About the Agency

This position is located in the Oceanic Atmospheric Research (OAR), National Sea Grant College Program, in Silver Springs, MD.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-05 is equivalent to the GS-15.

This position is also announced under vacancy number OAR-AA-2016-0011, which is open to status candidates. You must apply to both announcements if you want to be considered for both.

The Ideal Candidate for this position will have experience working with scientific agencies or organizations on ocean and coastal resource management issues (i.e., conducted analyses, managed budgets, managed projects, etc.)

The individual selected for this position will:

Serve as the Assistant Director for Network Relations in the National Sea Grant Office.

Develop, synthesize, and report on Sea Grant Program performance measures and metrics.

Lead policy development and oversight, implementation, and evaluation of all National Sea Grant College Program activities.

Lead Strategic Planning and implementation for the National Sea Grant College Program.

Supervise Sea Grant Strategic Focus Area Leads and staff and subordinate supervisor of Sea Grant network programs, including the development of budget and manpower requirements.

Manage planning, execution, and evaluation of business and administrative processes within the organization.

Serve as Acting Director as needed.

To qualify at the ZA-05 or GS-15 level:

SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the ZA-04 or GS-14 level of the Federal service.

Provide oversight and implementation of plans and activities for a multi-dimensional program of national scope.

Provide significant and extensive coordination and integration of several multi-faceted programs and involve coordinating with numerous stakeholders, including state and local governments and private entities.

Provide supervision, technical direction, on-the-job training, and mentoring to others.

Develop internal administrative policy.

Establish short and long range goals and objectives and track progress and accomplishments towards goals.

Plan for long range staffing needs, directing, coordinating, and oversee work in progress.

HOW YOU WILL BE EVALUATED:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
