Brigadier General (RET.) Harris J. Kline Joins Tully Rinckey PLLC Military Law Practice Group

Washington, D.C. – September 15, 2015 – Tully Rinckey PLLC has significantly and strategically enhanced the capabilities of its coast-to-coast Military Law Practice Group with the addition of Brigadier General (RET.) Harris J. Kline. Mr. Kline joins the firm as Of Counsel and new serves the needs of Tully Rinckey PLLC clients alongside the former Judge Advocate General’s (JAG) Corps chief of staff and director for strategic policy and requirements at the Pentagon, along with a team of 12 additional military law attorneys.

Mr. Kline comes to Tully Rinckey PLLC with over three decades of experience as an attorney in the Air Force JAG Corps during which time he benefitted security clearance holders as well as service members of all branches. He performed complex, detailed legal tasks that were global in scope, with supervisory tasks throughout the United States, Australia, England, Germany, Singapore, Portugal, Italy, Guam, Japan, Korea, Panama, Philippines, and Turkey. Mr. Kline has expansive expertise in legal matters involving Boards for Correction of Military Records, courts-martial, Article 15s, letters of reprimand, and officer/enlisted separation proceedings, among additional areas of military law.

During his time as a JAG, Mr. Kline was appointed as the first U.S. military attorney to the Uruguayan Air Force Academy, where he taught international law. He was also selected as counsel to the U.S. Ambassador to Australia and resolved a tense territorial dispute with Indonesia that ended five years of friction between the two nations. Mr. Kline also served as the Chief U.S. Attorney in the Philippines.

Mr. Kline possesses extensive military law experience gleaned from high-level advisory positions within United States European, Pacific and Southern Commands; which is of significant benefit to service members and security clearance holders in need of legal assistance. A top secret security clearance holder, he is adept at representing federal employees, contractors and military personnel in the various stages of the security clearance process; he can prepare responses to Statement of Reasons (SOR), Denial of Suitability, and Letter of Revocation (LOR). He can also represent security clearance holders and applicants before the Defense Office of Hearings and Appeals (DOHA) and varies agencies.

Among Mr. Kline’s numerous awards and accolades throughout his multi-decade military career are the American Bar Association Outstanding Career Military Attorney Award and the American Bar Association Distinguished Service Award for International Law Excellence. Mr. Kline is also the recipient of the Defense Meritorious Service Medal and 10 Meritorious Service Medals for Legal Prowess and Strategic Leadership.
