*Functional Description:*
An intermediate-level professional, the Systems Consulting Analyst is a fully qualified individual who applies a broad knowledge of systems analysis concepts, practices and procedures. Incumbents are competent to work on fairly complex assignments (and/or portions of more large, complex systems) and perform a full range of system analysis activities. The incumbent generally works under deadlines and is capable of handling heavy workloads, operating with only general supervision, although errors at this level can cause delay, expense and/or disruption. The incumbent may provide occasional functional guidance to less experienced staff and devise or modify procedures to solve problems using information systems. Prepares detailed specifications from which programs are written, and the functional design, against which computer programs can be coded, tested, debugged and documented. Assignments are in technical and business functional areas.

*REPRESENTATIVE PRINCIPAL DUTIES AND RESPONSIBILITIES:
*

Performs definition of user functional requirements by translating development and/or maintenance requirements into specifications; creates data file and database designs.
Consults with hardware, communications and database experts and/or vendors to ensure viability of systems.
Designs system, providing interpretive analyses, preparing flowcharts and associated diagrams/ enhancement plans.
Prepares acceptance test plans, conducts acceptance tests and confirms results.
Develops sampling methodologies by applying standard statistical techniques and software packages. Develops and maintains sampling systems. Performs data sampling and provides interpretation.
Ensures that systems documentation is updated according to client and Xerox standards. May assist in user training.
Occasionally may provide guidance to and assist in the training of less experienced staff.
Maintains state-of-the-art knowledge and compiles information into recommendations/analyses.
May conduct research for, or write portions of, technical proposals.
Works closely with the client to understand their data needs and retrieves the appropriate information.

*Wyoming specific requirement:*

* Analyze and implement technical solutions of data retrieval from the MMIS system and data warehouse.
* Serve as technical and business liaison between Xerox staff and State staff for PC, DSS and mainframe requirements.
* Analyze and research client and Xerox staff requests for changes, system requirements, and problem resolution or report specifications.
* Code, test and debug non-production, adhoc report requests from Xerox staff and State users.
* Prepare or assist in the creation of user documentation and training for MMIS, data warehouse or desktop applications.
* Conduct all system testing as required.
* Provide day-to-day end-user production support.
* Assist and backup database administrator in data warehouse on-call support and maintenance – security, table definitions, design, indexes.
* Design, develop and maintain desktop applications through use of MS Access, or other query/database tools.
* Provide back-up support for query development, data analysis and report development with all available software (i.e Microsoft Access, Microsoft Excel, Cognos, EFADS).
* Serve as an applications trainer for the DSS and MMIS.

*Education and Typical Years Experience*
A Bachelor’s degree in a related technical field or equivalent work experience.

Minimum 3-5 years of progressively responsible related technical experience, including at least 1 year systems design experience in a large scale computer/systems environment and at least 6 months major responsibility for developing, revising and controlling technical documentation of a complex system.

Specific knowledge of policies and systems will be provided. Individual needs to be self driven and motivated. Very high degree of professionalism will be required.
Experience in the healthcare industry is preferred.
Data Mining experience is preferred.
