Whereas the {{w|National Council for Peace and Order}}, which consists of the {{w|Royal Thai Armed Forces|military}} and {{w|Royal Thai Police|police forces}}, has humbly referred the following matters to His Majesty: By cause of the {{w|2013–2014 Thai political crisis|political conflict}}s that had continuously come to pass in {{w|Bangkok|Bangkok Metropolis}} and {{w|Bangkok Metropolitan Region|its vicinity}} for a long time and extended to almost every part of the Nation, people took sides, lacked harmony, and bore hostile attitudes towards one another. On some occasions, violence did occur that force and arms of war were employed to smite and strike each other. Thus the welfare and livelihoods of people were exposed to trouble; economic, political, and administrative developments were halted; the exercise of the legislative, executive, and judicial powers were affected; and the enforcement of law was in vain. Unpredictably serious was this crisis, indeed. Even though the State had dealt with these problems by resorting to legal mechanisms and measures, such as invoking the laws on maintenance of peace and order in different manners, [[Translation:Royal Decree Dissolving the House of Representative 2013|dissolving]] the {{w|House of Representatives (Thailand)|House of Representatives}}, and organising a {{w|Thai general election, 2014|general election}}, and members of the nonrival groups, such as business organs, private sector, {{w|Constitutional organizations of Thailand|constitutional organs}}, {{w|List of political parties in Thailand|political parties}}, the {{w|Royal Thai Armed Forces|Armed Forces}}, and the {{w|Senate of Thailand|Senate}}, had attempted to arrange negotiations for reconciliation, their efforts were of no avail, whilst new legal and political conflicts were to happen and become part of the whirlpool of problems that knew no end. In the meantime, the discord was expanding and likely to worsen to such an extent that riot might befall at any time, imperilling the lives, property, and convenience of innocent citizens, affecting the works and debts of agriculturists, especially rice farmers, disturbing the development of national economy, the prevention of natural disaster problems, the faith and trust in the state powers, and the confidence of foreign investors, and paving the way for more crimes and other acts of unrest. This would eventually shatter national security and public confidence in the democratic regime of government with the King as Head of State. The {{w|National Council for Peace and Order}} therefore needed to seize and take control of the national government power on 22 May 2014 and declared the coming to an end of the ''[[Translation:Constitution of the Kingdom of Thailand 2007|Constitution of the Kingdom of Thailand 2007]]'', save the provisions of Chapter 2 The King. Having determined a guideline for resolution of problems, the Council divided it into these three phases: In the urgent phase, the authority will be exercised for the purpose of preventing the use of force and weapons to threaten citizens, putting an end to fears and misgivings, and mending economic, social, and political problems accumulated for over the past six months, in order to be prepared for the second phase, upon which an interim constitution will be established to permit the formation of a convention invested with legislative functions and a provisional government charged with the administration of official affairs of the State, the resolution of critical situations into normalcy, the restoration of peace and order, love and harmony, and justice, the solving of economic, social, political, and administrative problems, the promulgation of urgently needed laws, the creation of a national reform council and various entities for political and other reforms, and the drawing up of a new constitution which would lay down watertight political regulations appropriate for the prevention and suppression of corruption and enable the efficacious, expeditious, and fair scrutiny of the exercise of state powers, before handing over these missions to the representatives of all the Thais and the government that will step in to assume the administration of official affairs of the State in the next phase. To accomplish the described activities, importance will be placed upon fundamental principles, rather than the mere processes of democracy. Accordingly, it is necessary to take time to bring about the atmosphere of peace, order, and compromise, so as to return the long lost happiness to the people and to reform certain regulations which once ignited disputes, which are ambiguous, which provide no way out in time of crisis, or which are inefficacious or unfair, in line with the nature of the problems and the desire of the people in the Nation. The time to be so taken would not be so long as that which would be wasted had the situations been left at the mercy of fate. Now, therefore, {{wt2|โปรดเกล้าโปรดกระหม่อม|with his kindness to all crowns and heads}}, His Majesty does hereby issue a {{wt2|พระบรมราชโองการ|great divine royal command}} that the following provisions form a Constitution of the Kingdom of Thailand (Interim), until a new constitution to be prepared under the provisions of this Constitution is promulgated.
