The National Environment Management Authority (NEMA) is established under the Environmental Management and Coordination Act (EMCA) CAP 387 Laws of Kenya, as the Principal Instrument of Government in the implementation of all policies relating to the environment. The Authority invites applications from qualified and experienced candidates for the following vacant positions:

1.0          DIRECTOR ENVIRONMENTAL SERVICES GRADE E2 (1 POST) REF: HR/1/2017

An officer at this level will be responsible to the Director General for effective provision of environmental services in the Authority

Key Responsibilities and Duties

Coordinating Environmental planning, Research and monitoring activities

Ensuring preparation of County Environment Action Plans, at national and County level

Providing support to Environmental Committees in formulation of action plans,

Mainstreaming environmental concerns in plans, policies and programmes

Ensuring strategic dissemination of research findings in collaboration with the Lead Agencies

Coordinating and implementing environmental Education and outreach programmes at national and county level

Nurturing international links with other environmental training Institutions

Coordinating training needs assessment of technical staff of the Authority and ensuring continuous development of technical staff

Spear heading Education for sustainable Development targeting all learning institutions in Kenya

Promoting conservation and sustainable utilization of coastal, marine and fresh water resources, and all fragile and ecologically significant habitats & ecosystems in Kenya

Implementing relevant Multilateral Environmental Agreements(MEAS)

Supervising implementation of management plans for various ecosystems

Ensuring production of state of environment reports as per the requirements of EMCA CAP 387

Offering requisite support to County environment committees

Appraising, supervising and developing staff in the department

Requirements for Appointment

For appointment to this grade, a candidate must have;

(i)        A Bachelor’s and Master’s degree in any of the following discipline; Environmental studies, Natural Sciences, Chemistry, Environmental Engineering, Environmental planning, or any other relevant field from a recognized Institution;

(ii)       At least Ten (10) years’ working experience in environmental field, three (3) of which must be at managerial level

(iii)     Training in management or administration

(iv)      Familiarity with Environmental law and regulations related to environmental protection and conservation

(v)       Familiarity  with International environmental conventions and protocols that Kenya is a party to

(vi)      Meets the requirements of Chapter 6 of the Constitution of Kenya 2010

CHIEF COMPLIANCE AND ENFORCEMENT OFFICER – GRADE E4 (1 POST) REF: HR/2/2017

An Officer at this level will be deployed to either of the following sections, Compliance, Enforcement or Field Operations and will be responsible to a Deputy Director, in charge of that section.

Duties and Responsibilities

Specific duties at this level will include but not limited to;

Coordinating licensing, inspecting and monitoring the environment;

Ensuring compliance with EMCA CAP 387 and its regulations to safeguard the environment;

Overseeing the preparation of inventories of degraded areas and factors causing degradation;

Co-coordinating activities of other institutions/lead agencies in the enforcement of environmental regulations;

Developing sector specific guidelines and license conditions to ensure compliance

Coordinating and supervising environmental inspections and ensuring appropriate enforcement actions are undertaken

Monitoring implementation of work plans and performance contract targets for the section and the field

Providing guidelines for establishment of County Environment Committees in consultation with Legal Services Department

Supervising, developing and  appraising, staff working under him/her

Requirements for Appointment

For appointment to this position, a candidate must have:

i)         Bachelor’s and Master’s degree in any of the following fields; Environmental studies, Natural Sciences, Chemistry, Environmental Engineering, Environmental planning, or any other related  field from a recognized Institution;

ii)        At least Ten (10) years’ working experience in the environmental field, three (3) of which must be at a senior level.

PRINCIPAL GRAPHIC DESIGNER-GRADE E5-RE-ADVERTISEMENT REF: HR/3/2017

An officer at this level will be responsible to the Deputy Director Environmental Education, Awareness and Public Participation for effective co-ordination and supervision of design work.

Duties and Responsibilities

Specific duties at this level will include but not limited to:

Photographic work, plate making, art work, printing and model making;

Creating new ideas and concepts and developing interactive designs;

Using innovation to redefine a design brief with the constraints of cost and time;

Working with a range of media, including computer-aided design (CAD) and keeping up to date with emerging technologies;

Demonstrating illustrative skills with rough sketches and working on layouts ready for print;

Commissioning illustrators and photographers;

Working as part of a team with printers, copywriters, photographers, stylists, illustrators, other designers, account executives, web developers and marketing specialists.

Advising on color schemes for any design works affecting buildings, interior and exterior designing and landscaping;

Job scheduling and programming, estimating, costing and requisitioning for design materials required; and

Supervising, training and appraising staff in the section

Requirements for Appointment

For appointment to this position a candidate must have;

Bachelor’s degree in Graphics Design/ Fine Arts from a recognized institution.

Masters Degree in Graphics Design/ Fine Arts from a recognized institution.

Excellent IT skills, especially with design and photo-editing software’s, fine art, graphic design; illustration; photography; visual art.

Exceptional creativity and innovation.

Training in management or administration will be an added advantage.

An officer at this level will be responsible to the Chief Corporate Communications Manager for effective co-ordination and supervision of Communication work.

Duties and Responsibilities

Specific duties at this level will include but not limited to:

Implementing communications policies and strategies;

Monitoring public perception about NEMA;

Preparing daily briefs on media coverage given to NEMA and other environmental issues;

Drafting of rejoinders and press releases;

Identifying media programmes, columns and publications suitable for the dissemination of environment news;

Preparing publicity materials and speech management;

Managing linkages with other stakeholders and coordination of protocol functions and other events of the Authority;

Assisting in the development of work plans and budgets;

Supervising, training and mentoring staff working under him/her

Requirements for Appointment

For appointment to this grade, an officer must have:-

A Bachelors degree in either of the following fields; Social Sciences, Public Relations, Corporate Communications or a related field from a recognized institution;

Masters degree in either Public Relations, Communication or journalism or a related field from a recognized institution;

Five (5) years working experience in Corporate Communications or Public Relations Field;

EDU      PRINCIPAL EDUCATION FOR SUSTAINABLE DEVELOPMENT OFFICER, GRADE E5 (2 POST) REF: HR/5/2017

An officer at this level will be responsible to the Deputy Director Environmental Education and Information.

Duties and Responsibilities

Specific duties and responsibilities will include but not limited to;

Ensuring integration of education for sustainable development (ESD) into formal and non-formal education;

Coordinating capacity building and ensuring optimum participation of the Kenyan public in ESD activities;

Promoting Public Awareness on ESD policy through non-formal education, public information and campaigns;

Ensuring development of ESD, information, education and communication (IEC) material;

Disseminating ESD information through manuals, codes and articles;

Preparing exhibitions on ESD and other environmental best practices

Liaising with other lead agencies to ensure ESD policy is implemented

Ensuring ESD material is available in the library for users

Exchanging ESD information with national and international agencies and institutions;

6.0       SENIOR EDUCATION FOR SUSTAINABLE DEVELOPMENT OFFICER – GRADE E6 – (1 POST) REF: HR/6/2017

Duties and Responsibilities

Duties at this level will include but not limited to;

i           Developing and updating a comprehensive data bank on ESD throughout the entire education system;

ii          Mobilizing the public to participate in ESD activities;

iii        Facilitating ESD training for NEMA staff and other stakeholders;

iv         Developing information, education and communication (IEC) material and disseminating ESD information through manuals, codes and articles;

v          Coordinating best environmental practices demonstration centers;

vi         Ensuring ESD material is available in the library and other platforms for users

vii       Initiating linkages among Kenyan institutions on ESD

Requirements for appointment:

For appointment to this position, a candidate must have:-

Bachelor’s Degree in any of the following fields: Environmental Education, Environmental Law; Environmental Sciences; Education; Natural Resource Management; Sociology, community development, or any other relevant qualifications from a recognized institution;

At least six (6) years relevant experience

Knowledge in computer applications;

Demonstrated professional competence in educating and awareness creation to the public

SENIOR INTERNAL AUDITOR – GRADE 6 (1 POST) REF: HR/7/2017

An officer at this level will be responsible to the Chief Internal Auditor

Duties and Responsibilities

Specific duties at this level will include but not limited to:

Preparing and implementing annual audit plans and Committee reports;

Participating in Planning of internal audit activities;

Carrying out risk assessment and developing management guidelines;

Developing and reviewing audit management systems and undertaking audit investigations.

Executing audit programmes,

Reviewing internal control systems regularly,

Verifying the existence and safety of Authority’s assets;

Preparing draft reports;

Verifying payments to ensure validity and accuracy;

Ensuring adherence to accounting procedures;

Identifying where processes are not working and recommending changes to be made.

SENIOR LEGAL OFFICER -GRADE 6 (1 POST) REF: HR/8/2017

An officer at this level will be responsible to the Deputy Director Legal services for effective co-ordination and supervision of legal work.

Duties and Responsibilities

Specific duties at this level will include but not limited to:

Ensuring that all NEMA legal instruments are developed and filed on time;

Maintaining records of all legal instruments;

Filing legal documents in court;

Maintaining and updating the Registry for Multilateral Environmental Agreements (MEAs) in consultation with other government agencies;

Preparing briefs and coordinating preparatory meetings for Kenya’s delegation to international meetings relating to MEA’s;

Assisting in the development of By-Laws and ensuring that they are in conformity with the Environmental Management and Coordination Act 1999;

Liasing with other department’s staff on drafting of legal documents;

Offering technical support to field officers in the enforcement of the environmental laws;

Attending court proceedings;

Advising interested groups and Counties on the awareness of the environmental legislation.

Requirements for Appointment

For appointment to this position, a candidate must have:-

A Bachelors degree in Law (LLB) or its equivalent qualification from a recognized University.

Post Graduate Diploma in Law from Kenya School of Law.

Five (5) years working experience in legal practice.

Current practicing certificate.

Be an Advocate of the High Court of Kenya

Demonstrated professional competence in legal practice

An Officer at this level will be responsible to the Chief Accountant for a variety of accounting tasks.

Implementing financial policies;

Developing and implementing internal controls;

Developing and Reviewing Financial systems;

Preparing annual Budget and exerting  control;

Preparing management and financial reports;

Protection of financial and non financial assets;

Responsible for statutory compliance in both accounting and taxation;

Maintaining the general ledger.

An officer at this level will be responsible to the Chief Environmental Research Officer for effective co-ordination and supervision of research work.

Specific duties at this level will include but not limited to:

Coordinating collaborative research network(s) in the country with other institutions with the objective of covering thematic and geographic areas of concern in the Authority;

Formulating the maximum requirements for research programmes in terms of parameters, indicators, data quality, etc;

Ensuring timeliness in the collection and analysis of results;

Ensuring timeliness in the dissemination of research findings.

An officer at this level will be responsible to the Principal Legal Officer for a variety of tasks in the Legal Department.

Conducting legal research and drawing up legal opinions on policy matters relating to the Authority.

Assisting in the development of by-laws/guidelines and ensuring their conformity with the Environmental Management and Co-ordination Act (CAP 347)

Duties and Responsibilities

Duties at this level will include but not limited to:

Receiving and dispatching environmental impact assessment reports;

Communicating to lead agencies for sectoral comments;

Organizing various sessions for EIA review panel;

Communicating and responding to enquiries on report status to clients.

For appointment to this position, a candidate must have:

A Diploma in any of the following field; Environmental Resource Management, Chemistry, Environmental Science or any other relevant field from a recognised institution.

Clear understanding of the EIA process and environmental related matters.

ACCOUNTANT III – GRADE E9 (1 POST) REF: HR/14/2017

Duties and Responsibilities

An Officer at this level will perform a variety of accounting work. Specific duties will include but not limited to:

Verifying vouchers and accounting documents in accordance with the laid down rules and regulations;

Capturing and maintaining primary records such as cash books, ledgers, vote books and registers;

Preparing simple management reports including imprest and expenditure returns;

Ensuring safe custody of Authority records and assets.

Paying personal and merchant claims if deployed as a cashier.

A Diploma in Accounts or Part II of the Certified Public Accounts Examination or their equivalent from a recognized institution.

ADMINISTRATIVE SECRETARY – GRADE E11 (1 POST) REF: HR/15/2017

An Officer at this level will be responsible to the Administrative Officer in the area of deployment and may be deployed to work for more than one officer.

Duties and Responsibilities

Specific duties at this level will include but not limited to:

Typewriting from drafts and memorandums;

Checking typewritten work for corrections and paper layout;

Processing data;

Operating office equipment;

Handling telephone calls and appointments;

Ensuring security of office equipment, documents and records;

Attending to visitors/clients; and

Undertaking routine secretarial work and office duties including filing, reception and dispatch of mail.

Requirement for Appointment

For appointment to this grade, an officer must have:

Kenya Certificate of Secondary Education (KCSE) Mean Grade C- (minus) with at least C (Plain) in English Language or its equivalent from a recognised institution.

Passed in the following subjects offered by Kenya National Examinations Council (KNEC):

Type Writing Stage II (40 wpm)/Computerised Document Processing.

Business English II/Communications I.

Office Practice I.

A Certificate of Computer Applications in Windows, MS Word, Excel, Access and Internet from a recognised institution.

TELEPHONE OPERATOR – GRADE E12 (1 POST) REF: HR/16/2017

An Officer at this level will be responsible to the Administrative Officer.

Duties and Responsibilities

Duties and responsibilities will include but not limited to:

Performing telephone operation duties at switchboard;

Undertaking clerical work at the exchange;

Routine testing of exchange lines and exchange facilities;

Receiving and connecting telephone calls to officers.

Requirements for Appointment

For appointment to this grade, a candidate must have:

Kenya Certificate of Secondary Education (KCSE), D+ or its equivalent from Kenya National Examinations Council (KNEC) with at least D+ in English and Kiswahili.

One (1) month receptionist/telephone operators course from a recognised institution.

Working experience will be an added advantage.

Proficiency in computer applications.

CLERICAL OFFICER III – GRADE E12 (1 POST) REF: HR/17/2017

Duties and responsibilities

This is the entry and training grade for this cadre. An officer at this level will carry out clerical duties in the area of deployment and will work under close supervision of a senior officer.

Requirements for Appointment:

For appointment to this grade a candidate must have:

KCSE Mean Grade D+ or its equivalent from a recognized institution;

D+ in English and Mathematics;

Relevant work experience will be an added advantage;

A Certificate in either Accounts, HR or Administration or their equivalent qualification from a recognised institution will be an added advantage;

Proficiency in computer applications

Terms of Service

All the above positions are on permanent and pensionable terms of service except Director, Environmental Services which will be on a three years renewable contract.
