'''Cyrus Temple''' was the leader of the Special Tactical Anti-Gang (STAG) unit. He is described as cold with Kia, but willing to do whatever it takes to do his job. About two-thirds through the game, he uses Josh Birk as the poster boy for S.T.A.G, after being ordered to do it by Monica Hughes. He attempts to stop the capture of Birk by the Saints, but fails. He later travels to the Saints HQ, giving the player a choice to either give Birk to him and he'll focus on the Syndicate, or give Birk to Shaundi. Either choice will lead to Cyrus going back on his deal, or retreating to his Condor and firing on the penthouse. Later the player impersonates Cyrus via plastic surgery. The player infiltrates the aircraft-carrier on the shores of Steelport in order to free Shaundi, using Pierce and Viola as fake prisoners. The four fight their way through the carrier and rig it to blow up. At the end of the game, it is revealed the Kia has set up bombs at the base of the Steelport Monument and is threatening to blow it, along with Shaundi and Viola. The player must then choose to kill [[Killbane]] or Save Shaundi and Viola.

He takes the nature of his missions way too seriously and has little regard for human life or property. Had it not been for Senator Monica Hughes overseeing their activities, Cyrus and Kia would have been free to unleash destruction and even go as far as destroy most of Steelport to wipe out the gangs. Following Senator Monica Hughes' unanimous approval from the United States Senate to execute the "STAG Initiative" upon the city of Steelport, Cyrus makes his first appearance in the mission "Gang Bang", where his voice can be heard briefly as he gives orders to Kia and her troops. He also makes a physical appearance at the end of the mission, giving a press conference about STAG's mission, and the effects it could have on Steelport’s citizens aboard the aircraft carrier Thermopylae.

Before the conversation comes to an end, Cyrus requests that Monica Hughes give him permission to use the Daedalus straight away, so that he can bring STAG's mission to a quick and decisive end. Monica Hughes refuses, and orders Cyrus to ensure Josh Birk's safety, or else. An order he ultimately fails to follow as Viola and The Protagonist kidnap Birk in the mission "Nyte Blayde's Return".

After stepping out of his Condor he orders them to give up and surrender after STAG has surrounded the area. Shaundi and the Protagonist strike back by holding Josh Birk at gunpoint and demanding that STAG withdraw from Steelport immediately. Cyrus refuses, and instead offers to make another deal with the Protagonist in exchange for Birk's release. The terms of this new deal specify Cyrus' guaranteed commitment to leave the 3rd Street Saints alone for a period of time, and focus STAG's efforts on The Syndicate instead. The player must then choose to hand Josh Birk over to Cyrus or give him back to Shaundi.

After STAG exits the area with Birk, the Protagonist is then given their full cooperation in the takeover of a single neighborhood in Steelport for the Saints (supposedly, STAG moves into the neighborhood, drives any presence of the Syndicate out, and leaves, allowing the Saints to move in unopposed by either side). After the Saints HQ is destroyed, Cyrus sends Kia some Intel on Shaundi, and requests that she capture the famed, Saints lieutenant for questioning. Kia complies with Cyrus' orders and immediately begins hunting for Shaundi.

Once aboard the Thermopylae, Kia politely greets the Protagonist (believing them to be Cyrus), and congratulates them on their success before having her troops escort Pierce and Viola to the ship's detention center.

Cyrus thanks Kia for the update, and after listening to her desire to "take the gloves off" with the Saints, calmly dismisses her from his presence.

Once successful, the player is presented with two major choices which are occurring at the same time: one is to chase down and kill Killbane, leader of the Luchadores, and the other is to travel to Magarac Island to save Shaundi, Viola, and Burt Reynolds, who have been taken hostage by Kia and her troops. Killbane is at the very top of the Protagonist’s hate / murder list, and he is currently preparing to escape the city via. private jet. Kia is plotting to destroy the Saints’ reputation and frame the gang for mass terrorism by destroying the Magarac Island, and leaving the bodies of her prisoners in the wreckage for the "proper" authorities to find.

Cyrus then threatens the Boss that the next time the Saints step out of line, STAG will put them down.

Later, Cyrus is held accountable for his destructive actions and discharged from the military. Distraught at the loss of his career, he then spiraled into insanity and blamed the Saints for "ruining America." Cyrus then believe that the nation's leaders made a mistake in sparing the Saints and partnered with Middle Eastern terrorists, supplying them with STAG surplus. He then hatched a plan to nuke Washington D.C. so that the United States can "start over." MI6 agent Asha Odekar gets wind of the scheme and enlists the help of the Saints to stop him. They battle through his base and the Boss then chases Cyrus down and a scuffle ensues. The Boss shoots Cyrus into a hazardous liquid, killing him, but not before Cyrus launches the nuclear missile. The Boss then risks life and limb to disable the missile in mid-flight and become the President of the United States.

Zinyak later creates a virtual figment of Cyrus to oversee Kinzie Kensignton's nightmare simulation, hosting a rally and voicing his views on a perfect society. The President then arrives and defeats him with a dubstep gun. But Cyrus is not through yet and has taken over the SNG base of Sierra Point in the simulation. He then battles the President with a VTOL, superpowers, and soldiers. Kinzie then gains her own superpowers and ground-and-pounds Cyrus. Afterwards, he is reconstructed to aid the Saints.
