The last I heard was that references would not be enforced by the software but it would be possible to source any statement. In the document at [[m:Wikidata/Data_model#Statements]] the relation between the Statement and the ReferenceRecord is a zero-to-many. That means there can be none or many references given for a statement. If we should follow the proposal the relation would be changed to 1..* or simply +. The change in itself to enforce this in the software would not be difficult, but it could make it nearly impossible to construct statements. The reason is that you would not be able to create statements without adding the references at the same time. Because of this it would be difficult to have an absolute and software-supported rule for this, but as a general rule it could be wise.
