VBScript is close to obsolete and is due to disappear. It is also less capable and is no longer supported by Microsoft as a management tool which means that no future products will be accessible via VBScript or WSH.
Active Directory and WMI are two primary tools used to design and enhance applications. They are also fundamental to all Windows Management.
I highly recommend contacting a consultant to help you. Your questions are really outside of the scope of this forum or of scripting. You need to analyze your complete set of needs in order to come up with the best solution.
