It happens rarely that a state government university is involved in degree scams, but now it seems Karnataka want to be a front runner on this. The latest degree scamster is the University of Mysore.

Few days back, I got a news alert on University of Mysore is offering online courses. I had two feelings

Wow! This is one of the well known universities in Karnataka and in Karnataka, there is not a single state university offering MBA and MCA courses all over the state so people will get benefit from this.

2.
Is there something fishy? It is offering courses through U18, the agent of the Assam Don Bosco University involved in degree scam.

I thought to visit Mysore University’s web site. When I clicked on online programme, it redirected me to another portal.

The experience was astonishing, surprising and beyond my belief. When I bombarded them with the questions, they terminated chat. As luck would have it, I could mail them to my inbox as an evidence.

Below are a few snapshots

University of Mysore does not have necessary approval from DEB to offer online and distance education courses as well as other than the non conventional mode.

It is offering courses through outreach programs to colleges in Delhi and other region of India. Please note that as per the Act of the university as well as as per the UGC guideline, this university cannot affiliate any college outside the state of Karnataka. So these outreach colleges are illegal. Only a central university can offer such programmes.

3.
It does not have separate AICTE approval to offer online and distance MBA and MCA course.

4.
It has weird examination and evaluation system. Under this, you can sit in a cyber café, at your home, at a friend’s place, at your office and can appear for the exam. Really easy and what a shit!. So far, even if you go to world’s most developed countries, they have such system only for certified and non academic programmes. Even in the US or any other countries such kind of exam system does not exist. The very best example is the University of London. It offers external courses to world over students, nevertheless, for programme like MBA and M.Sc. It makes mandatory to attend classes at UK or in Hong Kong. Further, it does not take such online exam at home. They have fixed study and testing centres and students have to study there only. The centres are either British Council or the British High Commission. This is called the quality and ensuring prestige of the university. It is evident that one cannot ensure rigidity of the programme and honesty in an open examination system. Are these bloody degree sellers like KSOU, University of Mysore, U18, Assam Down Town, Assam Don Bosco, Jaipur National, Amity University has ethics or gut to say that they are selling a paper, not a degree? Do the officials from UGC and DEB whether DR. Nalini Lele or whether Prof. Ved Prakash, present chairman and ex VC a political appointee has guts to say that they are degree scamster and openly allowing it and they are simply having no idea of the chaos and do not have any knowledge of education? I am a full time working human resources professionals. Despite of my work, family and other busy schedule, If I can observe these policies and the wrongdoing happening, they cannot manage it? Or they simply ignore it as they get their commission or part in crores or they are just bothered about their salary and position. They are not entrusted to assure quality of higher training in India and they are least bothered what happens to students and the industry.

The illiterate UGC moron has time to create ruckus for scrapping 4 year degree programme the University of Delhi, Symbiosis, IISc like institutes who are ensuring and providing the highest standard of education in. Was that necessary? Was that important and that’s too without anybody’s complaint. But these morons despite of repeatedly complaining about the inferior degrees selling scams happening through most of the private universities and few state universities never had guts to stop them. Is it because these people have paid them a hefty bribe? The current UGC Chairman is ex IGNOU VC. Does not he know very well what happens in the Indian distance education system? The UGC simply could not come with a circular about guideline on online exam and evaluation system and I had already complained to them about such scams by Amity and Assam Don Bosco University. Imagine a state like Assam where a central university getting a 100 % grant from UGC and the ministry of HRD, could not provide a quality education, a hotelier, a liquor seller and we do not know who else is selling degree- the great Indian private university degree scam. UGC officially replied to my RTI application system that such online exam system is invalid.

So cut short the story here:

1.
University of Mysore’s distance and online education programme does not have recognition.

2.
Its online exam system is invalid and unrecognized, so automatically the degree. As far as UGC recognition concern, UGC is the useless, corrupt body, made for political appointments like its current chairman. It has to grant recognition automatically to a university as universities are made by passing an Act in the state legislature or in The Parliament, however, it has full control over deciding how a course should be offered, what should be the minimum standard and how it should be offered, what should be a teacher’s/ professor’s or lecturer’s qualification. So it has full authority to decide whether the exam from home option should be valid or not.

3.
It does not have AICTE approval to offer courses through online or non conventional mode.

Who should opt online courses from University of Mysore

1.
Those who just need an MBA or MCA or a degree tag, but least bothered about quality

2.
Those who are not intending to do higher studies, public sector job, want to enter into government job including teaching.

3.
Those who want to apply for jobs and higher education abroad on their own (not the company sponsored one)

Who should not opt University of Mysore online MBA, MCA, BBA and other programmes

1.
Those who want to apply for a government job after completing.

2.
Those who want to apply for job abroad on their own.

3.
Those who are looking for knowledge and not just a degree.

4.
Those who are looking for higher study in India and abroad

Unfortunately, till today, almost every university involved in such kind of malpractices has their centres in all over the country (and due to patronage of Dr. Nalini Lele, Ved Prakash, other DEB and UGC officials, Amity, ADTU, Assam Don Bosco, Jaipur National and latest University of Mysore has become a global university, offering courses all over the world, at home, by giving exam from home).

I think you "highly learned" people will wake up when there will be another PIL like Prof. Yashpal Vs State of Chhatisgarh. The outcome will be bad for the innocent students only who will lose their money, their year and their career. I am surprised, even a suicide of a KSOU student did not open their eyes and they are not bothered and I am sure, Ved Prakash or Dr. Nalini Lele’s family members are either studying in top notch colleges in India or most possibly abroad so why should they bother about maintaining quality and standard?

I have been closely observing the activities of the University of Mysore since its news appearance of offering courses through online mode.

I think, the same way like V Rajashekharan Pillai took hefty bribes and allowed the institute to offer distance courses and making money by twisting and creating ambiguity in the rule, DEB is repeating the same mistake.

Here are few tough questions for them:

Now look at University of Mysore's degree scam (and it is worse than KSOU).

1. It is offering hot cake MBA, MCA, M.Sc. IT through online mode. Through online mode, I can write the exam from my home using my own laptop or own computer. Please clarify has UGC or DEB approved it? Is there any guideline for this? If not, then does it mean the degree is valid? (And if it is nothing can be worse than this)

2. Forget about outside Karnataka, they are offering degree anywhere from the world. So a person in Antarctica can have a laptop and internet connection, he can get a degree from there. So have you people purposely write-in no jurisdiction for online programme so you can let University of Mysore and Assam Down Town University can sell the degree. I am very surprised, despite of my complaint last year about Assam Down Town's this wrong doing, you people have extended its DEB approval.

3. Assam Down Town and University of Mysore is selling these degree through U18. You say, there should be one professor a HQ for each programme. What the hell that bloody professor do when I can write an exam online (and of course it is multiple choice questions and answers).

4. You say, a university cannot offer the course through franchisee agreement. Here, in this case, ADTU and Mysore are offering courses through U18, a private company. How is it not a franchisee model?

What I believe, a university should have complete control over the overall exam, evaluation, course delivery and programme offer. Here, nothing is in control. These are worse than a fake university. I am really surprised the way you people are working and letting it happen. Possibly, you people have vested interest in this. I am sorry if I am sounding harsh, but this is the reality.

5. How can DEB grant approval for MBA, MCA and other programmes without first having AICTE approval? Worst, AICTE has not replied to my RTI application yet, on online reply visible on RTI portal, they replied shortly saying AICTE does not grant approval to distance MBA programmes. What the hell is this?

Have you thought about lakhs of students who will suffer?

May I request you to immediately take action against University of Mysore and Assam Don Bosco as well as Assam Down Town and Assam Don Bosco University?
