CALL FOR EVALUATOR FOR THE 2014 EFA OPERATING PROGRAMME

The European Federation of Allergy and Airways Diseases Patients’ Associations www.efanet.org invites your application with a view to assist it in evaluating activities relating to the implementation of the EFA operating programme 2014 which received funding from the EC Public Health Programme.

EFA represents its’ members, who are allergy, asthma and COPD patient groups, at the European level. We are dedicated in making Europe a place where people with allergy, asthma and COPD have the right to best quality of care and safe environment, live uncompromised lives and are actively involved in all decisions influencing their health. We do this through advocacy, capacity building and sharing best practices.

The overall objectives for EFA work programme were:
-          Developing operations/governance
-          Creating patient driven projects and sharing best practices
-          Advocating at EU level for the needs of people with allergy, asthma and COPD
-          Co-operating with healthcare professionals, scientists and other stakeholders/NGOs

The evaluation will contribute to mirroring success and it will address six key categories (and others potentially identified by the evaluator):
1. function of the organisation in general,
2. effectiveness of the dissemination strategy,
3. effectiveness/impact of the work programme activities to achieve specific objectives and measure outcomes
4. contribution to the stated objectives and actions of the EC Health Programme and its’ work plan 2013,
5. events execution and their participant satisfaction and
6. membership satisfaction.

The target groups included in the evaluation will be both internal and external.
The evaluation report will be informed by the EFA Membership and Policy surveys’ results from 2013 and evaluation results/reports of EFA external (event at the European Parliament) and internal key events (AGM, member trainings) collected and internally drafted during the year.

The qualitative and quantitative indicators and methodologies suggested in the Grant agreement 20133208 “Evaluation Strategy” will be used as a basis to measure the success of EFA's work in 2014. They may be revised or completed to reflect better the 4 key areas for evaluation above.
