Job Summary
About the Agency
This position is located in the National Ocean Service (NOS), Office of National Marine Sanctuaries (ONMS) in Key West, Florida.
This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.
The ZP-3 is equivalent to the GS-11/12.
The full performance level of this position is ZP-4. The ZP-4 is equivalent to the GS-13/14.
If you are selected for a position with further promotion potential, you may be non-competitively promoted if you perform successfully and if recommended by management.

Duties
As a Sanctuary Research Coordinator, you will perform the following duties:
Develop, implement, facilitate, conduct, and coordinate characterization, monitoring, and research projects and activities designed to meet the research goals of the sanctuary including submitting and executing annual operating plans.
Plan and execute SCUBA operations to collect marine related field data and coordinate and manage access to data collected or managed by the sanctuary.
Collaborate with federal and state agencies, tribes, non-government organizations, and the private sector to meet the characterization, monitoring and research goals of the sanctuary.
Draft and evaluate grant proposals, research publications, or other research-related documents to provide support of resource management and scientific issues.
Communicate scientific results to a variety of audiences by working with sanctuary staff to ensure the public is informed about research/monitoring efforts and findings.

Qualifications

BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience or a substitution of education for experience in order to be found minimally qualified. You MUST meet one of the following basic education requirements:
A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZP-3 or GS-11 level:
SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess 0ne full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:
Developing and monitoring marine field research activities and operations;
Coordinating sanctuary administrative and operational program elements related to research and monitoring, including submitting and executing annual operating plans and assisting in reporting on management plan implementation;
Leading scuba diving expeditions to collect marine data; and
Coordinating research activities with government and non-government agencies, universities, and organizations.
EDUCATION: Ph.D. or equivalent doctoral degree in biological sciences, agriculture, natural resource management, chemistry or 3 full years of progressively higher level graduate education leading to such a degree, in a related field.
OR
COMBINATION: A combination of education and experience as described above.
Note: Only graduate education in excess of two years is qualifying for combination.
College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. How You Will Be Evaluated
We will review your resume, optional cover letter and supporting documentation to determine if you meet the minimum qualifications for the position.
