Information relating to deaths in Abu Dhabi
The death of a relative or a friend can be a traumatic experience. When the death occurs overseas, family and friends in the UK can feel additional distress as they are unfamiliar with foreign procedures and perhaps are unable to communicate in the language of the country where the death occurred. Consular Directorate of the Foreign and Commonwealth Office and our Embassy in Abu Dhabi are ready to help as far as they can. You may be uncertain about what to do next or who to contact for advice. These notes are designed to help you through the practical arrangements you will need to make. You should be aware that procedures in Abu Dhabi differ significantly to those in the United Kingdom and that, while we understand your need for arrangements to be made quickly, this is not always possible.

Autopsies (Post Mortems):
These are carried out only in certain circumstances, usually if the death occurred in suspicious circumstances or if the cause of death is not apparent. Any death outside a hospital will be referred to the police who will arrange for an examination of the deceased to take place. Following the examination, the deceased will be released only on the permission of the prosecutor’s office. It is not local practise for any organs to be removed during a post mortem.
A final report will be available to the family upon completion of both the post mortem and the investigation into the circumstances of the death. A copy of the report can be obtained from the prosecutor’s office.
Mortuary Facilities
The mortuary in Abu Dhabi is located in the facilities of the Preventive Medicine Department and it is well equipped with proper, modern storage facilities.
Repatriation and Burial:
The deceased can normally be released for burial, repatriation or cremation once the Preventive Medicine Department has concluded its tests and the Prosecutor has given permission. The Preventive Medicine Department has a section to advise the bereaved with funeral planning.
Repatriation:
Contact should be made with an airline or cargo company in Abu Dhabi and with a firm of Funeral Directors in the United Kingdom. The embassy can provide a list of International Funeral Directors, who can appoint an agent in Abu Dhabi and in the UK if needed. The Funeral Director’s contact details will be required by the cargo agency handling the repatriation of the deceased. Once the Funeral Director confirms his involvement (usually through a fax to the carrier), he will be given a “bill of loading” number and details of the flight to the UK.

The Embassy will need to be asked to prepare a “Letter of no objection”. This letter will be issued upon presenting the original local death certificate and passport.
There are various procedures and documentation required by the airlines and the UAE authorities. However, a local/international undertaker will be aware of these procedures and will be able to either carry them out on your behalf or guide you through them.
All necessary documents will be handed to the Funeral Director in the UK upon collection of the deceased.
Cremation
Local UAE cremation and burial are available at the new facility located at Al Foah, Al Ain and available to non-Muslims from all Emirates. You may call Mr. Don Fox on the following numbers for an appointment or for further details. 056 737 3618 / 056 737 3619 / 056 737 3624.
In addition, cremation facilities are also available in Dubai and Sharjah. You may contact Mr. Kishore, on 02 – 6332255 or Mr. Ravi 050-6176149 in the New Medical Centre for cremation preparation. Further details can be obtained from consular officials at the Embassy.
Cremation is possible in Sharjah or in the New Sonapur, Jebel Ali, Dubai. This facility is used mainly for Hindu ceremonies and the décor and the manner of the cremation reflects this. Arrangements should be made through Regal Traders Dubai 04-3532320, who are open between Saturday and Thursday 09:00 to 13:00 and 16:00 to 20:00. If you wish to make enquiries outside of these times, Mr Ishwar Phenwani can be contacted on 050 454 9615, but you may find his English is limited. We will be able to help if you are unable to communicate with Mr Ishwar.
Local burial
Local burial is possible in Abu Dhabi at the Abu Dhabi Christian Cemetery. Funeral arrangements can be made with St Andrew’s Church, 02 446 1631 and with Al Foah Funeral Services in Al Ain 056 737 3618 / 056 737 3619 / 056 737 3624.
You will need to take the local death certificate and the no objection letter from the Embassy, and the deceased’s passport showing their cancelled visa / entry stamp go back to the Department of Preventive Medicine, who will need to be informed of the time and date of the burial.
If the deceased is a Muslim the preparation and burial will be free of charge and will be buried in Abu Dhabi Muslim Cemetery. A no objection letter from the Embassy is required for local burial.

Registration of the death
Upon receiving the local death certificate, the registration of death and issuance of a consular death certificate can be done in the Consular Section of the British Embassy, Abu Dhabi. You will need to take the original death certificate. The deceased’s passport will be cancelled at the same time.
Return of Personal Effects
Personal effects are normally returned to next of kin and not to the embassy.
Police/Judicial Inquiries
In the case of a suspicious death or a road accident, the police will lead the investigation under the supervision and instructions of the Prosecutor. Once the investigation is complete the family may seek the Prosecutor’s permission to take a copy of the medical report, and in case of a car accident, a copy of the police report.
After the police investigation, the prosecutor will decide whether further inquiries are necessary, or whether to submit the case to the court for a trial to take place. The court will then decide how the case will proceed.

Legal aid is not available in Abu Dhabi.

Information relating to deaths in Dubai
The death of a relative or friend is always distressing. But if it happens abroad the distress can be made worse by practical problems. These guidance notes will inform you of the procedures that have to be followed when the death of a British or unrepresented Commonwealth Citizen occurs locally. Please understand that the official procedures here are different from those in the United Kingdom. Please ask us if you would like to discuss further what to expect. You will be seen privately and your questions will be dealt with in confidence.
If the death occurred in one of the other Northern Emirates, please contact the Consular Section and we can offer you guidance on an individual case basis.
Please note that individuals who are not on a valid Residence visa may not be buried nor cremated in Dubai, repatriation is the only option available.
If the deceased was a Commonwealth Citizen the nearest Consulate of their country must be informed. We can assist with this. If repatriation is required to a country other than the UK, we can also establish if there are any special regulations relative to the country in question.

If the death occurred outside of usual working hours, please contact the Embassy on the number 04 – 309 4444, or call the offices when they open at 08.00 on the next working day.
All Government Offices are closed on Friday and Saturday and during local bank holidays. They do not offer an emergency service.
Once the next-of-kin have decided how they wish to proceed, there are certain local procedures to be followed. The deceased’s employer will usually take the actions necessary to comply with these procedures. If the deceased was here on a temporary basis, it is usual for their travel insurance company to do so. In most cases they appoint a local Agent to act on their behalf.
If you require the deceased to be buried or cremated in Dubai and they passed away in a different Emirate, please inform us immediately, as transportation of remains between the Emirates may be restricted.
All of the Embassy charges must be paid in Dirhams. Other costs given are approximate and we cannot accept responsibility for any changes.
Summary of procedures: Dubai
1) Contact local Police Station where the deceased lived.
2) Obtain Death notification from hospital.
3) Obtain Death registration letter from Police Station, or if the death was by accident, the local police station handling the case.
4) Obtain Death Certificate from Al Baraha Hospital (Previously Kuwaiti Hospital), telephone number:04 – 271 0000. You will need the following documents:
a. Police letter obtained in Section 2
b. Death notification (a copy is acceptable)
c. Passport copy of the deceased (including the visa-page)
d. Any picture ID of yourself
5) Obtain Ministry of Health stamp and signature (Office within Al Baraha Hospital)
6) Obtain Ministry of Foreign Affairs stamp and signature (Office in Umm Hurair 1 – Embassy area; opening hours 08:00-13:00 hours)
7) Go to the British Embassy in Dubai on Al Seef Road, Bur Dubai creek side, with the Local Death Certificate stamped by the Ministry of Foreign Affairs, the original passport, Power of Attorney or Authorisation from the Next of Kin and a copy of the Next of Kin’s Passport:
a. The original British passport will be cancelled and returned to you.
b. No objection letter for cremation/ burial/ repatriation will be issued.
Optional
c. The death can be registered with the Embassy and a British Death Registration Certificate can be issued. This is optional and not needed by local authorities. You will have to fill out a Death Notification form. Please note that if the deceased has property in the UK, for reasons of Probate it is preferable to have a U.K. Address in the section “Full address of usual residence at time of death”.
This service is only available during normal Consular Services opening hours.
There is a consular fee of £161.00, which must be paid in AED.
Please note that this fee can be altered and the local charges are dependent on the exchange rate at the time.
8) Proceed to Immigration (04 – 398 0000) to cancel visa/entry stamp (Office near Trade Centre roundabout). Take the original local death certificate, Letter of No Objection from the British Embassy and original cancelled passport to Immigration.
9) Return to Police Station to obtain three letters of no objection. The police will need to see the original local death certificate, original passport and the letter of no objection from the British Embassy. The police will provide you with three copies of their own letter of “no objection” addressed to :

If Burial or Cremation is to occur locally, procedures will stop here and you will have to liaise directly with the Cemetery or Crematorium. Please note that individuals not on a valid Residence Visa may not be permitted to be buried or cremated in Dubai.
If Repatriation is to occur, continue with the following procedures:
10) Contact the Embalming centre, Muhaisna Medical Fitness Centre (Tel: 04-5023910) located in Al Qusais for embalming
11) Return to Hospital Mortuary. Arrange transportation to Embalming Facility
12) Attend Embalming Facility, pay for embalming, select casket and identify deceased
13) The following documents, plus seven photocopies, should accompany the casket:
i) Local death-certificate with English translation, if appropriate.
ii) Embalming certificate.
iii) Police letter of No Objection to the remains leaving the country.
iv) Cancelled passport containing cancelled visa/entry stamp.
v) Embassy’s letter of no objection
14) If the remains are not accompanied on the same flight as the next-of-kin, arrangements must be made for the remains to be collected at the airport of arrival in the United Kingdom. Details of the Undertakers will be required by DNATA before departure (Cargo section 04 218 4218). The Undertaker should be asked to confirm his acceptance by fax directly to DNATA. Most Undertakers will perform this service, but Insurance companies usually appoint companies having global representatives.
15) Liaise with airline to arrange for transportation to the Airport – this usually happens a minimum of 5 hours before the flight.
If the deceased has insurance ensure you notify the insurance company immediately.
Ask the locally appointed Agent to reserve seats on a flight in 48-72 hours time, and advise that the deceased may be on your flight, or will travel on a later flight.
Have at least 7 photocopies of each document with you.
Burial, Cremation and Repatriation
Burial: Christians of any denominations need to contact St Mary’s Church (04-337 0087). They can assist with administration, and signpost you as required.
For Pastoral support you may like to contact the Ministers at the Holy Trinity Church (04 337 4947) or Christ Church Jebel Ali (04 884 5436) for Anglican support, or the Priest at St Mary’s Church for Roman Catholic support (04 337 0087).
Muslims will need to produce a burial permit issued by the Police Station to the burial ground located in Al Quoz.
Local cremation is also possible at:
Sonapur Jebel Ali, Dubai. This facility is owned and managed by the Hindu community, who are kindly allowing other faiths to use it. Arrangements should be made through Regal Traders Dubai (04 888 0192). If you wish to make enquiries outside of these times, you can contact Mr Sunil (050 507 1640) (NB - not possible for children under 5).
Sharjah Crematorium. This facility is owned and managed by the Indian Association in Sharjah. Tel: 06-5610845 from 08:00 to 22:00 hours and 050-7866591 (Sree Hari) and open to all faiths. Mainly for use if death has occurred in Sharjah and the other Northern Emirates. Additional paperwork may be required if death has occurred in Dubai and Abu Dhabi.
However, special permissions are required if cremation/burial is to take place in an Emirate other than in which the death has occurred.
Repatriation is possible, but the deceased will have to be embalmed. This is an international requirement. International regulations require zinc-lined coffins to be used for repatriations and the dressing of the deceased is not normally allowed. A temporary shroud will be provided by the hospital and very simple zinc-lined coffins can also be obtained at a cost of AED1200. Please note that someone will be required to identify the deceased before and after embalming. This can be the Agent/nominated representative.

Personal belongings of the deceased:
The British Embassy in Dubai cannot be responsible for collecting and/or returning any personal belongings of the deceased.
Any personal belongings of the deceased can only be returned to the Next of Kin upon completion of police enquiries and all local procedures.
Personal belongings are usually transported to next of kin/families via local agents or commercial courier companies if the family does not travel to the UAE to collect the belongings themselves.
Most courier/shipping companies will transport household goods, clothing and similar property.

5) Go to the British Embassy in Dubai on Al Seef Road, Bur Dubai creek side , with the local death certificate and the original passport, power of attorney or authorisation of the next of kin:
d. The original British passport will be cancelled and returned to you.
e. No objection letter for cremation/ burial/ repatriation will be issued.

8) If the deceased is to be transported from Sharjah to Dubai the police will have to give you a fourth letter giving their permission for transportation to occur.
If Burial or Cremation is to occur locally, procedures will stop here and you will have to liaise directly with the Cemetery or Crematorium.
If Repatriation is to occur, continue with the following procedures

The British Embassy in Dubai cannot be responsible for collecting and/or returning any personal belongings of the deceased.
Any personal belongings of the deceased can only be returned to the Next of Kin upon completion of police enquiries and all local procedures.
Personal belongings are usually transported to next of kin/families via local agents or commercial courier companies if the family does not travel to the UAE to collect the belongings themselves.
Most courier/shipping companies will transport household goods, clothing and similar property.
