The United Motorcoach Association (UMA) lauds bipartisan action by Congress culminating in the passage of the “Fixing America’s Surface Transportation” (FAST) Act Conference Report. By a large majority vote in the House and Senate Congress voted in favor of the bill that authorizes long-term federal funding of the Nation’s surface transportation programs and makes important policy reforms that will positively impact every passenger carrier.

The FAST Act will allow small fleet passenger carriers, the backbone of the Nation’s passenger transportation industry, to continue serving their communities, economically and efficiently. UMA applauds many provisions in the bill, including a requirement for a comprehensive study and analysis prior to arbitrarily increasing minimum financial responsibility limits, reform of the methodology and implementation of the administration’s Compliance, Safety and Accountability (CSA) program, comprehensive regulatory reform of the Federal Motor Carrier Safety Administration, accelerated processing of new entrants to the motorcoach industry, and eliminating random bus inspections at truck weigh stations; ending the unnecessary delays and more importantly, the danger of passengers standing outside in areas with heavy commercial vehicle traffic.”

UMA applauds the leadership of Transportation Infrastructure Committee Chairman Bill Shuster, Highways and Transit Subcommittee Chairman Sam Graves, Ranking Member Peter DeFazio, Highways and Transit Subcommittee Ranking Member Eleanor Holmes Norton, and Commerce, Science and Transportation Committee Chairman John Thune and Senator Bill Nelson to reach bipartisan consensus on the motor carrier title. UMA also thanks Congressman Scott Perry and Congressman Lou Barletta for championing UMA’s top priorities of minimum insurance limits and CSA reform. “It has been a decade since Congress passed a long-term surface transportation bill”, said Victor S. Parra, CEO and President of UMA. “Overall, this represents a huge victory for the private motorcoach industry and reflects the voices of hundreds of motorcoach operators who weighed in with their Members of Congress”
