PROGRAM/ DEPARTMENT SUMMARY:
Mercy Corps has been present in Libya since the March 2011, helping Libyans to work toward building a more peaceful and hopeful future. Mercy Corps has been addressing the humanitarian needs in Libya through humanitarian and transitional support programs for the past year. The Libyan Protection Governance Initiative (LPGI) will continue these activities in Libya, expanding on them and offering a multi-sectoral approach that will address social, economic and infrastructure needs. Through these activities Mercy Corps seeks to provide Libya with the means to achieve a long-term recovery.
[Describe overview of job missioGENERAL POSITION SUMMARY:
Mercy Corps implements the program from 4 offices: Benghazi, Misrata, Zintan, and Tripoli. The position of Project Officer will focus on case management for vulnerable cases and coordination and follow-up of referrals, facilitating an appropriate response by working closely with local authorities and community-based organizations to ensure basic humanitarian and social welfare needs are met.
ESSENTIAL JOB FUNCTIONS*:
Conduct field visits and psycho-social assessments in displaced communities and with other vulnerable populations;
Support in developing a referral pathway through the identification of existing formal and informal community resources including community partners and the Ministry of Social Affairs to meet the identified psycho-social needs of individuals, families, and groups;
Build a case management approach for vulnerable cases with community partners through setting an action plan and managing referrals, follow-up and closing of case;
Directly provide, and support service providers to provide, family and supportive counseling to vulnerable IDP individuals and families, including children;
Enhance community awareness and sensitization to the psycho-social needs of individuals, families, and groups;
Support trainings of Mercy Corps teams, community partners and service providers on psycho-social needs and provision of psycho-social support;
Support the program team in other monitoring and community engagement activities, such as interviewing, other participatory approaches, and community engagement activities;
Maintain the confidentiality of beneficiary information and ensure that all documentation and record-keeping related to referrals and other psycho-social activities is accurate, detailed and complete;
Represent Mercy Corps in coordination meetings and other fora as necessary;
Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission;
Other duties as assigned.
* This position is field-based and will require a significant amount of time out of the office to meet with communities. There will be travel-related field work on a regular basis in the areas covered by each office as supported by Mercy Corps drivers, including occasional overnight stays in other locations, as required.

ACCOUNTABILITY:
REPORTS DIRECTLY TO: Project Manager
WORKS DIRECTLY WITH: All other MC Libya program and support staff, particularly the rest of the protection team and the operations team
KNOWLEDGE AND EXPERIENCE:
University degree in social work is required;
2-3 years of experience preferred, preferably in counseling or the psycho-social sector;
Experience working with local and/or international non-governmental organizations preferred;
Ability to work effectively as part of team in an emergency, cross-cultural and politically sensitive setting;
Ability to work independently and prioritize tasks;
Ability to collect, interpret, and synthesize data collected from field teams;
Excellent IT skills and command of Microsoft Office (mainly Word and Excel) in addition to email;
English language skills are a plus.
