This is advanced journey-level, professional engineering work providing technical expertise in the design, development, construction, inspection, and implementation, according to applicable laws, regulations, and standards, of various public works projects or in the area of hydrology, hydraulics, and surface water quality.
The Senior Civil Engineer is distinguished from the Civil Engineer in level of independence, responsibility for the more difficult and complex problems and projects, and by providing assistance and advice to Civil Engineers and other engineering staff in a lead capacity. Work involves the application of engineering skills, knowledge, and leadership for a variety of municipal engineering problems, major public works projects, or complex stormwater projects.
Work involves mathematical and engineering determinations, cost estimates, designs, reviews, inspections, and project management responsibility for new improvements. Reviews public works construction plans and works for compliance with applicable codes, regulations, and ordinances.
Supervision is exercised over a small staff of professional, technical, and clerical personnel assigned to a project. Work is performed with considerable independence of judgment and initiative and is reviewed for adherence to policies, procedures, and for program results.
Supervises and participates in a variety of complex engineering duties associated with the location, design, and construction of public works projects, such as, bridges, streets, sidewalks, sewer systems, drainage systems, recreational sites, sewage and wastewater treatment facilities, and in the area of hydrology, hydraulics, and surface water quality; responsible for the more difficult or complex problems and projects, those which involve major structures or unusual problems or disputes.
Supervises as project engineer and inspect various City public works projects through the design and construction phases; plans, budgets, schedules, manages, and tracks projects from start to completion; reviews construction plans, specifications, or solutions to ascertain compliance with approval standards and regulations; updates status of ongoing projects with consulting engineers on the project tracking system; advertises and awards bids; confers with contractors, reviews plans and monthly project progress, provides consultation and counsel to survey teams and construction in the field; attends final inspections, approves final payment of services; coordinates all phases of federal grant applications and administration.
Consult and negotiate with engineering staff, other departments, property owners, consulting engineers, architects, contractors, utility company representatives and other parties regarding public works projects design, construction issues in regards to the City’s stormwater system. Evaluate possible public works projects, prioritize, and submit for budget consideration.
Prepare costs estimates to determine the feasibility of undertaking roadway and drainage system projects; research, calculate and provide determinations for flood areas; interacts with various federal, state, and local agencies and communicates policies and regulations regarding the City’s stormwater management program. Prepare graphics, plans, spreadsheets, costs estimates, analysis models, computer data files and correspondence using various computer programs.
Reviews and approves building and subdivision plans and location and vacation of easements; provides design information for acquisition of rights-of-way; prepares and supervises preparation of maps, drawings and plans; studies maps and plats.
Plans, assigns, and reviews work of employees who develop designs and specifications or are assigned to a project; supervises the work of construction inspectors who monitor and control quality of work materials in contract construction projects. Requires regular and prompt attendance plus the ability to work well with others and work well as a team. Assist with floodway district studies. Perform related work as required.
PHYSICAL AND ENVIRONMENTAL FACTORS:
Work is performed indoors and outdoors and exposes the employee to hazards of construction sites including dangers of moving heavy equipment, inclement weather conditions, and high noise levels.Work requires regular physical activities such as walking, crawling, standing, stooping, bending, and operation of a motor vehicle.
Minimum Education, Training and Experience:
Bachelor’s Degree in Civil, Structural Engineering, or Hydrology from a college or university accredited by a regional accrediting agency recognized by the U.S. Department of Education
Considerable civil engineering experience;
Or any combination of education, training and experience that demonstrates the following listed knowledge, skills and abilities:
Considerable knowledge of current civil engineering principles and practices as applied in the location, design, construction and maintenance of all types of roadways, drainage systems, other types of municipal infrastructure, and in the area of hydrology, hydraulics, and surface water quality.
Considerable knowledge of contemporary methods and techniques used in the construction and management of public works projects.
Knowledge and experience in SCS hydrological methods, gravity flow and culvert hydraulics, open channel flows, and detention facility design. Knowledge and experience in the use of computerized simulation models to include HEC-1, HEC-2, HEC-RAS, HYDRA, HYDRAIN, and other related programs.
Knowledge of drafting principles.
Ability to read and interpret all types of civil engineering plans and specifications, blue prints, maps, construction plans and drawings.
Ability to make complex mathematical computations and design complex public works projects.
Ability to establish and maintain effective working relationships with employees, contractors, architects, skilled trades, and the general public.
Ability to supervise complex public works projects and employees assigned to effective secure adherence with policies, construction plans and specifications.
Ability to communicate, both orally and in writing.
Ability to supervise the work of professional and technical personnel.
Ability to use modern office methods, techniques and equipment.
Skill in using a computer and drafting and surveying instruments.
NECESSARY SPECIAL REQUIREMENTS:
Registration as a Professional Engineer in the State of Alabama.
Valid driver’s license and good driving record.
Minimum of eight (8) year of progressive civil engineering experience.
