New Delhi, January 09. Rajasthan Chief Minister Ms Vashundhara Raje today told a distinguished gathering of NRIs that her state offered immense investment opportunities for them since it was quite rich in mineral deposits, had excellent markets access and trained manpower besides lower costs and easy availability of land.

“ Peaceful law and order and industrial relations are some of the other huge advantages that investors can take advantage of “, she said adding “ I have a dream to see Rajasthan placed amongst the most developed states in India.” In a message to NRI’S on the occasion of 12th Pravasi Bharatiya Divas held in he capital, she said , her belief was that  a vibrant private sector wa. “s extremely important for sustainable and inclusive growth. “ I wish to build an environment where industrial growth and business can flourish and lead to the state’s prosperity.”

“Rajasthan with its large mineral deposits, market access, trained manpower, lower costs, availability of land, peaceful law and order and industrial relations, offers huge advantages in comparison to other states. Rajasthan will strive to substantiate this advantage by improving availability of power, building world class highways and roads on priority,” she said.

To boost private investment, the Rajasthan government is committed to usher in a comprehensive investment policy that addresses the expectations of investors in the dynamic and competitive global marketplace while leading to overall development of the state, she said adding,  There are plans to totally computerize a single window clearance system for industries easy, effective and expeditious facilitation. All of these and more such steps would be taken to promote industrial growth and development of manufacturing and services within the state. “I hope that together we can build a new Rajasthan. I invite the business community and industrial houses as well as entrepreneurs to partner with us in this journey for development” She said.

For the purpose of smooth investment in rajasthan, it’s Connectivity & Logistics facilities are very important for investers. 8380 sq km of Rajasthan falls in the national capital Region (NCR), which is around 24.5% of the total NCR, the world’s second largest urban agglomeration. Rajasthan shares its border with five major Indian states: Punjab, Haryana, Uttar Pradesh, Madhya Pradesh and Gujarat. These states have a combined population of 402 million (year 2011). industries in Rajasthan have to their advantage, access to this enormous market.

Rajasthan has the second largest network of national highways in the country with a total road length exceeding 7,000 km. National Highways provide excellent connectivity to cities like Delhi. Ahmedabad, Vadodara, Mumbai, jabalpur, Bhopal, Agra, Gwalior, indore and Amritsar. The total road length in the state is 1,92,551 km (31st March, 2013).

The length of railway routes in the state was 5,784.16 km (March, 2011). The rail network connects Rajasthan to all major cities in India and links the state to ports in Mumbai, Kandla and Mundra in Gujarat. The State has a fully operational international airport at Jaipur, with direct flights to sharjah and Muscat. Rajasthan has airports at Jodhpur, Udaipur and airstrips in other major cities.

An Air-Cargo Complex at Jaipur, and Inland Container Depots at Jaipur, Jodhpur, Bhilwara & Bhiwadi facilitate trade within and outside India.

Regarding Delhi-Mumbai Industrial Corridor(DMIC), Rajasthan touches six major states of the northern, western and central India. The State is a natural corridor between the wealthy northern and the prosperous western states of the country,f which makes it an important trade and commerce centre.

Dedicated Freight Corridor (DFC)- a 1,483 km long rail corridor connectiong Jawaharla Nehru Port near Mumbai to Dadri near Delhi- will allow high-speed connectivity trains supported by high power locomotives. A band of 150 km on both sides of the DFC has been chosen to be developed as the Delhi-Mumbai Industrial Corridor (DMIC).

Rajasthan has many Special Purpose Industrial Parks & Industrial Zone, like Agro Food Parks (Ranpur at Kota, Boranada at Jodhpur, Sriganganagar, Matsya IA at Alwar), Stone Parks in Bharatpur & Jodhpur. Japanese Industrial Zonein Neemrana, Korean Industrial Zone Spread over 250 Acres of area will soon come up at Ghilot in Neemrana.

Power is also very important for industrial,development.Rajasthan has arrived at a total power generation capacity of 11671 MW. The private sector controlled capacity is based on renewable energy sources. Renewable energy sources such as the wind power, the solar energy and the biomass are being actively promoted by the state Government. Rajasthan Renewable Energy Corporation Ltd (RRECL) is the nodal agency for development of energy from renewable energy sources in the state. Share of total installed capacity in the state. The State Government has systematically  created a policy environment that nurtures private enterprise and makes investing in the State profitable. In addition to a financial incentives, sector-specific policies have been formulated to promote investment. Rajasthan Investment Promotion Scheme (RIPS), is a packing of financial incentives and subsidies for investors. The scheme aims to stimulate private sector investment for employment generation and overall development.

The constant endeavour of Government of Rajasthan has been to build a favorable investment climate by systematically reducing administrative bottlenecks and easing the process of investment. The core objective is to ensure lower transaction costs and increase transparency.

A single Window System is operational as a single point interaction mechanism for entrepreneurs to interact with the State for seeking statutory approvals for their projects. Reflecting the commitment of the Government, this system has been put in place enacting the Rajasthan Enterprises Single Window Enabling and Clearance Act.

Keeping with the times, the entire process of application and monitoring is through a web- enabled called the Single Point Electronic and Clearances System. Using this web-interface, entrepreneurs can register, fill and monitor application forms electronic. Forms along with the enclosures have to be submitted at the nodal office physically.

Rajasthan has Well planned and congestion-free cities of the State have strong urban infrastructure with residential colonies, wide roads, packs, drinking water and sanitation Facilities. The Jawaharlal Nehru National Urban Renewal Mission (JNNURM) is being implement in the State by the help of Central Government to enhance the basic infrastructure facilities in urban areas of Rajasthan Under JNNURM, 13 projects have been sanctioned for the cities of Jaipur, Ajmer and Pushkar.

In addition, Rajasthan Urban infrastructure Development Project (RUIDP) has been sanctioned by the Government of Rajasthan with loan assistance from the Asian Development Bank (ADB). The towns covered under the project are Ajmer, Bikaner, Jaipur, Jodhpur, Kota and Udaipur. The key areas of development underthis project are water supply, sewerage, drainage, roads and solid-waste management.

The Government of Rajasthan is also undertaking the development of a metro rail urban transport project in Jaipur. Rajasthan is rapidly developing into a notable automotive hub with Bhiwadi, Neemrana and Pathredi in Alwar district now being host ot over 100 automotive and auto component manufacturing companies

Rajasthan has made considerable investment in communication infrastructure, research & development facilities for training and skill enhancement. The state currently has 126 registered STPI units (2010-11) including key players.

Rajasthan shines on the solar map of India with 300-330 clear sunny days comparable to deserts of California, Nevada, Colorado Aand Arizona. Districts such as Barmer, Bikaner, Jaisalmer, Jodhpur are key regions with best solar insolation in the state.

Rajasthan is endowed with two critical resources essentrial to solar power production : high level of solar radiation (6-7 kWh/m2/day) and large tracts of relatively flat, undevelopend land. These factors were key contributors to the state receiving maximum share of 873 MW out of 1,100 MW allocations (79.36%) in phase-I of Jawahar Lal Nehru National Solar Mission (JNNSM). The secont phase of JLNSM is under bidding process.  The Government of India has also put in place a robust mechanism for assured off-take of solar power generated through grid connected projects under phase I of NSM.

Rajasthan is endowed wih rich mineral reserves vital to ceramics and glass sector like clay, silica sand, feldspar, gypsum, limestone and dolomite which are found in various districts of the state. Surrently around 500 ceramic units covering the entrie spectrum of the value chain are operationg successfully in Rajasthan.  Over last few decades, Rajasthan has emerged as the most promising taxtile hub. Abundance of raw material and trained labour has promoted growth of the textile industry in the state.

Rajasthan With its deiverse agro-climatic conditions is richly endowed in the cultivation of a variety of corps. The state is the largest producer of guar and seed spices like coriander, cumin, fenugressk, fennel, etc. The state is also the largest producer of total oil seeds and third largest producer of soybean. Rajasthan is also the largest producer of gram and second largest producer of moth bean.

Rajasthan has proximity to large consumer markets in the region (close to NCR) which has a large share of food consumption in the country. Infrastructure like Agro Food Parks at Kota, Jodhpur, Sriganganagar and Alwar has been developed by RIICO. Rajasthan also offers immense opportunities in the areas of organic farming, contract farming and in cration of post-harvest infrastructure auch as special ware-houses, cold chains, testin & certification facilities.
