Haryana State Election Commission has made all the arrangements to ensure peaceful, free and fair conduct for the first phase of the fifth Panchayat General Elections to be held tomorrow. State Election Commissioner, Haryana, Rajeev Sharma said polling would be held between 7.30 AM and 4 PM. Those who would be in queue or in the premises of polling booth up to 4 pm would be given identity slip to cast their vote.

Immediately after polling, counting would begin for Sarpanch and Panch, and results would be declared soon after counting is completed.In the first phase, 3,339 candidates are contesting elections for 416 wards of Zila Parishads, 4,883 candidates for 1,221 wards of Panchayat Samitis, 11,296 for 2,583 posts of sarpanches and 24,143 for 26,248 posts of panches.
Final Phase of Haryana Panchayat Polls Held:
The third and final phase of Haryana Panchayat elections recorded an impressive 86.70% voter turnout on Sunday. It saw more turnout than the first two phases with Sirsa district recording the highest. According to State Election Commissioner Rajeev Sharma, the voter turnout was 91.6% in Sirsa. Except for a few incidents of violence in Mewat district, polling was largely peaceful, free and fair in the third phase. Repolling was duly conducted at the two booths of Mewat district where miscreants damaged two Electronic Voting Machines. This was the first election since the controversial amendments to Haryana Panchayati Raj Act. According to the amendments made, the minimum educational qualification necessary for a candidate to contest in general category is Class 10; it is Class 8 for women and scheduled castes (SC) and Class 5 for SC women. Besides, the candidate cannot have any pending electricity bills or be a loan defaulter from a cooperative bank. These criteria have made very few candidates eligible and thereby unanimous elections in many villages.

Haryana panchayat Election 2016 Live Polling Updates:
Mr. Sharma told there are a total of 6,198 gram panchayats, 126 panchayat samitis and 21 zila parishads in the State. Elections would be conducted for 416 members of 21 Zila Parishads, 3001 posts of 126 panchayat samitis, and 6,198 posts and 62,492 posts of sarpanches and panches, respectively.
Mr. Sharma said that all preparations have been made to ensure the conduct of fair and peaceful elections. As many as 21,475 polling booths have been set up, of which 4,337 have been identified as hyper sensitive and 4,159 as sensitive.
He said that special arrangements would be made at these polling stations by the district administration concerned. He said that approval has also been given by the State Election Commission to conduct videography at hypersensitive polling booths.
Mr. Sharma said while elections for sarpanch and members of zila parishad would be conducted through EVMs, ballot paper would be used for elections for panches and members of panchayat samitis. Nominations have been received for the third phase of elections including 2,220 for Panchayat Samiti, 6,280 for post of Sarpanch and 10,769 for the post of Panch.
He said that 1,471 men and 749 women have filed nominations for Panchayat Samiti. Similarly, 3,909 men and 2,371 women have filed nominations for the post of Sarpanch and 6,889 men and 3,880 women have filed nominations for the post of Panch.
