I now have for you the complete English transcript of Russian Foreign
Minister Sergey Lavrov's speech to the United Nations. Lavrov's
speech, together with President Putin's remarks in his Serbian press
conference (See excerpts here) clearly indicate that the moral leader
of the world is Russia, not Washington.

The Russians have come out of tyranny as America descends into
tyranny. Washington's barbarity in the world is unprecedented. For 13
years Americans have permitted their government to bomb women,
children and village elders in seven countries based entirely on lies
and the selfish interests of the ruling elite. Washington has spewed
depleted uranium everywhere, causing massive birth defects and health
problems. We must remember that Washington is the only government that
dropped nuclear weapons on helpless civilian populations. The victims
were Japanese when the Japanese government was trying to surrender.

Putin's warning to the White House Fool that humanity's existence
requires that Obama "remember what consequences discord between major
nuclear powers could bring for strategic stability" is a pointed
demand that the White House Fool halt Washington's aggression toward
Russia. We have had enough, Putin said. We are a patient people, but
we are running out of patience with your idiocy.

It is not ebola but Washington that is a plague upon the world.
Washington has declared itself to be above both the US Constitution
and International Law. Washington has destroyed the sovereignty of
Great Britain, all of Europe, and Japan and permits none of the
countries in its empire of captive nations to have a foreign policy
independent of Washington. Europe and Japan are nothing but punk
puppet states whose "leaders" are well paid for their subservience to
Washington.

and, judging by its behavior, remains a two-year old.

Here is Lavrov speaking for Russia to the world. No one in the US
government is capable of giving such a speech. The speech follows
after these excerpts:

"Attempts to put pressure on Russia and to compel it to abandon its
values, truth, and justice have no prospects whatsoever for success."

"The [US] policy of ultimatums and the philosophy of supremacy and
domination do not meet the requirements of the 21st century, and run
counter to the objective process of developing a polycentric and
democratic world order."

"Washington has openly declared its right to the unilateral use of
military force anywhere to advance its own interests. Military
interference has become a norm, even despite the dismal outcome of all
operations of force that the US has carried out over recent years. The
sustainability of the international system has been severely shaken by
the NATO bombardment of Yugoslavia, intervention in Iraq, the attack
against Libya, and the failure in Afghanistan."

"Ladies and gentlemen,

"There is growing evidence today of a contradiction for collective
and purposive efforts in the interest of developing adequate responses
to challenges common to all of us, and the aspiration of a number of
states for domination and a revival of the archaic block thinking
based on military drill discipline and the erroneous logic of friend
or foe.

"The US-led western alliance that portrays itself as a champion of
democracy, the rule of law, and human rights within individual
countries acts from a directly opposite position in the international
arena, rejecting the democratic principles of sovereign equality of
states, and trying to decide for everyone what is good and what is
evil.

"Washington has openly declared its right to the unilateral use of
military force anywhere to advance its own interests. Military
interference has become a norm, even despite the dismal outcome of all
operations of force that the US has carried out over recent years. The
sustainability of the international system has been severely shaken by
the NATO bombardment of Yugoslavia, intervention in Iraq, the attack
against Libya, and the failure in Afghanistan.

"Only due to intensive diplomatic efforts was the aggression
against Syria prevented in 2013. There was an involuntary impression
that the goal of various color revolutions and other projects to
change unsuitable regimes is to create chaos and instability. Today,
Ukraine has fallen victim to this arrogant policy. The situation there
has revealed the remaining deep-rooted systematic flaws of the
existing architecture in the Euro-Atlantic area. The West has embarked
on a course towards vertical structuring of humanity, tailored to its
own far-from-inoffensive standards.

"After they declared victory in the Cold War and the so-called End
of History, the US and the EU have opted to expand the geopolitical
area that is under their control without taking into account the
balance of legitimate interests of all people of Europe. The western
partners did not heed our numerous warnings of the inadmissibility of
violating the principles of the UN Charter and the Helsinki Final Act.
Time and again, they have avoided serious joint work to establish a
common space of equal and indivisible security and cooperation, from
the Atlantic to the Pacific Ocean.

"The Russian proposal to draft the European Security Treaty was
rejected. We were told directly that the legally binding guarantees of
security are only meant for the members of the North Atlantic
Alliance, and at this time they continue to expand to the East in
spite of the promises that were given to the contrary. The
instantaneous switch of NATO to hostile rhetoric, to the drawdown of
its cooperation with Russia even to the detriment of the West's own
interests, and the buildup of military infrastructure on Russia's
borders reveal the inability of the alliance to change its genetic
code which it created during the Cold War.

"The US and the EU supported the coup d'etat in Ukraine and
reverted to outright justification of any acts by the self-proclaimed
Kiev authorities that opted for suppression by force of the part of
the Ukraine people which had rejected attempts to impose throughout
the country an anti-constitutional order and wanted to defend its
right to its native language, culture, and history. It is precisely
the aggressive assault on these rights that helped the population of
Crimea to take its destiny in its own hands and make a choice in favor
of self-determination.

"This was an absolutely free choice, no matter what was invented
by those who are primarily responsible for the internal conflict in
Ukraine. General attempts to distort the truth and hide facts behind
blanket accusations have been undertaken at all stages of the
Ukrainian crisis. Nothing has been done to try to hold to account
those responsible for the bloody February events at Maidan, and the
massive loss of human life in Odessa, Mariupol, and other regions of
Ukraine. The scale of appalling humanitarian disaster provoked by the
acts of the Ukrainian army in Southeastern Ukraine has been
deliberately underscored.

"Recently, new horrifying facts have been brought to light, when
mass graves were discovered in the suburbs of Donetsk. Despite UN
Security Council Resolution 2166, a thorough and independent
investigation of the circumstance of the loss of the Malaysian
airliner over the territory of the Ukraine has been drawn out. The
perpetrators of all these crimes must be identified and brought to
justice, otherwise it will be difficult to count on national
reconciliation occurring in Ukraine.

"Russia is sincerely interested in the restoration of peace in
this neighboring country, and this should be well understood by all
who are slightly acquainted with the history of the deep-rooted and
fraternal ties between these two peoples. The way towards political
settlement is well known. Last April, Kiev already took upon itself an
obligation in the Geneva Declaration of Russia, Ukraine, the US, and
EU to immediately begin a broad national dialogue with the
participation of all regions and political forces in Ukraine, with a
view to carrying out constitutional reform. The implementation of this
obligation would allow all Ukrainians to agree on how to live in
accordance with their traditions and culture, and would enable Ukraine
to restore its organic role as a binding link between the various
parts of the European space, which naturally implies the preservation
and respect by all of its neutral and non-block status.

"We are convinced that with goodwill and the refusal to support
the party of war in Kiev which is trying to push the Ukrainian people
into the abyss of national catastrophe, a way out of the crisis is
within our reach. The way to overcome a crisis has been opened with
the achievement of the ceasefire agreement in Southeastern Ukraine on
the basis of initiatives by Presidents Poroshenko and Putin. With the
participation of their representatives of Kiev, Donetsk, Lugansk, as
well as the OSCE and Russia, practical measures are being agreed upon
for the successive implementation of those agreements, including the
separation of the parties to the conflict, the removal of heavy
weapons of Ukraine and militia forces, and the setting up of
monitoring through the OSCE.

"Russia is prepared to continue to actively promote the political
settlement under the well known Minsk process as well as other
formats. However, it should be crystal clear that we are doing this
for the sake of peace, tranquility, and the well-being of the
Ukrainian people -- rather than to appease someone's ambitions.
Attempts to put pressure on Russia and to compel it to abandon its
values, truth, and justice have no prospects whatsoever for success.

"Allow me to recall some history from not so long ago. As a
condition for establishing diplomatic relations with the Soviet Union
in 1933, the US government demanded of Moscow guarantees of
non-interference into the domestic affairs of the United States and
obligations not to take any actions with a view to changing the
political or social order in America. At that time, Washington feared
a revolutionary virus, and those guarantees were put on record. And
this was the basis for, of course, reciprocity between the US and the
Soviet Union. Perhaps it makes sense to return to this topic and
reproduce the demands of that time of the US government -- on a
universal scale.

"Why would the General Assembly not adopt a declaration on the
inadmissibility of interference into the internal affairs of sovereign
states and the non-recognition of a coup d'etat as the method for the
change of power? The time has come to completely exclude from
international interactions attempts to exert illegitimate pressure by
some states on others. The senselessness and counter-productive nature
of unilateral sanctions is obvious if we look at the example of the US
blockade on Cuba.

"The policy of ultimatums and the philosophy of supremacy and
domination do not meet the requirements of the 21st century, and run
counter to the objective process of developing a polycentric and
democratic world order.

"Russia is promoting a positive and unifying agenda. We always
were, and continue to be, open to discussion of the most complex
issues no matter how unresolvable they may seem to be in the
beginning. We will be prepared to search for compromises and a balance
of interests, and even to exchange concessions, but only if the
discussion will be truly respectful and equitable. The Minsk
agreements of 5 and 19 September, on the way out of the Ukrainian
crisis, and the compromise on the timeline of the agreement between
Kiev and the EU are good examples to follow as is the declaration,
finally, of the readiness of Brussels to begin negotiations on the
establishment of a free-trade agreement between the European Union and
the Customs Union of Russia, Belarus, Kazakhstan as had been proposed
by President Putin back in January of this year.

"Russia has consistently called for the harmonization of
integration projects in Europe and Eurasia. The political on political
benchmarks and timelines of such a convergence of integrations would
make a real contribution to the work of the OSCE on the topic of
Helsinki Plus 40.

"Another crucial area of this work would be to launch a pragmatic
discussion, free from ideology, about the political and military
architecture of the Euro-Atlantic region, so that not only members of
NATO but all countries of the region including Ukraine, Moldova, and
Georgia would experience equal and indivisible security, and would not
have to make a false choice of 'either with us, or against us'. New
dividing lines in Europe must not be allowed, even more so because in
the era of globalization those lines can turn into a watershed divide
between the West and the rest of the world.

"It should be stated honestly that no one has a monopoly on truth
and no one is now capable of tailoring global and regional processes
to their own needs. There is no alternative today to the development
of consensus regarding the rules of sustainable governance and new
historical circumstances with full respect of the cultural and
civilizational diversity of the world, and a multiplicity of models of
development. It will be a difficult and perhaps a tiresome task to
achieve such a consensus on every issue, but the recognition of the
fact that democracy in every state is the worst form of government
except for all the others also took time to break its way through,
until Churchill proclaimed his verdict.

"The time has come to realize the inevitability of this
fundamental truth in international affairs, where today there is a
huge deficit of democracy. Of course, some will have to shatter
centuries-old ideas and abandon claims to eternal uniqueness, but
there is no other way forward. Joint efforts can only be built on the
principle of mutual respect and taking into account one another's
interests, as is the case for example in the framers of the United
Nations Security Council, the G20, BRICS, and the SCO.

"The theory of the value of collective work has been reaffirmed by
practice, and this includes progress in the settlement of the
situation around the Iranian nuclear program and the successful
conclusion of the chemical de-militarization of Syria. On the point,
speaking of chemical weapons, we would like to receive authentic
information on the state of the chemical arsenals in Libya. We
understand that our NATO colleagues, having bombed this country in
contravention of UN Security Council resolutions, would not like to

Colloidal Silver and the Ebola Hysteria

The spread of Ebola is the big news now.

And the news media "hysteria machine" (not to mention the
end-of-the-world crowd on the internet grapevine) is running full
force with scare stories about Ebola's potential spread --
particularly since it's been announced that several American victims
of Ebola in West Africa are going to be evacuated to the U.S. for
treatment.

But do we really have a lot to fear from Ebola here in the U.S.? I
contend we have a lot less to fear from Ebola than we have to fear
from the federal government using the Ebola issue to rob us of more of
our freedoms and liberties under the guise of "protecting" us from a
largely manufactured "national health crisis."

That's the bad news. The potentially good news is this: Way back in
2008 the federal government itself demonstrated the fact that
antimicrobial silver is, under certain conditions which I'll explain
below, extremely effective against Ebola and other hemorrhagic fever
viruses.

In fact, two years ago I was able to obtain from the U.S. Department
of Defense formerly classified documents they probably now wish they'd
never de-classified. These documents explain the positive results
achieved by the DOD when testing antimicrobial silver against these
deadly viruses.

So with all of that said, here's my somewhat contrarian view regarding
the current Ebola "crisis," as well as what I've discovered so far
about the potential for colloidal silver's effectiveness against this
deadly virus…

How soon we forget how shrewdly the federal government used the
overblown anthrax scare directly after 9-11 to rob us of many of our
precious Constitutional rights.

After the anthrax scare we witnessed the institution of illegal spying
on America citizens, unconstitutional search and seizures, and
severely diminished due process of law.

We also forget how the news media later whipped up the so-called "Bird
flu" hysteria, followed by the "Swine flu" hysteria.

Through these manufactured crises, various departments of the federal
government were able to pass new "guidelines" and regulations on the
detention and quarantine of U.S. citizens

These can now be used by the federal government to restrict travel at
a moment's notice, arrest and detain individuals, and even quarantine
entire cities during a declared "national health emergency."

That's why I'm extremely skeptical of the current so-called "Ebola
crisis."

Yes, I understand how virulent and deadly Ebola and other hemorrhagic
fever viruses are.

And yes, I also understand that the federal government is now said to
be bringing Ebola victims to the U.S. for treatment. And I understand
what a threat that could pose should the virus ultimately get loose
and go rogue in this country.

Psy-Ops Campaign

But I also understand how psychological operations (psy-ops) campaigns
work, and what the federal government stands to gain from them.

The federal government absolutely loves it whenever they can whip up
enough public hysteria that the resulting public outcry to "protect
us" allows them to step in as "saviors" and implement more laws that
violate our fundamental rights and liberties under the guise of
"keeping us safe."

And folks, this current "Ebola crisis" is indeed a massive psy-ops
campaign. In other words, the threat is largely being manufactured
and planted into the minds of the American public, through the federal
government/news media axis.

Real v/s Realistic

That doesn't mean the danger from Ebola isn't real. Quite the
contrary. It's very real, if you're exposed to it.

But what's your actual likelihood of exposure? It's virtually nil.
Which means while the threat may be "real," it's not very realistic.
Let me explain with an example you can probably relate to: The
deadly, drug-resistant super-pathogen MRSA is also very real. In
fact, it's just as "real" as Ebola.

But the difference between MRSA and Ebola is that MRSA is a far more
realistic threat to the population of the U.S. than Ebola.

We know that, because the FDA's own testing has demonstrated that 61%
of all meat in supermarkets is already contaminated with the deadly
MRSA pathogen (up from 50% only last year). And independent testing
backs those numbers up.

Largely because of this, some 39,000 Americans now get infected by the
flesh-eating MRSA pathogen every single year, and a full 20% of those
infected end up dying – constituting more deaths annually than those
caused by AIDS.

Now that's a news story, right?

After all, you have a proven, deadly, antibiotic-resistant
super-pathogen like MRSA contaminating 61% of all meats in
supermarkets. And you buy that meat on a regular basis and bring it
home to your family. Wouldn't you want to know about that?

Yet there's not so much as a peep about it in the mainstream news
media. Listen carefully. The only sound you'll hear on this issue is
crickets.

On the other hand you have a virus like Ebola, which is largely
endemic to West Africa, and which hasn't caused a single death
anywhere in the United States…ever. Nor has there been a single
infection in the U.S.

Yet the mainstream news media drumbeat about the so-called "Ebola
threat" is absolutely relentless. And as a result, people are quite
literally going out of their minds with fear over it.

If you listen carefully, you can almost hear the mainstream news media
and the end-of-the-world internet fear-mongers chanting,
Ebo-la…Ebo-la…Ebo-la…Ebo-la…as if they're actually cheering it on.

Why the dichotomy?

Why is there zero fear-mongering over the deadly MRSA super-pathogen,
even though it represents an immediate, dire, realistic and
already-proven threat to the American populace…

…while in direct contrast, there's incessant fear-mongering over the
Ebola virus, which has not so much as even been detected in this
country?

And Now for the Other Side of the Story

Here's the reality:

Dealing with the very real threat of MRSA would cost Big Agriculture
billions of dollars a year in sales.

So if the USDA and the FDA publicly acknowledged the growing MRSA
crisis, people would stop buying meat out of fear, and foreign markets
for our beef, chicken, turkey, lamb, pork and other meat products
would also dry up overnight.

The entire U.S. agriculture industry would crumble. Billions of
dollars would be lost.

So while community-acquired MRSA infections are now absolutely
skyrocketing, we don't hear so much as a squawk about it from the news
media.

Nothing. Zip. Zilch. Nada. Pitch black silence.

There are no talking heads from the FDA, CDC, WHO, or other alphabet
soup health agencies making appearances on national TV news to warn
the populace about the growing spread of MRSA.

This is spite of the fact that, for example, some 30,000-plus
hospitalizations of children for this deadly disease have taken place
over the past few years alone here in the U.S. (which is double the
annual rate of child MRSA infections since the year 2000).

Why is there no outcry from the health authorities?

It's because the health and regulatory authorities have weighed the
astonishing number of annual deaths being caused each year in this
nation by MRSA, against the economic havoc that would be caused to the
agriculture industry if they went public with this information each
night on the national news.

And the regulators say, "This is an acceptable loss of life. Let's
keep quiet about it. We'll save as many MRSA victims as we can. And
those who die, die. We can't risk destroying one of our nation's
largest industries over this."

But hyperventilating over Ebola, on the other hand, poses no serious
direct economic risk to anyone.

The feds and their news media lackeys can rile the population up,
scare the living bejabbers out of them, and convince everybody they're
our saviors if we'll just let them "protect us" from the threat, which
of course, is largely non-existent.

The Real Question:

What Will Obama Do?

So the real question is this: How far is the federal government
willing to go with this charade?

Would they, for example, allow a few controlled Ebola infections to
take place in the U.S., as a means of convincing the population that
the so-called "Ebola threat" is "real" so new restrictions to our
freedoms and new laws for detaining people could be implemented?

With the anthrax scare of 2001, the Bird flu scare of 2005, and the
Swine Flu scare of 2009, the powers-that-be accomplished much of their
mission of convincing Americans of the supposed reality of a huge and
deadly medical apocalypse directly on the horizon.

"It's not a matter of if, but when," goes the relentless drumbeat from
the talking head "medical experts" (most of them being paid,
government shills) who have appeared on the nightly news for the past
decade and a half to assure us our future is bleak.

That's now embedded in the collective psyche of the entire nation.

So with the vast majority of Americans now convinced of a coming
medical apocalypse, what next? What exactly do the powers-that-be
have in mind with the latest threat-du-jour known as Ebola?

I find it quite telling that Obama has already used the so-called
Ebola crisis to sign a new amendment to an executive order that would
allow him to mandate the apprehension and detention of Americans who
merely show signs of 'respiratory illness.'

According to an article on InfoWars.com:

"Obama's amendment allows for the detention of Americans who display,
'Severe acute respiratory syndromes, which are diseases that are
associated with fever and signs and symptoms of pneumonia or other
respiratory illness, are capable of being transmitted from person to
person, and that either are causing, or have the potential to cause, a
pandemic, or, upon infection, are highly likely to cause mortality or
serious morbidity if not properly controlled'."

The InfoWars.com article goes on to explain exactly how ominous this
new executive order amendment is:

"Although Ebola was listed on the original executive order signed by
Bush, Obama's amendment ensures that Americans who merely show signs
of respiratory illness, with the exception of influenza, can be
forcibly detained by medical authorities.

Although the quarantining of people suspected of being infected with
the Ebola virus seems like a perfectly logical move, the actual
preconditions for this to happen aren't restricted to just those
suffering from the disease.

As we highlighted earlier this week, the Centers for Disease Control
and Prevention (CDC) has measures in place for dealing with an
outbreak of a communicable disease which allow for the quarantine of
"well persons" who "do not show symptoms" of the disease.

In addition, under the Model State Emergency Health Powers Act,
public health authorities and governors would be given expanded police
powers to seize control of communications devices, public and private
property, as well as a host of other draconian measures in the event
of a public health emergency.

When the legislation was introduced, the Association of American
Physicians and Surgeons warned that it 'could turn governors into
dictators'."

The $64,000 Question

So why does the government/news media axis downplay a very realistic
medical threat like MRSA, with very real deaths, and very real impacts
on literally thousands of American families every single year, yet
relentlessly hype an unrealistic "medical crisis" like Ebola that's
virtually non-existent in this country?

I don't ask that question to start arguments or to inspire conspiracy
theories. I ask it only to bring some semblance of sanity to the
table in regards to the supposed "Ebola crisis" and the panic and mass
hysteria now evolving around it.

At this point, the so-called "Ebola crisis" is a fabricated one. And
the sooner we realize it, the lower the chances are that the federal
government can take further advantage of it by reducing our freedoms
under the guise of "saving" us.

Why So Fearful?

If you absolutely need to be fearful, you'd have far more reason to be
fearful of a deadly MRSA superbug infection striking your household
than you would an Ebola infection.

You can come into contact with the MRSA superbug just about any day of
the week – right now -- especially when you shop for meat at your
local supermarket.

What's more, with MRSA all you need is a small cut or scratch on your
body for it to go internal, induce sepsis, cause organ failure and
other calamities, giving you a one-in-five chance of living through
the infection.

Biotechnology Branch, 711th Human Performance Wing of the Air Force
Research Laboratory.

In other words, those are the big guns, folks! Which is to say,
those are the very people responsible for keeping this nation safe
from outside threats like bioterrorism.

That clinical presentation, made to federal regulators and national
health authorities, was later summarized in a printed document,
de-classified, and cleared

I am just wondering whether the protesters in HK are that "innocent"
or that they are just betting that the Beijing-controlled government

These "idealistic" or "innocent" HK students and young people, as
western media have portrayed them, should diligently study what
happened at the "Occupy" protests in the US in 2011-2 and find out
what happened to the university students at the University of
California campuses in Berkeley and Davis, and to the young people at
Zuccotti Park in New York City, in Oakland, and later at the NATO
summit meeting in Chicago in the summer of 2012.

These NATO protesters didn't wear helmets or goggles. Nor did they
carry umbrellas that can poke at you and cause serious bodily harm.
Yet 3, three, were arrested and held on "terrorism" charges. [No one
from that protest was ever convicted of any charge of terrorism. But
that never stops the cops from making the charge when they feel like
it.]

The NYT continued:

Protesters at the NATO summit meeting clashed with the Chicago
police late Sunday as officers tried to disperse thousands of people
who had gathered several blocks from the site of the meeting and
refused demands to leave.

The standoff, which lasted several hours, grew intense as police
officers, some in riot gear and gas masks, and protesters, some
wearing all black, confronted one another, and shoving and scuffles
broke out.

Some among the hundreds of officers repeatedly struck protesters
with police batons, and some protesters threw red paint, a bucket,
sticks and more at the line of officers. As the clash went on,
mounted police officers could be seen equipping their horses with
protective masks.

At one point, an officer emerged from a scrum of people with his arm
firmly around the neck of a protester, who appeared to be in
distress. At another point, a demonstrator shoved an officer to the
ground, before another officer pulled him to safety.

About 45 protesters were arrested on Sunday, and at least four
officers were injured, according to the Chicago Police
superintendent, Garry McCarthy. It was uncertain how many protesters
were injured.

For weeks, tensions here have grown over what it might mean in
Chicago to host the first NATO summit meeting held in a United
States city outside of Washington and face the political protests
that would accompany it. Even before the tense confrontations, five
people had been arrested miles from the street protests, but with
what prosecutors described as plans involving bombs and other
devices aimed at disrupting the summit meetings. Those arrests
seemed to put a nervous city still further on edge.

On Sunday, prosecutors announced that they had filed charges against
Sebastian Senakiewicz, 24, of Chicago, accusing him of falsely
making a terrorist threat by claiming that he had homemade
explosives ...

Separately, Mark Neiweem, 28, who was also believed to be from
Chicago, was charged with solicitation for "possession" of
explosives or incendiary devices. Prosecutors said he had discussed
making a pipe bomb with an associate. He wrote a list, the
prosecutors said, of all the items he thought he needed for the
bomb.

Lawyers for both men denied the charges, and suggested that the
authorities in Chicago were overstating the claims as a warning to
the thousands of protesters, some of them linked to the Occupy
movement, who have descended on the city for the summit meeting.

HONG KONG - A man was arrested for allegedly posting messages online
that urged people to gather and agitate at a protest site, police said
Sunday.

The move - one of the first such arrests during three weeks of
demonstrations here - could potentially chill the protesters' use of
the Internet and social media to mobilize large crowds.

The Hong Kong Police Force said in a statement on its website that a
23-year-old man had been arrested Saturday on suspicion of "accessing
a computer with illegal or dishonest intentions" and illegal assembly.

A preliminary police investigation revealed the man had posted
messages on online discussion boards urging others to go to Mong Kok -
one of three main protest sites - to "join an illegal assembly, attack
police and paralyze subway lines," the statement said. The man, who
has been released on bail, is separately accused of illegal assembly
in Mong Kok, the statement said.

The police declined to give further information about the man or say
whether he has retained a lawyer. Attempts by The Wall Street Journal
to contact the man have been unsuccessful.

The arrest marks a relatively new tactic in Hong Kong police's
attempts to curb the demonstrations that have paralyzed key sections
of the city for weeks. The protesters are demanding democratic changes
in the way Hong Kong elects its chief executive. China has said such
changes are impossible, and the Hong Kong government is backing
Beijing.

After an initial attempt to clear demonstrators with tear gas
backfired, police have largely left the protest sites alone during the
past few weeks. After the numbers of protesters dwindled last week,
police started moving in to clear some key streets and intersections.

In response, demonstrators have at times put out calls over social
media and the Internet for reinforcements. Some of the more radical
demonstrators frustrated with the progress of the main protest groups
have sometimes called for more forceful tactics to seize ground -
steps the main groups don't condone. Shortly after midnight Sunday
morning, a surge of demonstrators in Mong Kok pushed police out of a
major intersection that had been cleared earlier.

"The world of the Internet is not a lawless virtual world," the police
statement on Saturday's arrest said, adding that while authorities
respected the public's right to free speech and assembly, they also
had to preserve public order.

Hong Kong police had used the same charges against a handful of people
earlier in the month, although they were accused of different actions.

On Oct. 6, police said they arrested three men and two women, aged 13
to 39, for allegedly providing computer programs for others to
download, to attack government websites. They were arrested for
"accessing computers with illegal or dishonest intent."

Police seized six computers, six mobile devices and other equipment
related to the case, a police statement said.

Hong Kong remains far more tolerant of dissent online compared with
mainland China. Chinese authorities, ever wary of unrest, have in
recent years tried to stem the swelling of protests by detaining or
arresting individuals they accuse of spreading rumors on the Internet
through the country's popular microblogs.

In recent weeks, police in China have also taken away dozens of people
who posted photos online of the protests in Hong Kong or expressed
support for the student-led movement, Beijing activist Hu Jia told The
Wall Street Journal Sunday.
