Position Summary: The New York City school system is the largest in the country, composed of approximately 1.1 million students and 80,000+ teachers in over 1,800 schools.

The Office of Interschool Collaborative Learning (OICL), within the Division of Teaching and Learning, systematically identifies, shares, and builds capacity around effective school practices. The primary mechanism of this work is through fostering and facilitating collaboration through facilitated interschool learning partnerships and improving instruction and personalization through supporting the effectiveness of collaborative school teams and teacher development activities.

The Showcase Schools Program, a Chancellor’s initiative, has expanded from 26 to 37 host schools in 2016-2017, positioning more schools that excel in a specific area to open their doors to educators from other schools and share successful structures and strategies. The Showcase program is distinctively designed to address the Chancellor’s priority of promoting collaboration and sharing of strong practices aligned to the Framework for Great Schools, and will reach over 4,500 educators in the coming school year in a citywide effort to deepen these goals across schools in all boroughs. With support from the Showcase team, schools will provide over 150 days of professional development

The Operations Manager will work on the Showcase Schools program within OICL as well as with school principals and teams in the planning, development, and implementation of program activities. This includes budget, operations, professional development coordination, evaluation, data collection, and analysis. S/he will also provide support to critical projects that drive the team’s mission forward and support the day-to-day operations of the team. In its third year, the Showcase Schools program has 37 participating schools, close to 80 teacher leaders, and will host over 150 full days of professional development.The Operations Manager will be responsible for supporting this expansion and implementation of Showcase visits and logistics for all schools within the program. Further, s/he will provide strategic support to Showcase Directors on visit logistics (registration, evaluation, and communication). Performs related work.

Key Relationships: Works closely with the Senior Director of Operations, OICL team, Division of Teaching and Learning (DT&L) Budget and Talent Managers; Division of Financial Operations (DFO); Division of Instructional and Information Technology (DIIT); Division of Contracts and Purchasing (DCP); Fund for Public Schools; community-based organizations (CBOs); Field Support Centers (FSCs); and vendors.

Responsibilities

Project Management

Manage project planning and implementation, including professional development activities, school and FSC communications, and budgeting.

Support program teams in the planning and implementation of private and public grant related events.

Drive policy creation and monitor logistical project plans around all Showcase Schools initiatives.

Refine and execute strategies to support improved student engagement, personalization, and family involvement through CBO partnerships.

Identify opportunities to improve efficiencies and support their implementation.

Manage showcase application and Showcase Fellows applications.

Oversee planning for two full days of professional development for school leaders.

Manage registration communication for all professional development events.

Data Analysis and Reporting

Coordinate with Executive Director of Showcase Schools in carrying out data analysis tasks and projects.

Lead the development of internal and external reports.

Manage cross departmental efforts to capture and analyze citywide school data, including achievement, School Quality Review (SQR) reports, Student Leadership reports, enrollment, teacher quality, and demographics.

Support sharing of impact stories and registration demographics to senior leadership regarding the effectiveness of professional development opportunities and the program as a whole.

Budget and Operations Support

Coordinate daily operations activities across tax levy and private funding streams for Showcase Schools.

Manage the process for compiling budget-related components of private and public grant proposals, including conducting outreach to vendors, providing cost analysis, and drafting budget narrative statements.

In collaboration with OICL Operations staff and the Fund for Public Schools, support program teams in the management and implementation of private and public grant funds, in compliance with grant parameters and DOE procurement rules.

Manage all general program support activities for Showcase Schools and Central Teams.

Establish and handles procedures for daily administrative and financial operations to ensure compliance with DOE standard operating procedures and utilize DOE financial systems to ensure smooth budgetary, program, and staff operations.

Participate in the administration of approved funded programs, ensuring adherence to established guidelines and procedures.

Ensure quality control over the resources that are given to schools and visitors and are also posted online (WeTeach).

Assist Showcase Program Directors in the facilitation of office operations, training initiatives, and program support.

Represent the Showcase Schools Central team at various meetings and provide feedback and turnkey training information for teams.

Attend monthly working group sessions and relay information to the operations consultants and program staff.

Correspond with DT&L offices and CBOs to ensure program alignment and support.

Work with the Budget Manager on budget modifications to ensure accurate categorical spending.

Qualification Requirements:
Minimum

A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field, and two (2) years of satisfactory full-time professional experience in budget administration, economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, for educational program(s) and/or institution(s) , 18 months of which must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

A baccalaureate degree from an accredited college and four (4) years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative or supervisory experience described in “1” above.

Preferred

Analytical thinker with experience in situational problem-solving skills; ability to prioritize and follow up.

Supervisory or project management experience is strongly preferred.

Excellent interpersonal skills in working with education and non-education personnel internal and external to the DOE.

Strong oral and written communications skills, and the ability to organize facts and present information and figures in a clear, concise, and logical manner.

Attentive to detail and extremely well-organized.

Ability to work under pressure and navigate an environment that is extremely high-paced with projects under tight and changing deadlines.

Ability to learn quickly and continuously and be responsive to constructive feedback.

Knowledge of DOE policies and procedures and the ability to interpret and apply policies effectively.

Ability to work independently as well as part of a team.

Knowledge of DOE systems, including the Travel Reimbursement and Approval Certification (TRAC), Financial Accounting Management Information System (FAMIS), and COGNOS systems.

Knowledge of Microsoft Office applications, e.g., Outlook, Excel, PowerPoint, and Word.

Salary: $56,306+

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
