Artane is absolutely fine. Middle of the road, lots of old people, plenty of amenities in terms of shops etc. (loads of pharmacies for some reason - must be all the oldies). Brilliant public transport - DART from Killester or Harmonstown stations and buses every 2 mins into city centre and beyond if you go up to Malahide road. Short distance from Clontarf and Raheny with their restaurants and St Anne's Park and the seafront, bull wall, dollymount strand etc. Short drive into city centre (10 mins off-peak). It has a lot to recommend it though some parts are not the prettiest and Coolock and Harmonstown are nearby but you could say the same about many other areas (e.g. Glasnevin - too close to Finglas/ Ballymun, Terenure - too close to Kimmage/ Crumlin/ Drimnagh, Templeogue - too close to Tallaght, Lucan - too close to Neilstown and Ronanstown, Tallaght - too close to Jobstown, Killiney - too close to Ballybrack etc. etc. etc.) and not everyone can afford to pay the premium for SCD/ Dublin 6 or put up with the awful traffic problems on the south side.
If that's your budget you could do a lot worse is all I'm saying. Good luck.
