==Eligibility==

For Basic Rider course you must be atleast 17 years old.

For Without Basic Rider Course you must be atleast 18 years old.

There are two options:

*Enroll in Basic Rider course

*Apply without Basic Rider Course

NOTE: Anyone under the age of 18 is required to take the Motorcycle Safety Education Program Basic Rider Course before receiving a motorcycle endorsement.

Get a motorcycle license without a driver license

All applicants without a driver license must first purchase a motorcycle permit.

*Apply for a motorcycle permit at a local motor vehicle agency

*Must be at least 17 years old; parent/guardian consent required under age 18

*Must pass MVC’s knowledge and vision tests

*Must pay required fee

STEP 2*- PRACTICE RIDE

*Must practice ride for at least 6 months if under the age of 21 or 3 months if over age 21 *without any suspensions or postponements

*Must observe motorcycle permit riding restrictions

STEP 3*- TAKE BASIC RIDER COURSE WITH AN APPROVED MOTORCYCLE TRAINING PROVIDER

*Register with a motorcycle training provider

*Take motorcycle training course

(*Steps 2 and 3 can be interchanged. You must have your practice riding time in before getting your motorcycle license.)

STEP 4- GET COURSE COMPLETION DOCUMENTS

*100% participation required

*Must successfully complete course

*Will receive a course completion card

STEP 5- TAKE MOTORCYCLE ROAD TEST AT MVC TEST SITE

*Must bring your own motorcycle (registered and insured), helmet and eye protection

STEP 6- GET PROBATIONARY MOTORCYCLE LICENSE (CLASS E)

*Must pass MVC’s road test

*Must pay required fee

STEP 7- PROBATIONARY RIDING PRIVILEGES

*Must ride for at least one year

*Must follow probationary driver license restrictions

STEP 8- GET UNRESTRICTED MOTORCYCLE LICENSE

*Must be at least 18 years old

*Must have completed one year riding

*Must pay required fee

4 Point Documents:

*Civil birth certificate or certified copy from one of the 50 states, District of Columbia or a US territory. Photocopies or certificates from hospitals or religious entities are not accepted. Get information for Jersey City/Hudson County birth certificate requirements

*US Department of State birth certificate

(Form FS-545, FS 240 or DS-1350)

*US passport, current or expired less than 3 years, or current US passport card

*Current NJ digital driver license

*Current NJ digital non-driver ID card

*Current NJ digital boat license

*Valid active duty US military photo ID card

*US adoption papers

*Certificate of naturalization

(Form N-550, N-570 or N-578)

*Certificate of citizenship

When you show any one of the documents, you will get four points.

#Secondary ID

You must show at least ONE of the following documents.

3 Point Documents:

*Civil marriage, domestic partnership or civil union certificate issued by the municipality or state in which the ceremony occurred. Please note: Photo copies are not acceptable. Certificates issued by religious entities are not acceptable.

*Order or decree of divorce, dissolution or termination*

*Court order for a legal name change, signed by a

judge or court clerk

*Current US military dependent card

*US military photo retiree card

*Valid NJ firearm purchaser card

2-Point Document:

*US school photo ID card with transcript or school records

*US college photo ID card with transcript

*Valid federal, state or local government employee driver license

*Valid federal, state or local government employee photo ID card

*US military discharge papers (DD214)

*FAA pilot license

1-Point Document:

(You cannot use more than TWO of these)

*Current/expired less than one year non-digital NJ PHOTO driver license

*Current PHOTO driver license from any other state or the District of Columbia Social Security card

*Bank statement or record

*ATM card with preprinted name and applicant’s signature. (Please note: An ATM card and bank

statement cannot be submitted together

*Current health insurance card, prescription card OR Employee ID card with printed pay stub

*State professional license

*NJ public assistance card with photo (also known as a NJ Social Services ID card)

*High school diploma, GED or college diploma

*Property tax statement, bill or receipt issued by a New Jersey municipality

*For NJ high school students: a waiver certificate for the written portion of the driver's test

*Veterans Affairs universal access photo ID card

#Proof of address

You must also present proof of address, which may be, but is not limited to, ONE of these:

*Utility or credit card bill issued in the past 90 days that shows your name at your current address.

Note: Mail addressed to P.O. boxes not accepted as proof of address (39:3-9a).

*Checking or savings account statement from a bank or credit union, issued in the past 60 days

*High school or college report card or transcript containing your address, issued within the past two years

*Original lease or rental agreement showing your name as the lessee or renter

*Property tax bill, statement or receipt from the past year

*Any letter or correspondence (including tax bills) received from the IRS or state tax office in the last year

*First-class mail received from any federal, state or local government agency in the past six months

*If you are under 18, then we will accept a Parent or Guardian Certification that verifies you are living with a parent or guardian.

How to get a motorcycle permit

Practicing with your permit

The holder of a motorcycle examination permit is prohibited from:

Knowledge test

Sample Knowledge Test

All applicants must pass a knowledge test on traffic laws, rules and regulations by scoring at least an 80% on a 50-question test. The test is administered by a computer and the results are available immediately.

How to take the test

Visit a MVC Driver Testing Center: (no fee charged to take the test)

*The written tests are offered in the following languages: English, Arabic, Chinese, French, Spanish, Korean, Polish, Portuguese, Russian and Japanese

*Oral tests are offered in English and Spanish

Foreign language options

If you are unable to take a knowledge test in your native language, you may use an approved interpreter:

*A full-time faculty member of a state-accredited college or university with proper identification from the institution

*A priest, minister, rabbi or other religious leader of a recognized organization with credentials of association with the organization

*An individual with an interpreter identification card issued by the U.S. Department of State, Office of Language Services

Hearing-impaired options

If you are hearing-impaired you can take the knowledge test with an MVC approved Department of State interpreter. MVC will pay the interpreter's fee for hearing-impaired applicants. In order to qualify, the interpreter must be one of the following:

*Certified by the National Registry of Interpreters for the Deaf and listed with the New Jersey Division of the Deaf

*Evaluated by the Division of the Deaf and on the approved list of that division’s interpreters

Vision test

New Jersey requires all applicants to have their eyesight checked through a vision test. Vision tests are given at MVC agencies offering driver testing services. Visit Locations to find a test center located near you.

In order to pass the vision test, you must have 20/50 visual acuity in at least one eye with or without corrective lenses.

If you pass the test using corrective lenses, you will have a restriction on your license indicating that you must wear these corrective lenses while behind-the-wheel.

If you fail the test, you will have to visit your doctor and complete Form ST-14.

Expired, lost or stolen permits

Expired Permits

GDL permits are valid for two years. All other permits expire 90 days after they are issued. If your permit expires, you must follow the same steps as you would to get a new permit.

Note: Only moped and student learner permits are renewable after the expiration date.

How to renew a student permit after expiration- under 17

*Contact your driving school instructor

*Pay $10 permit fee

Lost or stolen permits- under 17

If you are under 17 years old and have completed your behind the wheel training, you must contact your driving school instructor to replace a special learner’s permit.

Lost or stolen permits- age 17 or older

Visit an MVC Agency that offers Driver Testing Services to replace an examination permit issued to drivers age 17 or older:

*Pass 6 Point ID and address verification

*Pay $3 fee

*If your permit was stolen, remember to report it to the police

Road test

The road test allows the driver to demonstrate an understanding of safe driving by adhering to the rules of the road.

*You may schedule your initial road test online

*A safety specialist will accompany you while driving in an off-road testing area or on a public road course

*The test will take approximately 10 to 15 minutes

What to bring to a road test

The same identification you used to obtain a permit

*Valid examination permit

*An accompanying licensed driver

*License plate decals. Red, reflective decals must be on both plates for vehicle used for road test of permit drivers under age 21

*A registered vehicle with current inspection sticker and insurance card. Vehicle cannot have a center console unless the emergency brake is accessible from the passenger seat. Examiner must be able to reach either the foot brake or parking brake

*Rental cars are only acceptable if the driver taking the test is included on the rental contract as an additional driver and is of contract age

*Rental of a driving school auto is permitted

*6 Point ID and address verification

When you pass the road test

The examiner will give you an authorization slip in addition to your permit to get your license at an MVC Agency.

What if you fail the road test?

*You must wait at least two weeks before taking the test again

*If you fail more than twice, MVC may require you to wait six months before taking the road test again

Possible reasons why your vehicle will cause you to fail

*It is deemed unsafe or unsuitable for a road test

*It has an improper, expired, or no inspection sticker

*Equipment in the vehicle prevents the examiner from reaching the foot or parking brakes

*There is a defect or condition that affects the safe operation of the vehicle including poor brakes, a defective parking brake, unsafe tires, unreasonably unclean interior, a fast engine idle or missing seatbelts
