:::::::::WP doesn't give a clear answer. Per [https://www.ethnologue.com/language/ibo], (standard?) Igbo is "Used for government notices" and I don't think they would use standard Igbo for this if just few people would understand it. I just asked the same question [http://aboutworldlanguages.com/igbo#comment-679633 on another site too], let's see what they'll say.
