He is one of the recurring characters on the show and is Ian and [[Anthony Padilla|Anthony]]'s English-accented (or wrongly stated as "British") pet guinea pig. He switches from an antagonist to a partner pitted against their common foe, the [[landlord]], to Ian and Anthony.

Charlie is an anthropomorphic, seemingly ordinary, alcoholic, perverted guinea pig with a British accent.

His name implies that he's always drunk, though this is not true. Charlie seems to detest just about anything unrelated to alcohol and pornography. He spends all his money on booze (and perhaps also porn magazines) which puts [[Ian Hecox|Ian]] and [[Anthony Padilla|Anthony]] in financial debt. Charlie has also mentioned that he was sober only once for 15 minutes in 1978.

He is also interested in money and diamonds, as described in his back story (see below). He is also attracted to human women, and when Ian questioned why he isn't attracted to female guinea pigs, Charlie simply pointed out that they don't have boobs. He also has been shown to be not only extremely addicted to booze, but he's also very intelligent, a trait he rarely shows. Just about the only example of this was in an episode where in a second attempt to reach the booze cabinet over the fridge, Charlie built a functional cockpit-controlled android with the exact likeness of Ian to reach it. Also, Charlie has the ability to read.

Despite this, he can be dim-witted and careless to dangerous situations. He also seems to know several celebrities, and has slept with some of them. He has shown prowess in knife throwing with Mr. Stabby (usually he stabs the communist landlord) and being able to use a large assortment of weapons. Charlie seems to be able to hold his own in a fight, but appears to be quite fragile since his abilities are limited to him only being a guinea pig.

Charlie was trying to obtain a diamond from a gang of ninjas that were on a plane. So he had to fight through every one of the ninjas, and then he had to fight the boss ninja. Charlie used his "Charlie Kung Fu" to defeat the boss, grabbed the diamond he took, and jumped off the plane. However, he landed inside the dumpster that Ian and Anthony found him in.
