This Position is located in the Communications Campaigns Service, Strategic Communications Division (SCD), Department of Public Information. The incumbent reports to the Director, Strategic Communications Division (SCD). The Communications Campaigns Service is responsible for strengthening support for the United Nations by developing communications messages and strategies on priority issues, implementing global campaigns and coordinating communications activities between the Department and the wider United Nations system to support the substantive goals of the Organization. The TJO is available for an initial period of three (3) months with possibility of extension.

Responsibilities

Formulates and implements the substantive work programme of the Communications Campaigns Service. Oversees the management of activities undertaken by the Service, ensures that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Division and Department, and with other organizations of the United Nations System, as appropriate.

•Leads, supervises and carries out the work programme of the Service under his/her responsibility, which includes Peace and Security Section, Development Section, Palestine Decolonization and Human Rights Section and Africa Section. Co-ordinates the work carried out by these different work units under the Service; provides programmatic/substantive reviews of the drafts prepared by others.

•Reports to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.

•Ensures that the outputs produced by the Service maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.

•Assists the Director in preparing the work programme of the Service, determining priorities, and allocating resources for the completion of outputs and their timely delivery.

•Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Branch/, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.

•Reviews and monitors all personnel issues and coordinates training needs for the Service.

•Makes recommendations to the Director on budget, HR and administrative issues.

•Liaises with Chiefs, EO and others on budget and HR issues. Reviews expenditures and HR actions. Supports Chiefs on operational and administrative issues.

•Supports the Director by providing advice on operational issues.

•Recruits staff, taking due account of geographical balance.

•Manages, guides, develops and trains staff under his/her supervision.

•Fosters teamwork and communication among staff in the Service and across organizational boundaries.

Education

Advanced university degree (Master’s degree or equivalent) in communications, journalism, social sciences or related area. A first-level university degree in combination with an additional two years of relevant experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of fifteen years of progressively responsible experience in public information, communications and journalism or related field, including 5 years at the international level is required. Progressive work experience in developing strategies and implementing communication campaigns on United Nations peace and security operations, sustainable development and human rights is required. Work experience in administration, personnel matters and budget preparation is required. Work experience in branding and identification of key messages on major UN policy areas and coordination of communication activities related to the African continent, Middle East region and decolonization is highly desirable.

Languages

For this post, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
