The headlines related to the 73 recently-announced liquor policy reforms suggest interesting changes for BC’s drinking public. However, as with any major legislative overhaul, the benefits to the public are sure to be anything but clear-cut. How will the reforms impact prices, selection, and access? Will it become easier to import alcohol into BC from other jurisdictions? Will the province experience revolutionary changes to its food and wine culture?

Join alumni UBC and the UBC Faculty of Law for an enlightening conversation on what BC’s liquor policy reforms will mean for consumers.

Panelist Biographies

Chris Wilson, LLB’97

Chris Wilson leads Bull Housser’s intellectual property litigation practice and is co-chair of the firm’s Intellectual Property Group. He has acted as lead counsel in trade-mark, copyright, patent and trade secrets litigation in the Federal and British Columbia trial and appellate courts.

Chris is currently Vice Chair of the Canadian Bar Association’s national Intellectual Property section and a member of the IP section’s Federal Court Practice Committee.

In his practice, Chris represents multi-national and Canadian clients in all areas of intellectual property enforcement and disputes, including copyright and trade-mark actions, patent infringement and ownership disputes, parallel imports (grey marketing), and Internet issues such as domain names and keyword advertising.

Chris is co-host of the annual Wine and Liquor Law in BC Conference, presented by Law Seminars International and held in conjunction with the Vancouver Playhouse International Wine Festival.

Prior to entering the field of law, Chris worked as a software programmer and software designer. He graduated as a Wesbrook Scholar from UBC, completing his last term of law school on exchange to l’Université Jean Moulin – Lyon III in Lyon, France. He has a particular interest in wine, skiing and travel.

Sid Cross, LLB’62

Sid Cross is globally respected for his extensive knowledge of wine and food, his tasting ability and his memory. He has travelled extensively in pursuit of his passion for wine and food including dining at many restaurants around the world. First as a lawyer and lately as an active wine and food media person Sid has tirelessly worked as a friend of both restaurateurs and chefs operating in BC dealing with bureaucracy and helping to improve their operations. He is President of The International Wine & Food Society (www.iwfs.org) headquartered in London England.

He is a frequent wine judge, panelist and entertaining educator on wine and food. These include among others The Canadian Wine Awards, Lieutenant- Governor Awards For Excellence, Steamboat Springs Colorado Wine Festival, Vancouver Magazine Wine Competition, International Value Wine Awards, Vancouver Playhouse International Wine Festival, Whistler’s Cornucopia, Best of BC for the BCLDB, and the Vino Awards.

He is wine and food guru for Western Living Magazine and contributes to several other wine and food publications. Co-founder and advisor to The Chefs’ Table Society of British Columbia (www.chefstablesociety.ca) he is in demand as a culinary judge including the Olympic Gold Medal Plates in Vancouver, the Canadian Culinary Championships, and Oceanwise’s BC Sustainable Seafood Chowder Competition. Sid is the only Canadian to be inducted as a Membre d’Honneur of the L’Academie du vin de Bordeaux (www.academie.vins-bordeaux.fr) and be awarded The Gourmet of the Year by The Society of Bacchus America (‘for outstanding knowledge of food and wines and for imparting this knowledge to others’).

He has been promoted by the French Government from Chevalier to Officer status in the prestigious Ordre du Merite Agricole.

Also passionate about Italy’s slow food movement and diverse wine selection he is a past director of and wine advisor to ICCBC (Italian Chamber of Commerce in Canada). Sid using his legal background has recorded detailed notes of his comprehensive tasting experiences over the years in his chronological black book diaries providing one of the most extensive historical wine and food information collections of its kind in the world. He is an instrumental force in many charitable fund raising events involving wine and food.”

Mark Hicken, BA’85

Mark Hicken is a Vancouver lawyer providing a full range of legal services to the wine industry through his own law practice, Vintage Law Group, located in Vancouver.

Mark has a BA (Honours) from UBC and a JD from Osgoode Hall Law School in Toronto. He is a member of the Law Society of B.C., the Canadian Bar Association, the International Association of Wine Lawyers (Association Internationale des Juristes du Vin) and the American Society for Enology & Viticulture. He has also completed the Wine Executive Program at the University of California, Davis. Mark is a member of the Board of Directors of the BC Hospitality Foundation and is the President of the Modernize Wine Association of B.C., a non-profit society that advocates for a modern food and wine culture. Mark has a diverse background including time spent working for larger Vancouver law firms such as Lawson Lundell and Russell & DuMoulin (now Fasken Martineau), entrepreneurial technology businesses and marketing agencies. Mark has supported the Vancouver International Wine Festival for about a decade and is currently the chair of the Gala Wine Auction Committee.

In April 2012, Mark appeared before the House of Commons Finance Committee as a witness in favour of Bill C-311 (the inter-provincial shipping law reform bill which became law in June 2012). Mark was the founder and co-chair of the November 2009 Winery and Wine Distribution Law conference in Vancouver. He has also been the co-chair of the Wine & Liquor Law in BC Conference from 2011 until 2014. He was also one of the featured speakers at the 2011 12th Annual Viticulture & Enology Conference in Penticton and at the 2013 Wine Law in Washington Conference.

Mark believes that effective legal advice must be provided in the context of a client’s business objectives. This is critical in the Canadian wine industry where regulatory structures affect every aspect of the business from conception to consumption. Daenna Van Mulligen

Daenna Van Mulligen is a Vancouver based wine writer and accredited sommelier, widely recognized via her trademark, WineDiva. Launched in February 2004, WineDiva.ca is now in its 11th year of publishing unpretentious and approachable wine reviews while the more serious WineScores.ca celebrates its sixth.

Daenna has traveled to every major winemaking region in the world and is an international wine judge. She is a regular contributor to TASTE Magazine and Vines Magazine. She can also be heard in B.C and Alberta each week on Terry David Mulligan’s radio show, The Tasting Room Radio.

Among a number of other public and private speaking engagements, Daenna has been a presenter and a panelist at Whistler’s well known international wine festival Cornucopia since 2007 and at the Vancouver International Wine Festival. She previously taught for the International Sommelier Guild, has presented regional wine seminars for peers in the wine trade and media and spent ten years hosting the wine, beer & spirts stage at EAT!Vancouver. Daenna has made numerous appearances on CityTV and Global BC and has been interviewed by Fanny Kiefer on Studio 4 and on Urban Rush.
