With no bonus beyond the standard +10 attack and defense to any units, Penny's CO Zone is technically the weakest of all COs. However, it is no worse than those whose zone only boosts particular units when those units are not present, for example [[Waylon]] when he has no access to air units, and hers has 3 range to his 2. Also, she is the only CO whose units all experience her passive effect whether in the zone or not. Penny plays a wide game.



Penny should only be played when weather effects are available. Otherwise, she has no stat boosts outside of the standard CO Zone's +10 attack and defense. If you care about stats with a higher-than-average 3 CO Zone, you are better off with Brenner.

Since Penny struggles in clear weather, the choice of weather effects is very significant. With clear weather selected, her entire gimmick is to use her CO Power as often as possible to create weather. Play defensively early on, prioritize unit damage over price damage, and keep the CO unit safe. She will not be powerful until she has enough momentum to fully charge her power in the 2 days between activations to keep the weather roiling. With a constant weather selected, she gets a powerful boost without ever needing to board onto a unit, but her CO Power will change to different weather. With random weather selected, Penny will sometimes get an advantage over her opponents, or the weather could stay clear for a few days. It's a good idea to get her power charged up for a reliable push.

Sandstorm and snow increase her units' safety, allowing her to press them ahead to advantageous positions with less risk of retaliation. Rain is a bit of a special case. It forces on Fog of War rules if they weren't already, and Penny's buildings have 0 vision like everyone else, but her units keep their normal vision range. This will be a thorn in your side if you are not used to Fog of War, but it is still an advantage because the vision of all other CO's units is reduced to 1. The AI does not cheat on this, so you can hide your units and lead the enemy into ambushes.



If there are no random weather changes selected, her entire gimmick is to quickly get a weather effect during her CO Power time. Like the luck-based COs in the previous game, there are 3 possible scenarios. If you get sandstorm or snow, you can definitely go on the offensive and those are the only 2 weather effects that Penny benefits from. Rain, on the other hand, can actually work against you, if Fog of War is not already present. If Rain pops up and the map analysis shows that your engagements require more units to be in range for vision purposes, you are likely forced to retreat and force your opponent to go on the offensive. You do not want an trap/ambush that leaves your units exposed and the little +10 attack and defense isn't going to help you survive.
