::::OK, so the thing about that guideline is that it doesn't really apply to bottom-level regions. If there are 15 towns (villages, what have you) that merit their own article, and they're all in one reason, all of them are listed in the "Cities" list for that region. Subdividing that region could be considered but might not actually [[ttcf|serve the traveler]]. But my problem right now is with templated listings in region (or, if you prefer, huge city) articles.
