Even as the relatives of two Dalits who were murdered were being persuaded to receive their bodies, police on Wednesday picked up two juvenile suspects in connection with the ongoing investigation in the case.
The police refused to divulge any details about the identities of the detained persons, but it is learnt that the two Dalits were hunted down by Caste Hindus. As Rajkumar of Paaraiyadi, the one who sustained cut injuries in the attack, assaulted two persons from Ramaiyanpatti recently, police suspect that duo might have targeted him, but ended up killing Mariappan and Shanmugam, who were accompanying the victim on Monday night.
Subsequently, two persons, Nambirajan from Ramaiyanpatti, were picked up for interrogation. “We’re moving in the right direction and the case will be cracked in 48 hours,” a police officer said. Meanwhile, a group of local leaders of various Dalit outfits went to Paaraiyadi on Wednesday and organised a meeting in which the residents and a group of people from neighbouring areas participated.

Zero conviction in 1,633 atrocity cases against SCs, STs: Report

As many as 1,633 cases were booked under the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act of 1986 but the conviction rate was zero in 2014, states a report on the implementation of the said Act.
According to the report, 273 accused under the said Act were acquitted while B reports were filed in as many as 384 cases in 2014.
The report was released during an event jointly organised by the Karnataka State Scheduled Caste and Scheduled Tribe Supervisory and Empowerment Committee and Karnataka Dalit Women’s Forum in Bengaluru on Wednesday.
The report highlights that a majority of the cases booked were settled, with very few acquittals and convictions. In 2010, 27 persons were convicted in atrocities cases. In 2011, 1,792 cases were booked. Out of which, 1,285 were settled, with 16 convictions and 100 acquittals. B report was filed in 360 cases.
The following year, 1,762 cases were booked. Of which 1,173 cases were settled. While there were zero convictions, 11 accused were acquitted. B report was filed in 275 cases.
In 2013, of the 1,925 cases filed under SC/ST Act, 1,287 cases were settled, while five convictions and 136 acquittals were reported. B report was filed in 405 cases.

Pollachi All-Woman Police have registered a case against a 35-year-old man of Vettaikaranpudur, near Pollachi, under the Scheduled Caste and Scheduled Tribe Prevention of Atrocities Amendment Ordinance Act 2014 on charges of raping the maid on multiple occasions over the last few months.

On Monday, the victim petitioned the District Collector and the petition was forwarded to the police for inquiry.
According to the police, the victim was a 38-year-old woman and a mother of a 17-year-old girl.
The woman from the same locality has claimed that she stayed at her house with her family and used to go to work at the house of the accused Vignesh (35), who is the son of an AIADMK functionary. It is learnt that he was married but was living away from his family.
Based on her complaint, the police on Tuesday registered a case under sections 376 (rape), 342 (wrongful confinement) and 506(i) (criminal intimidation) of the Indian Penal Code read with 3(1) of The Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Amendment Ordinance Act 2014.
Police sources said that the victim was subjected to medical examination at Pollachi Government Hospital on Tuesday. The police said that they are also trying to find out if there was any other motive behind lodging the complaint very late though she was abused for a long period.
The Deputy Superintendent of Police for Pollachi Sub-Division, M. Meenakshi, who is probing the case, said that a special team has been formed to nab the accused and to conduct further inquiries.

Expressing dissatisfaction over the violation of reservation policy in the faculty selection process at AIIMS, a section of faculty has urged the government to constitute a parliamentary and judicial committee to look into the issue.
A group of faculty members, under the aegis of Forum for Rights and Equality, has written to Prime Minister Narendra Modi demanding a special recruitment drive to fill all the vacant posts for SC, ST/OBC categories at all levels, including the faculty.
“In the recently held faculty selection, out of total advertised 96 posts, only 76 candidates were selected. Majority of the reserved posts were left vacant on the ground that no suitable candidate was found,” the members alleged.
They claimed a petition signed by more than 60 faculty members from All India Institute Of Medical Science was submitted to the president of the premier medical institute on May 29, requesting review of the faculty selection process.
“This grave matter of violation of reservation policy of government of India in AIIMS, New Delhi was also discussed in the floor of the Parliament and assurance was given by the Union Health Minister that the on going process of selection of faculty will be reviewed and ‘zero tolerance’ to violation of reservation policy will be ensured.
“Despite these assurances, the AIIMS administration in blatant disregard for the Parliament and Government of India, went ahead and declared the results of faculty selection for year 2015 with gross violation of reservation policy on numerous counts,” they said in the letter.
Besides review of the selection process, the group demanded a mechanism for optimal implementation of reservation policy at AIIMS and the appointment of a ‘parliamentary reservation implementation committee’ to monitor implementation of reservation policy in all medical institutions of the country.

I am one of the victims of a society that believes caste holds more primacy than their son or daughter’s happiness. A society that is ready to kill their daughters and sons for their false pride. I am not talking about those people who live in cities, but I am talking about most of us who live in villages and face the stigma of caste more than others.

I belong to a middle-class family. My family always wanted to give me a world- class education. Through my education, I learnt many things, and one of them was the idea that there is nothing called caste-ism. I soon discovered that love does not have any boundary. I started looking for a girl who can love me my whole life because that would make me happy. I trusted my intelligence when it came to making a decision for myself. I fell in love a number of times with different girls but was not able to propose marriage to any one of them. So I stopped trying. In 2013, I met a girl on a train. I fell in love with her simplicity. After a few months, we realized that we are perfect for each other, and it is time to convince our parents for our marriage. But we knew that persuading them would be difficult. My parents always reiterated, ‘marry a Brahmin or else we will cut you into pieces’. When I told them about my love, they started looking a girl for me because they thought I would marry that non-Brahmin girl.

We started pondering on a solution, which led us to believe that the only thing we could do was run away from that kind of atmosphere where no one was thinking about our happiness before their ego. Somehow we came up with a plan and left that place in the winter of 2014. We came to Delhi and for a few weeks stayed with one of my cousins who is also a victim of this menace. He helped us and soon I started working.
After a few weeks, we got married through the Arya Samaj. We have to stay isolated from my whole family just because I married a girl whom I loved. I cannot give my address to anyone because if I give it, there would be a problem. I looked for help from government and non-governmental organizations, but there was no one to help me. I found no law that could help people like me in this kind of a situation. Our law allows inter-caste marriage but has no provision to protect people who do marry outside their caste.
For how long can love be dominated in the name of caste and religion? After almost 70 years of our Independence why do we revel in thoughts like, ‘marry a brahmin’, ‘don’t marry a lower caste’, ‘they are not from our caste’, etc. We should be allowed the freedom to choose our life partners. For how long will this chaos will go on? When will society take a step to finish off these evils? This social evil has eaten up many lives and unfortunately, it still continues till date. Today I am unable to live a normal life, just because I chose to marry for love, outside my caste.

Prominent Dalit Marathi writer and poet Pradnya Daya Pawar, who has announced her decision to return the five state awards she has won through her career, has said the “undeclared Emergency now is harsher than the Emergency declared by the then government in 1975”.
In a letter written in Marathi and sent to Chief Minister Devendra Fadnavis on Tuesday, she likened the current political scenario to 1975. “We Indians are undergoing a phase of undeclared Emergency today. This Emergency is much harsher than the one in 1975. It was only governmental machinery that was keeping surveillance on common people. But now the ruling party and its supporters are keeping a close eye on our everyday activities — where we reside, work and move around.

Pawar cited several instances of “communal intolerance” that have taken place since the BJP government came to power. This includes the killing of Mohammad Akhlaq in Dadri over a rumour of cow slaughter, incidents of atrocities against Dalits in Maharashtra and the ghar-wapsi campaign that made news in 2014. “People around me have to rethink all the time what to eat, drink, how to live, whom to love and whom not to love, what to wear and how to express themselves; they are living under the shadow of unidentifiable fear,” she wrote to the CM.
The 48-year-old poet — daughter of Daya Pawar, the Dalit Marathi writer of the seminal autobiography, Baluta, and a Padma Shri recipient — also expressed concern over the killings of rationalists Dr Narendra Dabholkar, Govind Pansare and MM Kalburgi.
Pawar, however, appreciated the support the Maharashtra government provided to Pakistan’s former foreign minister Khurshid Mahmud Kasuri for his book launch that ally Shiv Sena protested against. But, she pointed out, the common man didn’t enjoy the same sense of security despite being a citizen.
“I appeal to the chief minister of Maharashtra that…being the chief of government in the state he would ensure to guarantee the dignified life and freedom to every citizen of the state,” Pawar wrote.
She has returned her Balkavi Puraskar for her first book Antahstha; two Indira Sant Vishesh Puraskar won for Mi Bhidawu Pahatey Samagrashi Dola and Aarpaar Layit Pranantik; GL Thokal Award for Afawa Khari Tharawi Mhanun; and the prestigious Kavi Keshavsut award she received in 2013. The cumulative prize money amounts to Rs 1,13,000.
She is one of several Marathi writers who have announced their decision to return state awards. Among them are Harishchandra Thorat, Ganesh Visputay, Sanjay Bhaskar Joshi and Yeshu Patil. A Pune resident, Joshi is in the process of drafting his letter to the chief minister and points out that the continuing farmer suicides in Maharashtra are among the issues he is protesting against.
Several others, including Thorat, plan to get together and draft a letter collectively to convey the widespread despair over the current political situation in India and to express solidarity with other prominent writers who have returned their respective awards to the government.

Kerala prison to have exclusive third gender block

The decision comes close on the heels of the Supreme Court recognising them as the third gender. The Kerala government is also working on a Transgender Bill to protect the rights of the TGs.
The exclusive third gender block is planned within the nine acre new jail complex adjacent to Viyyur Central Prison, jail authorities said.
Though the unique complex is designed to house inmates like NIA prisoners and those convicted under Goondas Act and Kerala Anti-social Activities (Prevention) Act (KAAPA), the state Prison Department decided to give a separate enclosure for TGs to protect their privacy and human rights.
With the completion of the block, jail inmates who declare themselves as TGs will be housed there.
The step is expected to give confidence to more TGs to declare their gender identity, a senior jail official said.
“Reserving a separate block for transgenders is a historic step towards protecting the rights of the community members and to end the social exclusion faced by them in society,” K Anil Kumar, special officer-in-charge of high security prison, said.
At present, TGs are housed either in the male or female blocks in jails.
“There were instances in which those belonging to the third gender faced harassment and sexual exploitation in many prisons. We used to take strong action against those found guilty in such cases. The new block is expected to offer a permanent solution to this problem,” he said.
According to rough figures, around 20-30 transgender inmates are there among around 8,000 prisoners housed in the total 52 jails in Kerala, he said.
However, only very few of them have declared their third gender identity, he said.
A three-storey building in circular shape, the new high security prison complex will have a state-of-the-art surveillance system and security facilities, including video conferencing and telemedicine facilities for the inmates.
Biometric identification for guards, an e-beat system, double locks and complete CCTV coverage are other features.
Social Justice Minister MK Muneer had recently said that there are more than 25,000 transgenders in Kerala.
