including some of the SC/ST Act, and on April 16 we even gave a memorandum of our demands to the district magistrate.

Kanpur: An 11-year-old girl, who was on her way to the fields nearby, was allegedly threatened and raped by a 20-year-old, in Kannauj district. The incident, which took place late Wednesday evening, came to light after the girl’s mother lodged a complaint with Taalgram police station on Thursday. Police have arrested the accused, who was absconding. According to the cops, the incident took place in a village under the limits of Taalgram police station. The victim was on her way to nearby fields, around 7.30 pm. “She was barely a kilometer away from her home when the accused, identified as Ranjit of the same village accosted her and threatened her with a knife before dragging her to a secluded spot and raped her,” said a police officer. A case under sections 376 (punishment for rape) and 506 (punishment for criminal intimidation) of the Indian Penal Code and relevant sections of The Prevention of Children from Sexual Offences Act 2012(POCSO) has been registered, he added.Ranjit threatened her not to tell anyone, but the girl told her parents. “We arrested the accused on Thursday. The girl was sent for medical test and reports are awaited,” said Talgram station house officer Anwar Ahmed.

hyderabad: Justice Sanjay Kumar of the Hyderabad High Court on Thursday sought to know the stand of the police authorities on a petition filed by Mohammad Ghouse Khan of Hyderabad who is seeking action against Asifnagar’s Assistant Commissioner of Police (ACP) in an SC, ST atrocity case. The petitioner was arrested in an atrocity case in Nizamsagar of Nizamabad distict earlier following complaint by one Jadhav Ganesh, an ST from Utnoor, Adilabad on grounds of abusing him in the name of his caste.Later, after being let off from the case, Ghouse Khan filed a complaint against Tahsildar and DSP of Nizam Sagar area charging them with not acting in accordance with law in ascertaining the caste of Jadhav. Though an FIR was registered, the police authorities are not taking action against the DSP who is now working as ACP, Asifnagar in Hyderabad, he said. The judge sought the response of the police and posted the case to June.

WITH various political parties staking claim to the legacy of Dr B R Ambedkar on his 125th birth anniversary, the latest annual report by the Scheduled Caste Commission has found that almost all states have failed to honour their budgetary commitments toward the SC community.
It’s learnt that in its first such audit, the commission examined the 2012-13 budget of 26 states and found that funds spent on “SC-specific” scheme was only a tiny fraction of the total allotted under the SC Special Plan (SCSP). The report is yet to be tabled in Parliament. “The expenditure on SC-specific schemes is just a small fraction of the total allocation to SCSP across the country,” P L Punia, SC Commission chairperson, told The Indian Express.
The Centre’s guidelines, specified in the budget, state that various ministries and departments have to earmark funds under the SCSP, at least in proportion to the community’s population in states. According to Census 2011, the SC community constitutes 16.6 per cent of the country’s population.

• He said Sub-Inspector Harjinder Singh, who was present at the police station, used derogatory language against them and kept them in illegal detention for three hours. He alleged that the accused also made casteist remarks against them. They were later released after the SHO intervened. Verka assured them of appropriate action and added he would summon the policemen in this regard. Sukhjinder Singh, SHO, Cantonment police, refuted the allegations and said the matter pertaining to the earlier complaint was still under investigation.

Chittoor: A Dalit couple and their relatives have staged a dharna in front of the government hospital here on Thursday, alleging negligence of doctors, nurses and medical attendants in a death of their newborn girl child. Bhanumathi (32), a resident of Dalit Colony in Penumur, 18 km distance from here, was admitted in the government hospital on Wednesday for institutional delivery. She gave a birth to the girl child on the same day. Venkatesh, a husband of Bhanumathi, alleged that nurses and medical attendants have sought money from him after admitting his wife in the hospital.
The Dalit couple expressed inability to pay bribes for them. On Thursday, Venkatesh and his family members informed doctors and nurses concerned that their baby girl was weeping inconsolably. But, they did not provide medical treatment to the infant. The baby girl died after some time. The Dalit couple along with their relatives staged a dharna in front of the hospital with a dead body of a girl child.
They made doctors, nurses and medical attendants responsible for their newborn baby girl’s death. Circle Inspector Venkatappa rushed to the spot along with police personnel and tried to pacify them but they did not budge. Instead, they raised slogans against police and hospital authorities.
The Government Hospital Superintendent Dr. Jayaraj assured angry protestors of taking action against erring doctors, nurses, and medical attendants after ordering a probe into the incident. He persuaded them to call off the protest by saying that he too hails from Dalit community. With the assurance of Dr. Jayaraj and CI, protestors have called off a strike and left premises with the dead body of a girl child.

At least 25 houses and sheds were destroyed when fire engulfed a Dalit settlement in Pipri, Shivaraj municipality-7, on Thursday afternoon. The fire spread from the house of Chinne Musalman at 3.20 pm, engulfing houses in the west. The site is about 45 kilometres from Kapilvastu district headquarters Taulihawa. No fire engine has reached the site so far. Locals are trying to extinguish the fire on their own with whatever resources they have. There have been no human casualties so far. The victims lamented they could not take out foodstuffs and clothes from their houses.

Thursday’s events at the English and Foreign Languages University were nearly a repeat of what happened to Koonal Duggal on Ambedkar Jayanti.
On Ambedkar Jayanti, security guards interrupted Koonal Duggal’s speech on “Why Ambedkar Jayanti is also a moment of challenge and not only celebration”. It was to be followed by a song of resistance by Faiz Ali during the event organized on the campus to mark Ambedkar’s 125th birth anniversary. Koonal was physically removed from the campus and says he was treated like a criminal.
A week later, the EFLU-Joint Action Committee organized an exhibition of Koonal’s art, which included a drawing of Rohith Vemula and the other scholars sleeping in the open. He has trained as an artist from Punjab University and as an art historian at MS University in Vadodara.
According to a press release, security officials attempted to disrupt the exhibition which was titled “The Everyday from the ‘I’ of a Dalit Artist” on Thursday. The release said: “The security staff initially asked the students to remove the exhibits, stating that they were acting under orders from the Proctor. The administration also called in the police to disrupt the event.”
A similar sequence of events had occurred on April 14, on the occasion of Ambedkar Jayanti, when security guards interrupted him, and told him that they had done so on the orders of the university. However, on that day, it went beyond mere disruption.
He later filed a case with the Osmania University police who registered a case under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act against Proctor Prakash Kona Reddy for harassment.
Recalling the events, he said that CCTV cameras were installed near the venue. “When I questioned them, the four security guards said they were sent on orders of the Proctor to ‘restrict’ me from the campus. They held me with their hands and attempted to take me to the main gate to the security staffs office. I refused to go,” he said.
They then physically removed him from the venue. “They dragged me from the venue in front of the other students and teachers, and treated me like a criminal. They also called me anti-university, anti-national for singing a song by Faiz Ali. Is it a crime a to sing a song?” Duggal says.
On March 28, EFLU students organized a meeting expressing solidarity with the arrested students and professors of HCU, and also sent post cards addressed to President of India protesting the arrests. “In what way is this writing to the President and fighting for justice for Rohith Vemula anti- national?” he says.
Koonal alleges that he had to face such humiliation just because he was Dalit. “But such humiliation is not new in the university. EFLU is known for discrimination against Dalits, and Adivasi Bahujan students,” he alleges.
He says that EFLU’s claim that he was not a student of the university was “completely untrue”.
“According to the rulebook of PhD students, I continue to be a student until the vice Chancellor approves the result. This happens only after the external examiners give their remarks and the viva is conducted. I have just submitted my thesis and I am awaiting my viva. So I am still a student of the university,” he says.
He said that something was amiss in the manner in which the university had acted. “If the order of the Proctor to ‘restrict’ me from the campus was dated March 29th, why the University administration take 15 days to give me the notice?” Koonal says.
Koonal, who hails from Delhi, came to Hyderabad in 2010 to pursue his PhD. His thesis on “Caste and Religious Politics has to be defended during viva examination. He aspires to be in the academia. He is teaching Art History as a guest faculty member at Hyderabad Central University.
Koonal says the administration should apologize to him and also publicly. He has demanded that the order against him be withdrawn and proctor be removed from his position and arrested under the ST/SC atrocities act.

The unit has written a letter to the vice-chancellor of the University on Thursday requesting to rename the central library, convention centre and stadium after BR Ambedkar, APJ Abdul Kalam and Birsa Munda respectively.
The members of Akhil Bharatiya Vidyarthi Parishad (ABVP) at Jawaharlal Nehru University (JNU) have demanded the naming of three important parts of the varsity in memory of freedom fighters and intellectuals like BR Ambedkar, APJ Abdul Kalam and Birsa Munda, who contributed immensely to the process of social reform in India.
The unit has written a letter to the vice-chancellor of the University on Thursday requesting to rename the central library, convention centre and stadium after BR Ambedkar, APJ Abdul Kalam and Birsa Munda respectively.
“We have requested the vice-chancellor to put forward our demands in the Academic Council and Executive Council meeting. By naming the centres after these personalities, the students will be made aware about their important contribution to the nation,” said Saurabh Sharma, joint secretary, JNU students’ union and member of ABVP.
Dr Bhimrao Ramji Ambedkar, popularly known as Babasaheb, was an Indian jurist, economist, politician and social reformer, who inspired the Dalit Buddhist movement and campaigned against social discrimination against Untouchables (Dalits). He also supported and fought for the rights of women and labour.
Students have also asked for the setting up of statues of all these personalities at the gate of each of the three centres.
“The statues of the personalities must be placed at the entrance of the library, convention centre and stadium. This will help students recognise their contribution towards the country. Naming the centres after these personalities will inspire the student community to aspire and work for the welfare of the country and its people,” the letter to the vice-chancellor said. Students have also asked for a separate section or a gallery accommodating all the literary works, texts and speeches by Babasaheb.
Kalam, famously called the ‘Missile man of India’ was a renowned scientist and has been a key force behind the Pokhran II as well as India’s Satellite Mission SLV-III. “As the President of India, he was always unorthodox. His books are a source of inspiration for entire nation. He is also a source of inspiration for his opposition to the cultural change imposed by the Britishers,” the letter further stated.
Birsa Munda was an Indian tribal freedom fighter, religious leader and folk hero who belonged to the Munda tribe. He spearheaded an Indian tribal indigenous religious millenarian movement that rose in the tribal belt of modern day Bihar and Jharkhand in the late 19th century, during the British Raj, thereby making him an important figure in the history of the Indian independence movement. Birsa Munda is one of the most prominent freedom fighters in the freedom struggle
“Munda was a great tribal leader and naming the stadium after him will help recognise his role and place in the conscience of India,” said Sharma.
Meanwhile, following protests by JNU students over denial of fellowships and degree for their alleged involvement in the controversial Afzal Guru event, the varsity administration on Thursday issued orders to the concerned departments to release the same.
The university, however, is yet to announce the punishment to various students in connection with the February 9 event against hanging of Parliament attack convict Afzal Guru during which anti-national slogans were allegedly raised.

Pro-Dalit organisations of Hassan, taking serious exception to former Prime Minister H.D. Deve Gowda’s statements on the Sigaranahalli issue, have demanded his resignation as Lok Sabha member of Hassan. “We are ashamed to have a person who supports those practicing untouchability as our representative in the Lok Sabha. He should resign,” said Dharmesh, district secretary, Communist Party of India (Marxist) in Hassan on Thursday.
At a press conference, Mr. Dharmesh was reacting to Mr. Gowda who, at another press conference in Bengaluru on Wednesday, had said that a small issue in Sigaranahalli had been projected as a national issue. “Deve Gowda and his son H.D. Revanna have always associated with people belonging to upper castes who practise untouchability in the district. This is an issue which could have been sorted out by the father and son. However, despite being leaders of the Janata Dal (Secular), they have failed to educate their supporters in the district on secularism,” he said.
Further, he alleged that Mr. Gowda, by announcing that he would stage a protest in front of the Chief Minister’s residence over the issue, was politicising the issue. “When the issue is politicised, the real problem of social boycott or social status of Dalits in the district gets sidelined. He, being a representative of the people, should address the social issues,” he stressed.
Mr. Dharmesh also took exception to Deve Gowda’s statement that Dalits of Sigaranahalli were demanding an entry into the garbhagudi (sanctum-sanctorum) of the temple. “The Dalits of Sigaranahalli have never demanded an entry into the garbhagudi of the temple. Deve Gowda knows this, but he wants to mislead the public by twisting facts,” he alleged.
Dalit Sangharsha Samiti leader H.K. Sandesh recalled that all Dalit leaders of Hassan campaigned for Deve Gowda when he wanted to return to politics by contesting in the Lok Sabha elections in 1991.
“We all worked hard for his victory and he won. From then on, he has flourished in politics and occupied prime positions including the post of the Prime Minister. In fact, I still carry a letter he wrote to me inviting me for a tea after winning the election. Now, he and his son have forgotten all about Dalits and their welfare,” he alleged.
When the issue is politicised, the real problem of social boycott or social status of Dalits in the district gets sidelined. Deve Gowda, being a representative of the people, should address the social issues.
