Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mandate of the United Nations Industrial Development Organization is to promote and accelerate inclusive and sustainable industrial development in developing countries and economies in transition.

Project Context

This project aims to establish a training academy for the operations and maintenance of heavy equipment used in the mining industry (i.e. earthmoving equipment and trucks). The project will build-on the existing technical and vocational education program of the Northern Technical College (NORTEC) – Ndola, Zambia. NORTEC was established in 1959 and provides training programs in electrical, mechanical, automotive engineering and the applied sciences. The new training program will be developed in-consultation with industry to ensure courses are demand-driven and meet the current needs of the work environment.

Main Duties

Support the project manager with implementation of all activities listed in the project document.

Establish and maintain a work plan.

In-coordination with NORTEC ensure the day-to-day operations of the project and training are implemented in-accordance with the work plan and project document.

In-coordination with NORTEC plan training schedules.

Monitor trainings as delivered by NORTEC related to the project (i.e. student attendance, instructor performance, conflict resolution, monitor examination and testing, etc.)

Monitor and report on use of training facilities by NORTEC related to the project (i.e. equipment, workshop tools, training aids, simulators, etc.). Ensure assets are used for the intended purposes of training.

Establish effective relationships with industry and local authorities (i.e. mining sector, construction sector, heavy equipment dealers, chamber of mines, zamset, teveta, etc.)

Establish relationships with local companies to promote internships for students. Monitor progress of students placed in internships on a regular basis.

Support monitoring and evaluation requirements designed by HQ.

Prepare project reports on a monthly basis to outline what has been achieved, constraints, challenges and lessons learned.

Provide logistic support to organize trainings as required in the project (i.e. airport pick-ups, classroom preparations, printing of materials, scheduling, etc.)

Ensure proper procurement processes are followed for the acquisition of goods and services.  This will be done via training on UNIDO’s procurement system in SAP and manual.

Provide logistics support to clear all assets shipped into the country and supervise transportation of these assets (i.e. loading / offloading / secure storage).

Ensure vendor payments and financial disbursements are completed in a timely manner via processing at UNDP.

Maintain effective administrative procedures as it relates to financial management, procurement, asset management and safety /security.

Maintain good housekeeping in area of responsibility at the training center and office.

Ensure all project records are filed and organized to meet any future audit requirements.

Conduct induction training for new trainees (i.e. rules and regulations, expectations, etc.)

Responsible for all project assets, which include vehicles, training equipment, workshop tools, heavy machinery, power generator, container storage, computers and office equipment.

Ensure all maintenance requirements for vehicles, machinery and power generator are met.

Responsible for receiving and accounting for all fuel used in training and operational activities.

Adhere to all security and safety rules as defined by the UNDSS (UN Department for Safety and Security).

Responsible for workplace safety at all times during training and operational activities.

Manage a financial operations advance. This will include reconciliation and submission of expense reports.

Maintain administrative contact with UNDP for clearing of financial disbursements and customs clearance.

Responsible for safe driving and operation of project vehicle. Authorized to drive project vehicle.

Ensure timely and efficient communication with UNIDO HQ.

Perform ad-hoc project work as required.

Minimum Organizational Requirements

Education:

University degree in an engineering field (i.e. mining, civil, mechanical, etc.) obtained from a recognized learning institution in Zambia.

Member of the Engineering Institute of Zambia

In the event that the candidate does not have a university degree.  A technical diploma will be accepted, but the candidate will require a minimum of 10 years of relevant working experience.

Additional certifications will be considered an advantage (i.e. health /safety, etc.)

Technical and Functional Experience:

A minimum of 5 years’ relevant work experience working in industries, which depend on heavy equipment and machinery for their operations (i.e. mining, construction, etc.)

Experience working in the mining industry will be considered an advantage.

Experience working with heavy equipment (i.e. excavator, haul trucks, wheel loaders, etc.) will be considered an advantage.

Experience working in a training department or performing training will be considered an advantage.

Experience working with an OEM or equipment dealer will be considered an advantage (i.e. Volvo, Caterpillar, Komatsu, Hitachi, etc.)

Must have a valid driving license.

Languages:

Fluency in written and spoken English is required.

Computer Skills

Excellent computer skills using the Microsoft Office Suite (i.e. word, powerpoint and excel)

Excellent computer skills using the internet (i.e. email and browsing)

Able to learn and use enterprise resource planning software (i.e. SAP)

Excellent computer skills using AutoCAD
