Physical Demands: In an office setting and out-of-doors involving extensive hiking, carrying heavy loads, and cutting and clearing brush and debris with axes, brush hooks and chain saws. Work Environment: Varies from an office setting to out-of-doors. The outdoor environment varies from flat, barren desert land or open prairie to extremely steep, rugged and broken mountains covered with dense brush and timber. Temperature fluctuate from extremely hot to uncomfortable cold. At times, crews are required to work in rain and snow. Individuals are exposed to poisonous plants, snakes, insects, and most animals common to outdoors.

Duties

GS-05: This position is an entry level trainee land surveyor position located in a Bureau of Land Management Office. The land surveyor will perform work which involves measurement and delineation of public lands, including establishing, investigating, and reestablishing land and property boundaries. The trainee will be taught how to perform basic land surveying tasks, including how to plan and conduct routine surveys and resurveys, use electronic data collection and computer-based measurement software to conduct surveys in the full field-to finish mode, and use word processing and computer-aided drafting (CAD) software to draft field notes and plats. Tasks are performed and reviewed under close supervision of a senior land surveyor or supervisor.
GS-7:This is an advanced trainee land surveyor position located in a Bureau of Land Management Office. The land surveyor will perform work which involves measurement and delineation of public lands, including establishing, investigating, and reestablishing land and property boundaries. Duties include independently planning and conducting routine and simpler surveys involving problems of moderate complexity, performing surveys in the full field-to-finish mode, assisting the Party Chief in determining equipment needs, preparing draft field notes and plats, and developing complete written reports describing unique problems encountered and recommended solutions. Senior land surveyors or supervisors give the selectee for this position more independence in completing assignments and more difficult work assignments than an entry level trainee.
GS-9: This position serves as land surveyor in a Bureau of Land Management Office. The land surveyor will perform work which involves measurement of public lands, including establishing, investigating, and reestablishing land and property boundaries, including preparing plats and legal descriptions for plats of land; and work that involves knowledge and application of the principles of land surveying in combination with knowledge of land ownership laws. Duties include planning and conducting routine surveys and resurveys involving problems of moderate complexity, serving as survey party chief on routine or small-scale survey and resurvey projects, performing surveys in the full field-to finish mode, preparing reports and maintaining records of work accomplishments and required administrative information, and preparing draft field notes and plats.
GS-11: This position serves as a land surveyor in a Bureau of Land Management Office. The land surveyor will perform work which involves measurement of public lands, including establishing, investigating, and reestablishing land and property boundaries, including preparing plats and legal descriptions for plats of land; and work that involves knowledge and application of the principles of land surveying in combination with knowledge of land ownership laws. Duties include planning and conducting surveys and resurveys involving problems of substantial variety and complexity; serving as chief of party on land surveys involving complexities such as changing watercourses or erroneous original meander lines, obliterated or unrecoverable monuments, omitted lands, etc.; controlling one or more survey crews, sometimes in remote locations, with little direct supervision; preparing draft field notes and plats; and developing complete written reports describing unique problems encountered and recommendations for solutions in a format suitable to be included in case files.

ADDITIONAL EXPERIENCE REQUIRED: In addition to meeting the basic entry level qualification requirements, applicants must have the following:
GS-5: To qualify for the GS-05 Land Surveyor, you must meet the basic entry requirements.
GS-7: In addition to meeting the basic entry requirement, applicants must have specialized experience and/or directly related education of the position to be found qualified. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade. Specialized Experience for the GS-07 Land Surveyor: 1 year of specialized experience equivalent to at least the GS-05 level in land surveying related work. Work assignments were diverse, limited in complexity & selected to provide experience & training. Examples: serve as the head of a small party on routine surveying assignments utilizing a variety of survey equipment, including total stations, data collectors, handheld calculators, and GPS receivers; OR have 1 year of graduate education leading to a master`s degree in land surveying or civil engineering with surveying option/emphasis OR meet the requirements for Superior Academic Achievement (S.A.A.) See OPM Quals Standard-General Policies E(4)(f); OR have an equivalent combination of the type and level of experience and education described above.
GS-09: In addition to meeting the basic entry requirement, applicants must have specialized experience and/or directly related education of the position to be found qualified. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade. Specialized Experience for the GS-09 Land Surveyor: 1 year of specialized experience equivalent to at least the GS-07 level in land surveying related work. At this level, land surveyors independently perform recurring assignments that are more difficult & complex than those performed by a recent graduate. Examples: leading a survey party on a single more complex surveying assignment utilizing a variety of survey equipment including total stations, data collectors, handheld calculators, and GPS receivers; OR 2 years of progressively higher-level graduate education leading to a master`s degree or master`s or equivalent graduate degree in land surveying or civil engineering with a surveying option/emphasis; OR have an equivalent combination of the type and level of experience and education described above.
GS-11: In addition to meeting the basic entry requirement, applicants must have specialized experience and/or directly related education of the position to be found qualified. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade. Specialized Experience for the GS-11 Land Surveyor: 1 year of specialized experience equivalent to at least the GS-09 level in land surveyor related work. At this level, work assignments require the land surveyor to determine approaches and solutions, using judgment in modifying, adapting, and making compromises within standard guidelines; applying standard practices to new situations; and relating the work to precedents. Completed work is reviewed for technical soundness and conformance to requirements and objectives of the assignment. Examples: plan and conduct land surveys, prepare written survey documents or notes, and coordinate with interested parties as a chief of parties or project manager. Manages complex and complicated cadastral survey or resurvey projects using a variety of survey equipment, including total stations, data collectors, handheld calculators, and GPS receivers. OR 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in land surveying or civil engineering with a surveying option/emphasis; OR have an equivalent combination of the type and level of experience and education described above.

You must meet all qualification requirements by the closing date of the announcement. Basic Entry Requirement: This position has a positive education requirement which requires that you have a degree in land surveying or civil engineering with a surveying option or emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments; OR a combination of education and experience — course equivalent to a major in land surveying or civil engineering as described above, plus appropriate experience or additional education; OR current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model law by the state, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying “General Requirements for Registration” as a Professional Land Surveyor. You will need to clearly state how your education meets the requirement, including any undergraduate/graduate degree(s) you have received, and submit your college transcripts or a listing of your college courses that includes hours and grades.

How You Will Be Evaluated

Upon receipt of your complete application package, a review of your application will be made to ensure you meet the basic qualification requirements. Your rating will be based on your responses to the Job Specific Questionnaire and the information stated in your resume. If you meet the qualification requirements, your application will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified.
