Job Description

Role and responsibilities

The following is a brief description of the role.

Generic responsibilities
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.

• Coordinate the shelter activities according to strategy, proposals, budgets and plan, and ensure adherence to NRC policies and donor requirements
• Involve and inform communities and community leaders about the activities
• Professional management of construction site implementation within the standards established by the NRC and in accordance with the scope of works and planning requirements.
• supervision of construction activities, health and safety requirements , ensure quality control, meet deadlines and time schedule for the projects implementation with all appropriate technical documentation and communications
• Coordinate with relevant partners/stakeholders
• Ensure that procurement, development and distribution of materials and equipment are timely and according to procedures
• Supervise, train and develop team
• Assist preparing periodic progress reports and other documents as required
• Investigate and facilitate introduction of new technology, methods and approaches in order to improve the quality of the activities
• works closely with other NRC team members with goal to constantly improve NRC approach for effective delivery of project objectives

Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of program intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

• Lead a project team of engineers so as to enable continued progress of the urban host community integrated program against set time frames and objectives
• Responsible for quality of all on-site design and construction activities undertaken by the Shelter Technical Assistants.
• Responsible for development of implementation plan and target allocation within the team and follow up with team members on performance and progress.
• Provide on-site expertise, interaction, and leadership being able to proactively provide solutions to problems to support the local builders/contractors and work teams actively engaged in the construction process to improve work methods, quality standards, and increase productivity.
• Support the project team leader with planning, managing, leadership, and practical direction to develop and implement an urban host community program
• Ensure that status of projects is accurate and in accordance with the reports that are provided to the Shelter Team Leader.
• Maintain computerized project progress reports and other related construction assessment and monitoring reports.
• Ensure inspection of all payment requests and timely submission of payment request.
• Organize documentation (photographic and written reports) of on-going construction project activities as required.
• Implement and initiate close interactions to support an integrated approach to strengthen effective and constructive communications with local builders/contractors and work teams as assigned in accordance with construction processes and site works.
• Receive and follow-up on referrals from other departments within the organisation, providing documentation and reports as required.
• Ensure that technical shelter assistants actively transfer knowledge and skills on construction methods, technical systems and quality standards to contractor and field workers and build strong, professional and respectable relations with contractors, landlords and other relevant stakeholders.

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
Internal Contacts:
• Host Community Shelter teams and ICLA teams.
• Logistics and Finance, following up on procurement requests, HR, Fleet.
• Security department; on all related security procedures, reporting and communications in Irbid.
• Contractors (landlords) and labourers

Competencies

These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies for this position:
• Not less than 2 year of experience from working in construction sector
• Previous experience from working in complex and volatile contexts
• Documented results related to the position’s responsibilities
• Knowledge about own leadership skills/profile
• Fluency in English, both written and verbal

Context related skills, knowledge and experience (shall be adapted to the specific position):
• Bachelor Degree in civil/structural engineering or architecture.
• Knowledge of the context in host communities
• Experience in construction management/supervision monitoring systems and technical construction reporting systems
• Proven experience and knowledge in basic project management
• Knowledge in drafting SoPs and narrative reports
• Experience managing a team with different backgrounds and set of skills.
• Excellent assets, resource management skills and interpersonal skills;
• Excellent written and spoken English, Arabic is a strong asset.

2. Behavioral competencies (max 6)
