I have been recently corresponding with CSP and a current and former employees of Echinacities.com through a different ESL forum and they tell me that Sinocities is one of the primary buyers of resumes sent by foreign teacher applicants since March of 2014. Here is part of the email I received...
"A colleague of mine at ECC mentioned to manager E.S. that a foreign teacher accused sinocities of being partners with an identity thief, and she (E.S.) just replied. Don't worry about it we used a third company so there are no inks to us (ECC)"
The information I received is that although sinocities.com does in fact make job placements, I cannot find any business license issued to them in that name and according to the employee source, after 30 days, the resumes are sold to the highest bidder which are unvetted second and third tier Chinese recruiters. CSP say they made a similar discovery that they are now investigating. Btw... HICHINA ZHICHENG TECHNOLOGY LTD. is not licensed to do HR work nor are they authorized to recruit nor hire foreigners. They are just a web host helping to create the maze of unaccountability - another middleman and link in the chain of deceit as they have a historical history of hosting scams. Just google "HICHINA ZHICHENG TECHNOLOGY LTD. scam" and the results speak for themselves.
My information is that CSP has asked China's Anti-Corruption task force to investigate both Echinacities.com and Sinocities.com and ********* has provided all the emails from their common qq address 385888401@qq.com. I will report updates as I get them.

Sinocities may or may not be KNOWINGLY reselling to ID thieves. Although an employee there has already made sell offers to a undercover CSP investigator who clearly stated he is in the "black credit card business". I will report more developments as I get them.
NOTE: Since this post was first deleted, CSP learned who ECC employee E.S. is and she turns out to be an American woman in her thirties who we agreed not to identify since the PSB claims to be investigating. If there are no corrective/enforcement actions taken within 30 days we will identify her here at scam.com
