The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at over 7,000 sites around the world to prevent the transmission of HIV to children, and to help those already infected. The Foundation’s global mission is to implement prevention, care, and treatment; further advance innovative research; and to execute strategic and targeted global advocacy activities to bring dramatic change to the lives of millions of women, children, and families worldwide.
The Foundation seeks to recruit vibrant and self –driven individuals to fill up the following position;
Project Manager – Survive and Thrive Project II
Location: Lusaka
For three years 2012 to 2015, the Conrad N. Hilton Foundation-funded Survive and Thrive (S&T) project, the Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) targeted vulnerable HIV-infected and -affected children under five in the Lusaka area, promoting early childhood stimulation and early childhood development (ECD)-related messages. The two project sites identified, namely Mount Makulu and Mandevu health centers, have catchment areas of 22,971 and 78,000 respectively.
Survive and Thrive is an innovative community-based service to assess and respond to the developmental needs of HIV infected and affected children 0-5 years of age, particularly those experiencing developmental delay. The S&T II Project will be implementing in the same sites for the next 2 years.
Job Summary
EGPAF is seeking the services of a Project Manager to oversee the project implementation of S&T II. The Project Manager will be responsible for ensuring that the Survive and Thrive II project meets its targets in a timely and high-quality manner. They will support the smooth running and coordination of the overall project. He/she will also be responsible for ensuring that appropriate monitoring and evaluation for the project is put into place and carried out effectively.
Responsibilities
I. Management:
The Project manager will take a hands-on approach to supporting the S&T project, and assist in making sure that project activities are delivered on time and on budget.
Ensure a smooth delivery of services through day to day management and coordination of the overall Survive and Thrive project team.
Oversee project objectives and targets and ensure they are met in a timely manner
Collaborate with the sub-grantee organizations to ensure all contractual agreements are fulfilled
Ensure collaboration of all project activities with the relevant ministries (MOH, MCD etc)
Ensure project representation through advocacy about Early Childhood Development ECD and the Survive and Thrive Service
Work closely with EGPAF Clinical Advisor and other clinical staff to ensure high-quality service delivery and results
II. Monitoring & Evaluation:
The Project Manager will work in close collaboration with the M&E specialist and the Senior Technical Advisor for Strategic Information and Evaluation in order to:
Ensure that M&E activities are taking place according to the M&E plan
Be involved in facilitation of trainings, meetings etc for volunteers, clinicians and others
Working with project team, create documentation plan for project to share lessons and experiences both within Zambia and globally, both within EGPAF and externally.
III. Budget/Financial Oversight and reporting:
The Project Manager will in close collaboration with the EGPAF Director of Operations and Administration and the Senior Finance Manager to;
Ensure project stays within budget;
Track expenditures and cash flow;
Prepare timely narrative and financial reports to donor
Required Qualifications
Bachelor’s Degree or Advanced Diploma in Early Childhood Development(ECD)
Minimum of five years’ experience in project management
Evidence of M&E experience
Knowledge, Skills, and Abilities
Proven experience in development work and the NGO field
Proven experience in development and implementation of M & E systems
Strong skills in management, interpersonal relations, problem-solving, and leadership;
Ability to communicate effectively in English and Nyanja;
A self-starter with proven ability to work under pressure and meet deadlines with minimal supervision
Strong M&E skills with proven experience creating indicators, developing M&E, plans and tracking progress against targets;
Ability to write comprehensive and analytical reports;
Data management skills;
Experience with logistics and budget monitoring
Able to maintain a courteous and professional approach under stress
Interest in early childhood development essential
Leadership skills- Ability to lead and manage people
