MABALACAT CITY–A United States citizen whose mother is from this city in Pampanga has complained the illegal customs’ fee imposed on her belongings and the disappearance of some clothes and shoes allegedly stolen by Bureau of Customs (BoC) agents at the Ninoy Aquino International Airport (NAIA) Terminal 1 in Pasay City.

The complaint of Karen Concepcion of Virginia, USA came barely a week after President Aquino delivered his State of the Nation Address (SONA) and lambasted the BoC for alleged corruption in the agency.

Concepcion, whose mother and relatives are from San Joaquin, Mabalacat City, said she was forced to pay P6,939 on July 24 after two unidentified BoC female agents assessed her for her two bags containing clothes and shoes.

“I have been going home with my mother and we bring brand-new clothes and shoes for our relatives. Is there something wrong with that considering we only want the best for them? My mother and I just brought in two bags,” said Concepcion. She gave the BoC receipt to this reporter (with serial number 01837921056) and the collection officer who signed it was Ferdinand Mendoza.

Concepcion said the BoC added insult to injury when they stole some of the children’s and adults’ clothes and shoes.

Asked how much or how many, Concepcion said “I could not pinpoint the exact number but they are so many because I immediately noticed the missing items as soon as I opened the bags.”

Concepcion said she had discovered the missing items when they opened the bags on July 24 at her house in Quezon City shortly after arriving from the NAIA. She said she had to pay the fee because “the two female customs’ agents would not give the bags without payment.”

“I also noticed strange movements between the two agents. They also did not allow me to handle my bags after checking them already,” said Concepcion.

She said that when the BoC agents assessed the items, they did not see the prices of each item but “looked at the prices of a few clothes and they already determined the tax on them.”

“Many times, I heard government officials stressing that Filipinos abroad are heroes for bringing in billions of US dollars to the country. Now, you get this treatment from the customs,” said Concepcion.
