Johannesburg – On World No Tobacco Day on Saturday, the World Health Organisation (WHO) called on governments to raise tobacco taxes to reduce its use and save lives. Higher taxes are effective in encouraging the young not to start, or to quit. When the products are cheap, youngsters can afford to buy them, but when they are expensive they can find better ways to spend their money.

The World Bank advises that increasing excise taxes on tobacco products is the most cost-effective control measure available to governments. Higher taxes increase government revenues and reduce consumption. Despite this, tobacco tax rates are comparatively low in South Africa. The WHO recommends that taxes should equal 70 percent of the retail price of cigarettes and the World Bank that it should be between 66 and 80 percent.

The tobacco tax rate in this country is below these recommendations – at 52 percent. There is room to increase tobacco excise tax rates and this will result in higher tax revenues for the government and lower smoking rates. Opposition to tobacco tax increases is based on the fear that tax increases will fuel smuggling. The link between the illicit trade in tobacco and excise tax rates is at best weak. Countries with high tax rates often have lower levels of smuggling than countries with low tax levels.

In the past decade, smuggling has increased in South Africa despite the Treasury’s conservative tobacco excise tax policy. By contrast, in the UK – where the tax level is between 77 to 88 percent of the retail price – smuggling has decreased because of strong enforcement policies. Smoking among children has also declined. World No Tobacco Day is an appropriate occasion for the Health and Finance ministries to review tobacco excise tax policy and bring it into line with the WHO’s recommendations.

Some facts:

- Between 1993 and 2009 in South Africa, real (inflation adjusted) excise taxes increased by 378 percent, government tobacco excise revenue by 220 percent, tobacco industry revenue by 69 percent and the number of smokers fell by 33 percent.

- The WHO estimates that the global tobacco epidemic kills nearly six million people each year, of which more than 600 000 are non-smokers dying from breathing second-hand smoke. ( WHAT BULLSH*T!!!!!)Unless urgent action is taken, the epidemic will kill more than eight million people every year by 2030.

- The Medical Research Council of South Africa estimates that cigarette smoking killed 45 000 South Africans in 2000.

The World Health Arganisation and the National Council AGAINST Smoking have come up with the answers to all problems on planet earth… TAXES!

If you want to solve any problem, control any kind of market, prevent or stop smuggling in its tracks, control people’s diet and lifestyle habits, just TAX THEM! “If cigarettes were more expensive, young people would find other things to spend their money on, says Dr Yussuf Saloojee.” – Like drugs, Alcohol, etc.

South Africa is the drug capital of Africa and we also rank as one of the countries with the highest rates of alcoholism in the entire world. So what this means is that, by taxing tobacco even more, South Africans would have more money available to spend on alcohol and drugs, which is good for two of the biggest contributors to South Africa’s GDP. The drug and liquor industries must love the WHO for this.

They do nothing about alcohol and drug abuse, because those bastards are probably behind it all. “Higher taxes increase government revenues and reduce consumption.” REALLY?

So Laws actually curb addiction? So let’s see, prohibiting drugs like marijuana, TIK, and restricting the sale of alcohol to minors have eradicated the problem? Laws have killed porn? Laws have killed prostitution? The wisdom is astounding.

Drug smuggling in Brazil could be crushed within months, buy increasing their taxes it seems. Just tax the damn drugs magically the problem would be solved, especially seeing that people would have more money to spend on other things, rather than tobacco.

Amazing what nonsense can be dished up by manipulating statistics to prove a point and warrant idiocy. “smuggling has decreased because of strong enforcement policies.” now why is it that “strong enforcement policies” can be achieve success with tobacco, but not with drug smuggling anywhere in the world, including the “highly successful Britain?”

Just imagine how many people they really could have killed if they wanted to.Have YOU ever heard about any-one being killed of “second hand “ smoke?( Bar the millions of factories that polute our cities every day with ” second hand ” smoke.)

Such a pity they do not care about the millions of people being killed in vehicle accidents due to alcohol, the millions of women and children abused sexually, physically and mentally due to alcohol and drugs. Pity they don’t give damn about the more than 400,000 people murdered in SA since 1994 and and the tens of millions of people raped in countries like South Africa since 1994. Pity they do not care about the fact that alcohol abuse has been linked to some 85% of murders in just one study conducted in the Western Cape.

The world could save six million lives each year and afford them the opportunity to buy more drugs and alcohol as a bonus. South Africa even has a “National Council AGAINST Smoking”. Ever heard of a National Council AGAINST Diesel Fumes?, a National Council AGAINST Alcohol Consumption?, a National Council AGAINST Drug Use?, a National Council AGAINST Rape?, a National Council AGAINST Violent Crime?, a National Council AGAINST Farm Murders? A National Coucil against Government corruption?

Perhaps we should incite the WHO and the National Council AGAINST Smoking to solve all our other problems for us. All they need to do is explain how we could tax murder, rape, drugs, alcohol, etc. problems solved. We should add a 70% tax on the sale of cars, that way we could solve our high vehicle accident and vehicle accident death rates too.

 

 

 

The answer to the problems of the world according to the World Health Organisation and the SA National Council AGAINST Smoking is TAX! Death and taxes. They’ll tax you to death. Next up is that they will tax salt, put heavier taxes on butter to sell more margarine, tax all types of knives (the weapon of choice for most violent criminals), firearms, self-defence courses, because those are not good for the crime industry, tax raw milk, tax sugar (oops no sorry, they make too much money from sugar), but what about beds where most people die? They will have to tax beds beyond anyone’s reach.

THAT - dear reader- is the Crypto idiots that are supposed to “run” the world! Typical pig- mentality. – EVERYTHING revolves around TAXES. Taxes is the GREAT redeemer of ALL our problems…like their hoax “Earth warming scam” where they want to TAX every-one so-that the Ozone layer could be ” healed. ” – or like SANRAL super-hiked toll fees that will “heal” our toll roads- (-and government con-artist bank accounts)-or super imposed fuel prices that will “heal ” our economy. Such will they TAX every smoker so that all smokers now revert to free Cannabis and grey imported tobacco – like when they contra-banned Cannabis and now all the junkies are on deadly TIK. AMAZING what kind of retarded farts are put in control to “regulate” the world- the worst kind of morons and idiots that had to do Grade 7 TWICE to be able to obtain a MATRIC certificate! TAXES are NOT gonna stop smokers. The idiots in government hiked prices of cigarettes 300% already to as much as R 37.00 a packet of 20 fags, imposed draconian laws and God knows what else- but still smoking goes on and we STILL pay R 10.00 a packet on the black market!!! WHAT IDIOTS!!. Cigarettes find their way into the country the same way the government steal our money- by clandistine side-channeling.Why don’t they come clean and say the ONLY party that will benefit from this idiotic venture will be the sleazy GOVERNMENTS AND WORLD BANK! Why do they not say they want to rip the public off again?

This idiotic capitalist argument of Salojee also goes ” up in smoke.”Yussuf Saloojee must rather concentrate in stopping the illegal drug abuse in the Cape Flats, Nigerian drug smugglers in Jo’burg- and put a ban on ALCOHOL rather than try to steal more money through “smoking” TAXES- damn MORONS!
