JOB DESCRIPTION

Oversees, plans, and directs all pharmacy related services provided by the organization. Responsible for the procurement, storage, dispensing and control of all pharmaceuticals within the institution and for the promotion of rational, cost effective and appropriate drug usage.

Salary Range

Specific Job Related Duties

Scope: UTMB Hospitals and Clinics at all clinical sites throughout the UTMB Health System.

**_ESSENTIAL JOB FUNCTIONS:_**

* Oversees and is responsible for the operation and direction of all pharmacy services of the institution and satellite operations.
* Makes provision for the interviewing, appointing, training, and evaluation of all members of the pharmacy staff.
* Makes provisions for complying with all legal regulations applying to institutional pharmacy functions. This includes obtaining all licenses and permits such as the pharmacy license, DEA license, DPS controlled substance registration, tax-free alcohol (Industrial Use Permit) permit, and annual controlled substance inventory.
* Serves as a member and active participant in the Infection Control Committee to ensure infection control principals are applied to prescribing, dispensing, and administration of antimicrobials.
* Responsible for identifying and implementing appropriate internal controls and reconciliation measured for the department; implements mechanisms to monitor and enforce compliance.
* Responsible for the development and maintenance operational and medication use as well as drug utilization initiatives that optimize therapeutic outcomes, reduce the risk of drug-related problems and ensure the use of cost effective pharmacotherapies policies and procedures.
* Responsible for overseeing the design, implementation and management of a safe and effective medication-use system, ensuring that systems are developed and improved based on evidence and best practices, operating effectively and efficiently across the continuum of care.
* Responsible for developing business continuity plans for the continued operation of medication-use systems and the provision of Pharmacy services during emergencies and disasters.
* Prepares reports and conducts studies including cost analysis, preparation of the annual report, budget and physical inventory.
* Develops and manages annual operating and capital budgets.
* Makes provision for the accurate, appropriate and timely recording and classification of expenses and revenue.
* Responsible for developing continuous strategic and business planning.
* Assesses the health care environment, identifying opportunities to improve medication use and medication-use systems. Utilizes tools such as PSN reports and EPIC Pharmacy Ivent (intervention data) to identify process improvements in systems assuring multidisciplinary input as needed through the Pharmacy Nursing Committee (PNC), Adverse Drug Event (ADE) Committee and the Pharmacy and Therapeutics (P&T;) Committee.
* Responsible for the oversight and compliance of the institutional 340-B program, including contract pharmacy compliance. Includes contacting, reconciliation of expenses, revenues and conducting internal audits as needed.
* Responsible for disposition and control of narcotics and all other inventories of medication assuring all checks and balances are in place for separation of duties.
* Responsible for implementation, maintenance and routine monitoring to assure compliance with USP 797 Compounding standards as enforced by the Texas State Board of Pharmacy.
* Assumes the responsibility for the safe working conditions for the pharmacy staff.
* Assumes the duties of secretary for the Pharmacy and Therapeutics Committee of the Medical Staff. Organizes monthly meetings and agenda. Responsible for the formulary for UTMB System.
* Assumes a duty of Subject Matter Expert (SME) for the Joint Commission (TJC) Medication Management standards across the Health System.
* Serves as Residency Program preceptor in accordance with ASHP standards. Assures ASHP Residency Program Standards are in compliance for each reaccreditation cycle.
* Escalates difficult problems and situations passed on through the appropriate medical or administrative chain-of-command.
* Leverages technology and automated systems to optimize the medication use systems. Responsible for selection, implementation of all Pharmacy automation used for safe medication management including Pyxis Med Stations, Pyxis Anesthesia systems, McKesson ROBOT and McKesson carousel. Assures all quality checks and balances are implemented and maintained.
* Assumes the responsibility for the development and maintenance of all medication libraries for smart pumps and printers needed for safe medication administration including Codonics, Large volume IV pumps, Syringe pumps, PCA and PCEA pumps.
* Responsible for development, implementation and maintenance of all EPIC Pharmacy modules including EPIC Willow Inpatient, EPIC Willow Ambulatory and EPIC Willow Beacon. Assures IT Pharmacy staff has appropriate training and certification to safely implement and maintain these systems. The Pharmacy Department owns the ERX or medication records for the EPIC Electronic Medical Record (EMR).
* Responsible for all pharmaceutical contracting, procurement, receiving, security, inventory control, diversion prevention, and distribution policies including reverse distribution and other methods or pharmaceutical waste disposal.
* Responsible for emergency preparedness of the pharmaceutical supply chain.
* Administrative oversight of the Southeast Texas Poison Control Center (SETPC).
* Adheres to internal controls and reporting structure.

* Technically competent knowledge of Pharmacy IS Systems, automated medication dispensing systems, physician order entry, and bar coding applications.
* Ability to quickly implement change as required by federal, state, and other regulatory agencies.
* Ability to analyze / evaluate data and make appropriate recommendations / decisions.
* Leadership and management skills to direct and guide others appropriately.
* Preparation and analysis of operating budgets and capital equipment evaluation.
