SPOTLIGHT ON INTERNET SHUTDOWNS
In early June, Algeria’s Baccalaureate exams were leaked, prompting authorities to temporarily shut down mobile internet access. As a result, the Ministry of Education ordered a retake of some of the exams. During the retake, the Ministry of Information and Communication Technologies blocked social media platforms. Blocking social media sites or shutting down network access to prevent exam cheating is not uncommon in the region; in May, the Iraqi government ordered daily internet shutdowns lasting from 5am to 8am as a measure to stop cheating in high school exams.

ACCESS & INTERFERENCE
Following reports that the messaging app Telegram was blocked inside Bahrain,Bahrain Watch confirmed that three out of five ISPs were blocking the app.
Authorities in the UAE have blocked the Middle East Eye news site, which has extensively reported on the country including its military and political roles across the region, and its rights violations.
Privacy, Surveillance & Data Protection
Authorities in Qatar are considering the adoption of a new data protection law that would fine organizations who fail to prevent leaks up to QR5 million.
Bahrain Watch reports that the American company Pelco and Australian company iOmniscient are “likely” supplying the Bahraini ministry of interior with facial recognition software that could be used to identify protesters.
CYBERWAR & STATE-SPONSORED ATTACKS
Twitter suspended up to 1800 bot accounts using the #Bahrain hashtag to post sectarian tweets.
Bahrain is accused of launching a “cyberwar” on the village of Diraz, where numerous protests have recently taken place.
TRIALS, SENTENCING, AND JUDICIAL HARASSMENT
On 14 June, Jordan’s state security court ordered the arrest of Islamic preacher Amjad Qawarsha for criticising his country’s participation in the international war against ISIS.
Bahraini authorities have once again arrested human rights activist Nabeel Rajab, over charges related to his exercise of his right to free speech online. After spending two weeks in solitary confinement, Rajab was transferred to hospital for heart problems.
An Algerian court sentenced labor rights activist Belkacem Khencha for posting a video on Facebook in which he criticized a prison term against one of his colleagues who was protesting housing policies.
On 20 June, an Abu Dhabi court adjourned the trial of Emirati human rights activist Nasser Bin Ghaith to 26 September. Bin Ghaith who has been in prison since April 2015 is facing charges over tweets critical of Egyptian authorities, and other tweets deemed “harmful” to the Emirati state and its institutions.
An appeal court in Oman confirmed a three-year prison term against activist Hassan Al-Basham over Facebook posts deemed “prejudicial to religious values”. His conviction of insulting the Sultan for which he was ordered to pay a fine had been overturned.
EXTRA-LEGAL INTIMIDATION AND VIOLENCE
Founder of the independent Syrian media collective Eye on the Homeland Ahmed Abdel-Qader survived a second assassination attempt on his life, reportedly carried out by ISIS.
In Kuwait, human rights defender Abdulhakim Al-Fadhli was beaten by police as he was transferred from court to prison. Al-Fadhli is serving a three-month jail term for “misusing” his phone.
TRAVEL BANS & FORCED EXILE
Human rights activist Zainab al-Khawaja was forced into exile after Bahraini authorities threatened her with indefinite imprisonment if she does not leave the country.
ADVOCACY, POLICY & LAW
Human Rights Watch has called on Egyptian authorities to drop their investigation into a satirical youtube group that posted videos mocking President Abdel Fattah al-Sisi, and release four of the group’s members detained since May.
Eleven international non-governmental organizations urge Egyptian authorities to stop attacks on civil society.

On the fourth anniversary of his arrest, supporters from across the world stood in solidarity with imprisoned Saudi blogger Raif Badawi.

The Palestinian Center for Development and Media Freedoms (MADA) won the golden prize in the Middle East Digital Media Awards competition for a digital rights campaign it launched last year.

عمليات إيقاف الإنترنت تحت الضوء
حض تسريب امتحانات الباكالوريا، في أوائل حزيران/يونيو، السلطات الجزائرية على منع النفاذ الى خدمات الإنترنت في شكل مؤقت عبر الموبايل. ونتيجة للتسريبات، أمرت وزارة التربية بإعادة بعض الإمتحانات، لتقوم وزارة البريد وتكنولوجيات الاعلام والاتصال بحجب مواقع التواصل الإجتماعي خلال فترة إجراءها. ويبدو حجب مواقع التواصل الإجتماعي أو إيقاف الإنترنت بهدف مكافحة الغش في الإمتحانات، ظاهرة ليست غريبة عن المنطقة، إذ قامت الحكومة العراقية بعمليات إيقاف يومية لشبكات الإنترنت في أيار/مايو الماضي بين الساعة الخامسة والساعة الثامنة صباحًا، وذلك بغية إيقاف الغش في امتحانات الثانوية.
الوصول والتدخل
بعد التقارير عن حجب تطبيق تيليغرام للتراسل في البحرين، أكد موقع “بحرين واتش” أن ثلاثة من أصل خمسة مزودي خدمات قد قاموا بحجب التطبيق.
حجبت السلطات الإماراتية موقع “ميدل إيست آي” الإخباري، بعد تغطيته الواسعة لدور البلاد السياسي والعسكري في المنطقة، بالإضافة الى انتهاكات حقوق الإنسان.
الخصوصية، الرقابة، وحماية البيانات
تدرس السلطات القطرية تبني قانونا جديدا لحماية البيانات، ينص على فرض غرامات تفوق ٥ ملايين ريال قطري على المنظمات التي تفشل في منع التسريبات.
رجح موقع “بحرين واتش” احتمال تزويد كل من شركة “بلكو” الأميركية و”أي أومنيسيينت” الأسترالية، وزارة الداخلية البحرينية ببرنامج لكشف الوجه، قد يستخدم للتعرف على المتظاهرين.
الشرطة والحرب السيبرانية
علق موقع تويتر أكثر من ١٨٠٠ حساب عائد لروبوتات، كانت تستخدم وسم #البحرين #Bahrain لنشر تغريدات طائفية.
تواجه السلطات البحرينية اتهامات بشن حرب إلكترونية على قرية الدراز، التي شهدت تظاهرات عديدة مؤخرًا.
محاكمات، إصدار الأحكام، والمضايقات القضائية
أمرت محكمة أمن الدولة الأردنية، في ١٤ حزيران/يونيو الماضي، باعتقال الداعية الإسلامي أمجد قورشة، بعد انتقاده مشاركة بلاده في الحرب الدولية ضد داعش.
أوقفت السلطات البحرينية مرة جديدة الناشط في مجال حقوق الإنسان نبيل رجب، بسبب اتهامات متعلقة بممارسته لحرية التعبير عبر الإنترنت. ونقل رجب الى المستشفى بسبب مشاكل في القلب، بعد أن كان قد أمضى أسبوعين في السجن الإنفرادي.
أصدرت محكمة جزائرية حكمًا بحق الناشط العمالي بلقاسم خنشة، بعد نشره مقطع فيديو على فايسبوك، ينتقد فيه سجن أحد زملائه المعترضين على سياسات السكن.
أجّلت محكمة في أبوظبي، في ١٤ حزيران/يونيو الماضي، محاكمة ناشط حقوق الإنسان الإماراتي ناصر بن غيث الى ٢٦ أيلول/سبتمبر المقبل. ويواجه بن غيث الذي يقبع في السجن منذ نيسان/أبريل ٢٠١٥، تهمًا متعلقة بتغريدات تنتقد السلطات المصرية وأخرى تم اعتبارها مضرة بدولة الإمارات ومؤسساتها.
أيّدت محكمة استئناف عُمانية حكمًا بالسجن لثلاث سنوات ضد الناشط حسن البشّام، على خلفية كتابته على موقع فيسبوك لما اعتبر منشورات “تمسّ بالقيم الدينية”. وقد أسقطت عنه تهمة شتم السلطان وبالتالي الغرامة الناتجة عنها.
مزيد من العنف والمضايقات القانونية
نجا مؤسس صحيفة “عين على الوطن” السورية المستقلة أحمد عبد القادر من محاولة اغتيال، هي الثانية التي يتعرض لها والتي يقال أنها تحمل بصمات داعش.
تعرض ناشط حقوق الإنسان عبد الحكيم الفضلي للضرب من قبل الشرطة الكويتية، وذلك أثناء نقله من المحكمة الى السجن. ويقضي الفضلي عقوبة سجن تمتد لثلاثة أشهر بسبب “إساءة استخدام” هاتفه.
منع السفر والمنفى الإجباري
أجبرت السلطات البحرينية ناشطة حقوق الإنسان زينب الخواجة على الخروج من البلاد، بعد تهديدها بالسجن لأجل غير مسمى في حال بقائها.
المناصرة، السياسات والقانون
طالبت منظمة “هيومان رايتس ووتش” السلطات المصرية بإيقاف التحقيقات في قضية فرقة ساخرة قامت بنشر مقاطع فيديو تنتقد الرئيس عبد الفتاح السيسي ودعت الى الإفراج عن أعضائها الأربعة المحتجزين منذ أيار/مايو.
حضّت ١١ منظمة دولية غير حكومية السلطات المصرية الى إيقاف الإعتداءات على المجتمع المدني.

COUPURES D’INTERNET EN ALGÉRIE
Début juin, suite à des fuites lors du passage du baccalauréat, les autorités algériennes ont temporairement suspendu l’accès au réseau mobile Internet et le ministère de l’éducation a contraint les candidats à repasser certaines épreuves. Lors du second passage, le ministère des technologies de l’information et de la communication a bloqué l’accès aux réseaux sociaux. Bloquer les réseaux sociaux et couper l’accès à Internet pour empêcher la fraude lors des examens est monnaie courante dans la région. En mai, le gouvernement irakien avait ordonné des coupures quotidiennes d’Internet de 5h à 8h du matin pour empêcher la fraude aux examens de fin d’année. ACCÈS ET INTERFÉRENCES
Bahrain Watch a confirmé le blocage de l’application Telegram dans le pays en montrant que trois des cinq fournisseurs d’accès à Internet bloquaient l’application.
Les autorités des Emirats arabes unis ont bloqué le site web de Middle East Eye qui a beaucoup parlé du rôle politique et militaire du pays dans la région et des violations des droits.

Les autorités du Qatar comptent adopter une nouvelle loi relative à la protection des données qui condamnerait les organisations qui n’ont pas empêché les fuites de données à une amende de 5 millions de riyal.
Selon Bahrain Watch, il serait “probable” que l’entreprise américaine Pelco et l’australienne iOmniscient aient fourni un logiciel de reconnaissance faciale au ministère de l’intérieur qui pourrait l’utiliser pour identifier des manifestants.
