Republican nominee Sheriff Danny Glick is the right man for the moment, which is why we are recommending him to the voters.Making matters easier for the voters in this race is the fact that Mr. Glick's Democratic Party opponent, Tasos Kallas, has been a no-show.As far as we can discern, Mr. Kallas is making no effort to campaign. He did not reply to several letters for an interview; has not submitted a biography to our election website or launched a site of his own; and no election signs are appearing with his name. Thus, it is impossible to guess why he is running or on what platform.Our archives show Mr. Kallas, 64, ran for both a seat on the Laramie County District 1 trustees and the Laramie County Community College trustees at the same time in 2006. There is nothing on the record to show he has any law enforcement or management experience.When asked in 2006 about his preparation for the LCCC race, Mr. Kallas admitted that he never had been to a board meeting or bothered to review the budget. During his interview before the primary, the incumbent made it clear that he understands the implications of both the current spurt in oil activity as well as a possible boom.Among other things, he said there will be greatly increased truck traffic and its impact on roadways; alcohol and drug abuse; possible conflicts over access to private property for subsurface minerals; and the relatively long time period that it takes to hire and then train new deputies.At the time, Mr. Glick said that if the boom develops slowly, the county "will be able to handle it." But if things really take off, he added, it could be "a challenge." It looks like the latter possibility may be where eastern Laramie County is headed.Mr. Glick's biggest hurdle going forward will be personnel. The department already is shorthanded, and the County Commission appears in no hurry to fix that. It should be Job One for the sheriff to convince the commissioners to get moving on this.Until then, Mr. Glick will have to make do. Again, that makes him the best candidate: He knows his agency, its manpower and how best to deploy resources. He might look to the State Patrol and the Cheyenne Police Department for aid and support.On other matters, Mr. Glick presents a progressive approach to dealing with problems rather than dropping into the "tough guy" mode represented by too many law enforcement officers, legislators and other Wyoming officials.For example, rather than seeking to punish juvenile offenders, Mr. Glick rightly says the goal should be to point them in the right direction through school and other programs. Not only will this turn them into productive citizens, but it will save the county and state money down the road by not having to care for them in jail or prison.On the other hand, on the issue of marijuana, the sheriff has a less progressive position. He opposes easing penalties for possession of small amounts.While opposing full legalization, we have supported decriminalization as a way to reduce the stains on young people's lives that come with even misdemeanor arrests; we still do. But Mr. Glick fears both the potential impacts, such as the need for treatment for the addicted as well as a rise in impaired driving. That is a position that we think most voters in Laramie County likely support.It also might be wise for Mr. Glick to take a look at some of the internal issues at his department. Two deputies ran against Mr. Glick in the primary, and while neither was qualified, they did express a number of concerns. If Mr. Glick can act to ease some of those, such as fighting for better pay for his deputies with the commission, he should do so.One other issue: Up until the beginning of primary season, Mr. Glick and his staff were charging the people of Laramie County to access their public records at the department. The sheriff has since reversed that policy since it is a clear violation of state law. But given the timing of the decision, as the primary neared, it is easy to question his commitment to transparency. We hope he will maintain this approach going forward.We have supported Sheriff Danny Glick in previous elections, and we see no reason to change course now.
