Two dalit youths were allegedly murdered by members of the dominant community over an old dispute at Neemla village of Ellenabad subdivision in Sirsa, on Tuesday night.

The badly mutilated bodies of Kheta Ram (25) and Sandeep (28) were brought to Ellenabad hospital late last night and then shifted to Sirsa General Hospital for the postmortem.

The police has booked 11 persons by name and five other unidentified persons for murder under sections 302, 364, 148 and 149 of the IPC and sections 25, 54 and 59 of the Arms Act in this connection. “We have rounded up seven persons for questioning,” said Sirsa SP Ashwin Shenvi.

Sandeep’s father Bhadar Singh alleged when Sandeep, Kheta Ram, Sooraj and another youth were returning home in a car, when a Bolero accosted them near the village and its occupants kidnapped the two victims and later murdered them. —TNS

ONGOLE: In a gruesome instance of human sacrifice, a villager severed the head of a four-year-old child and offered his blood to Goddess Kali seeking “divine powers”. The macabre incident took place in Scheduled Castes colony in the remote Pokur village at Valetivaripalem mandal in Prakasam district on Wednesday.

Police recovered the sickle used by the accused, P Tirumala Rao (35), to kill the boy, Manu Sagar, at his residence. Enraged villagers caught hold of Rao and set him on fire. He was taken to Kandukur hospital with 40% burns. Villagers said Rao performed black magic and various pujas as he believed he would attain divine powers and wealth by human sacrifice. The accused is believed to have filled the blood in a bottle and offered it to deities.

Rao abducted Sagar when he was returning home from an anganwadi centre around noon. A worried Sagar’s mother, Adilakshmi, learnt from a villager that Rao had taken her son with him. She went to Rao’s home, but found it locked. By that time her husband and Manu’s father had rushed in too.

The couple chanced upon Rao’s brother, Venkata Rao, at the village centre. Along with him, they went to Rao’s residence again, where they found the little boy’s headless body in a pool of blood. As the news spread, villagers gathered and launched a hunt for Rao, who was caught on the outskirts of the village.

Angry men tied him to a tree near, doused him with kerosene, and set him on fire. Village elders reached the spot and rescued Rao and alerted the police. Rao was taken to the area hospital at Kandukur.

DSP Srinivasa Rao said it looked like a case of human sacrifice. “We will interrogate Rao once he recovers,” he added. Police suspect the accused strangled the child before chopping off his head. “We found a rope from the residence which the accused might have used to strangle the boy,” said a police officer.

CUDDALORE: The CPI-M general secretary Sitaram Yechury said altering the attitude towards dalits and backward castes was not sufficient to root out caste bias, and that economic empowerment of these sections could stop caste atrocities.

Yechury took part in the Cuddalore conference on honor killing. Thousands took part in the meet on Tuesday night.

He said, “I do not agree with the term called honor killing. There is no honor in this killing. It is a dishonorable killing and is actually a murder based on caste prejudices. This is not acceptable in modern India.”

“Even 60 years after adopting the Constitution that says all citizens would have equal rights and be treated equally, why are such social atrocities in the name of caste being perpetuated and increasing? Though we had great leaders like Phule, Periyar and Ambedkar, who struggled to eliminate caste bias and untouchability, why is it that we have not been able to eliminate the bias from our society?” he asked.

“The ruling class parties, particularly the BJP, use caste for political mobilization. This caste-based political mobilization is one of the reasons why this caste bias continues,” he added.

“What is required is the economic empowerment of dalits and backward castes. Unless we have radical reforms like giving them economic strength through land reforms, the caste bias cannot be removed,” he asserted.

He said economic inequality was widening in the country and also emphasized the need to unite to fight for a better economic order.

“Because of the economic policies of the government, the situation in our country is worsening. Instead of economic empowerment of dalits and backward castes, we have notice a greater economic divide and that leads to greater caste oppression and atrocities. Honor killing and other caste atrocities are taking place because economic problems are mounting making these sections more vulnerable,” he opined.

“Struggle for social and economic justice is needed to stop social oppression and economic exploitation,” he added.

Earlier Yechury felicitated the inter-caste married couples. The CPI-M state secretary G Ramakrishnan, Chidambaram MLA K Balakrishnan and Vasuki were present. The district secretary T Arumugam presided.

Members of the Tamil Nadu Untouchability Eradication Front on Wednesday staged a protest in Irugur against the district administration’s delay in measuring and allotting land earmarked for Dalits.

According to sources, the members led by the Front’s State president P. Sampath, and Communist Party of India-Marxist’s State Committee member P.R. Natarajan gave up the protest following assurances from the Revenue Department officials that they would soon complete the land measurement exercise and allot the land.

The protestors said that though the State Government had 20 years ago given title deeds (patta) to 294 Dalits, the delay in measuring and earmarking the allotted land made sure that the Dalits continued to suffer.

The Front had made several representations and sent reminders but they were of no use.

Finally, the beneficiaries were forced to take things head on, and on Wednesday, they and the Front members marched in protest from Dynamo Club in Irugur to the allotted land. Overcoming the barricades, the members entered the land and planted a name board for the locality, the sources said.

The Sulur Taluk officials, visited the protest venue, explained to the Front leaders and the beneficiaries that the delay in earmarking the land was due to a legal dispute and now that the dispute was resolved they would complete the task within a week of getting the court order.

Following the assurances, the beneficiaries and Front leaders withdrew their protest but warned that they be forced to stage another protest, if the delay continued.

DALIT LEADER URGES FOR CONSTITUTION BILL

Along with the campaign by several dalit organizations to mount pressure on all the political parties for the restoration of the facility of reservation in promotion for the scheduler caste  state employees , a petition has been sent to the prime minister seeking his intervention   for the passage of the Constitution (117th amendment) bill from the Lok Sabha.

Leading the campaign the All India people’s front leader SR Darapuri, a retired IPS officer has said “The Scheduled Castes and the Scheduled Tribes have been provided with Reservation in Promotions since 1955. This was admissible to SC/STs in the Central/State Government Services, in proportion to their population till   November 1992.  This was discontinued following the judgment in the case of Indra Sawhney Vs. Union of India, popularly known as Mandal Judgment, wherein a 9 Judges Bench of the  Supreme Court decided that Art. 16 (4) of the Constitution did not provide for reservation in promotion to SC/STs.

Subsequently, the Parliament, through 77th Amendment of the Constitution, inserted a new clause 4A in Article 16, from June 1995 enabling the Government to provide reservation in promotions for SCs/STs. Subsequently, clause (4A) of Article 16 was modified by the Constitution (85th Amendment) Act, 2001) to provide consequential seniority to the SC and ST candidates, in matters of reservation in promotion”.

The validity of these Constitutional Amendments was challenged before the Supreme Court. The Supreme Court, in the case of M. Nagraj, upheld the validity of Constitutional Amendments but observed that the concerned State will have to show in each case, the existence of the compelling reasons i.e. backwardness, inadequacy of representation and overall efficiency before making provisions for reservation in promotion.

In the light of Judgment of the Supreme Court in the case of M. Nagraj Case, the State of Rajasthan, Bihar and Haryana put forth the data but the same has been rejected by the concerned High Courts. The result is that promotions of SC/ST employees in these states are held up since long. In UP the State government did not put up any data before the High Court. But on the contrary it gave promotions in violation of the ruling of the Supreme Court in M. Nagraj case.

The decision of the UP government to promote SC. ST Officer through reservation in promotion challenged in the Allahabad High Court and it was quashed. The Supreme Court not only upheld the verdict of Allahabad High Court but also ordered the reversion of all those promoted in violation of Supreme Court’s order. The result is that more than 15,000 employees have been reverted and more are likely to be reverted soon.

He said the Constitution (117th) amendment bill 2012 was passed by the Rajya Sabha in September, 2012 but unfortunately the same could not be introduced and passed in the Lok Sabha.  The dalit leader urged the prime minister to introduce the bill in the Lok Sabha to restore Reservation in Promotion and consequential Seniority for SC/ST employees to ensure their presence at all the levels of administration.

The Akhilesh government has decided to step up police stations especially for complaints related Scheduled Castes (SCs) and Schedules Tribes (STs).

To begin with, these police stations will be set up in major cities and then in the rural interiors as well. The government plans to set up at least one such police station in every district.

According to sources, the Uttar Pradesh police, along with the social welfare department, are working out the modalities regarding staff allocation, location of the police station and other logistics.

“The police stations will be set up under a scheme in which the Center and the state will bear the expenditure for setting up such units,” said an official.

The police station will be headed by an inspector or a station officer and have two head constables and constables, apart from women police personnel. It will also offer counselling in when required to find an amicable solution to disputes before going ahead to register a criminal case.

The idea behind these police units is to deal with cases of crime lodged by people from Schedule Caste and Schedule Tribe community and to ensure proper attention to such cases.

There is also a proposal to reimburse the victims for the conveyance in case they are summoned to the police station in connection with their complaint. Sources said that a DSP-rank officer will be posted as the nodal officer.

The police station will initially come up at the district police headquarters or the reserve police lines and will operate from the office of the Special Enquiry Cell in every district till they get a new building.

A senior police official working on the project said that such police stations were already in place in states like Bihar, Jharkhand, Madhya Pradesh, Chhattisgarh and Andhra Pradesh. In most of the states, these police stations have come up as a joint initiative of the state police and the Union ministry of home affairs.

Students of different colleges, under the banner of Bahujan Vidyarthi Sangha, took out a procession here on Wednesday demanding that both the State and Union government fill backlog posts within a time-bound period, to enable candidates from scheduled castes, scheduled tribes and other backward classes to get employment.



Students later submitted a memorandum to the district administration in which they said that though reservation was there in government offices, these candidates had failed to get jobs in government offices for many years as recruitment had been stopped.

The students Chief Minister Siddaramaiah to bring in reservation in the private sector as well. anesh Murthy, Siddaraju, Naveen Kumar, Pratap P. were among the student leaders who participated in the agitation.

Stamp on BR Ambedkar Released

NEW DELHI:  A commemorative stamp on BR Ambedkar, the chief architect of India’s Constitution, was released on Wednesday by union ministers Thaawar Chand Gehlot and Ravi Shankar Prasad.

The stamp was released as part of the 125th birth anniversary celebrations of Ambedkar, and is aimed at making the world aware of his work as a champion of the underprivileged, an official statement said.

Social Justice and Empowerment Minister Gehlot said the government has taken up a number of programmes to mark Ambedkar’s birth anniversary.

He said students will be sent to Columbia University and London School of Economics for study tours and a Dr. Ambedkar Memorial at Alipur Road in Delhi will be developed in a befitting manner.

He said Ambadve village in Ratnagiri district of Maharashtra, from where parents of Ambedkar hailed, will be developed as a model village under the Pradhan Mantri Adarsh Gram Yojana.

Communication and Information Technology Minister Ravi Shankar Prasad said Ambedkar was the chief architect the Constitution and a champion of fundamental rights.

He said the Department of Posts was happy to issue a commemorative postage stamp on the leader.
