Job Title Health Safety & Environment Manager

Job Description General Summary: Responsible for policies, protocols, procedures and guidelines to ensure awareness of and compliance with the Company HS&E requirements for Mesa.

Essential Duties & Responsibilities:
*Implements policies, protocols, procedures and guidelines to ensure awareness of and compliance with the Company HS&E requirements.
*Conducts assessments to evaluate the facilities' performance with Company HS&E directive(s), protocols, guidelines and government regulations.
*Ensures that procedures are established to keep informed on all existing and proposed changes regarding occupational health, safety, and environmental regulations.
*Advises senior management regarding the impact of applicable regulations on site-wide operations. Implements programs to communicate accidents, fire prevention and industrial hygiene considerations to all affected personnel.
*Provides oversight of the HS&E training and other educational programs critical to prevent incidents and comply with applicable laws, regulations and standards, as well as to optimize the administration of the HS&E system.
*Represents the site with regulatory agencies, the public and the media, regarding HS&E related issues.
*Communicates with the following: TRWA North American/South American HS&E Director, TRWA Regional HS&E Manager, the TRWA Law Department, and with various levels of plant level management regarding the status of HS&E performance and corrective action.
*Manages all aspects of Site security programs and manages the daily operations of the Mesa security staff.
*Ensures adherence with US BATF explosive use and storage regulations.
*Maintains knowledge of and compliance with legal requirements and Company ethical standards. Manages the daily operations of Mesa HSE department which includes the Environmental Services Facility.
Job Specifications:
Abilities:
Knowledge and experience in developing HS&E management systems. Specific experience with VPP preferred. Must have demonstrated ability and experience interfacing with senior management, implementing behavior based safety and change management.

Physical Requirements:
Must have hand dexterity at moderate speed with accuracy for half of each day. Must be able to lift up to 15 lbs. Must be able to work in all areas of the plant.

TRW Mesa Operations screening process includes a substance abuse screening test, ATF lifetime background check, verification of eligibility for employment, and a screening for nicotine.

Education Requirements Bachelor of Science degree in health & safety, industrial hygiene, biology, chemistry, chemical engineering, environmental science or related areas. Advanced degree preferred.
Experience and Skill Requirements The candidate should have ten (10) or more years HS&E related management experience in industrial safety and environmental management. Work experience in chemical or explosives manufacturing preferred.

Extensive technical knowledge of the following aspects is essential: ergonomics, safety engineering, industrial hygiene, behavior-based safety, Process Safety Management, ISO14001, air and wastewater discharge permit management, waste characterization, TSCA, and a clear understanding and interpretation of HS&E laws and regulations.

Must have demonstrated ability and experience interfacing with senior management, leading to changes in organizational climate and culture.

Specific experience with VPP program management, and CIH, CSP or PE professional certification is preferred
