Through the US Operations Division, the agency strives to serve Catholics in the United States as they live their lives in solidarity with their brothers and sisters around the world. This comprehensive strategy places priority on relationships -- between CRS and Catholics in the US and between the people of the United States and people overseas. To carry the message of global solidarity and to support and engage our US constituency, CRS has established an office in the Southwest region of the United States. The purpose of the CRS Southwest Regional Office is to work with the 28 dioceses in the region and through other partners and means to engage the Catholic community in helping people who are suffering around the world. There are significant opportunities in this region to expand the awareness of and participation with CRS. The Regional Director will lead a staff of 5 to direct CRS’ relationship building, outreach, programming and advocacy in dioceses, parishes, schools, universities and other partners throughout the 8 state, (28 dioceses) territory. The office also coordinates closely with the Major Gift Officers and marketing activities in the region.

Job Summary/Primary Function:

The Southwest Regional Director will represent CRS senior management and provide Catholic Relief Services with geographical presence in the Southwestern United States. The office will cover 8 states: Texas, Colorado, Arkansas, Arizona, New Mexico, Oklahoma, Utah and Wyoming. As a member of the key leadership team of the US Operations Division, the Regional Director will advance the divisional mission by overseeing, managing and directing a core staff of 4 regional relationship managers/ advocacy and program officers, and an office coordinator, who will advance partnerships in the region to inform, mobilize, and engage the Catholic constituency in the promotion of global solidarity through CRS.

Job Responsibilities:

Strategic Leadership:

· With the other members of the senior management team of US Operations, participate in the implementation of the division’s strategic vision and plan. Develop and put into action, agreed upon strategies and tactics to achieve the goals and objectives of the CRS Southwest Regional Office that feed into the division’s and the agency’s strategic plan.

· Represent CRS in the Southwestern Region to Bishops, Pastors, Educators, and other leaders, as appropriate.

External Responsibilities:

Deepen key CRS relationships existing in the Southwest, primarily with, but not limited to, the Catholic Diocesan structures and Catholic Institutions to broaden engagement in global solidarity through CRS.

Inform and develop new contacts with other Church organizations, parishes, institutions, faith based groups and influential individuals for the purposes of investigating possibilities for collaboration in the United States and abroad as it relates to international poverty alleviation, international peace and social justice, and global solidarity.

Build engagement with CRS through participation in CRS programs especially CRS Rice Bowl and Catholics Confront Global Poverty (CCGP).

Listen to and study the concerns, activities, and interests of our domestic constituency on justice matters, especially as they relate to international issues, and provide feedback to CRS HQ on their views in order to shape CRS’ work in ways that effectively promote global solidarity.

Identify new networks, programs and ideas for education and advocacy that address the interests of both our domestic and overseas constituents.

Work closely with the other Regional Directors, the Directors of the Partnership, Training and Engagement Unit, the General Resources and Programs Unit, and the Advocacy Department of US Operations.

Promote the work of CRS in the media, diocesan and related fora. Identify opportunities for CRS to speak to diocesan and leadership groups about CRS’ work and the common call to mutually act in solidarity.

Facilitate, document, and evaluate visits of HQ, field personnel, and partners to parishes, dioceses, and other organizations throughout the regions. .

Represent CRS at functions and with key institutions and individuals as determined by, and on behalf of, the Executive Vice President of US Operations and other agency executives as appropriate.

Accompany visitors from the designated territory on trips overseas, when desirable and/or necessary. Facilitate relationships between overseas and domestic partners, in coordination with CRS Overseas Operations.

Internal Responsibilities:

Provide management oversight for the regional office, including staff, office facility and budget, and ensure compliance with agency financial planning and management policies and procedures.

Contribute to the agency’s thinking on the strategic plan and implementation of the global solidarity agenda.

Serve as the Senior Manager Liaison and advisor for US Operations Diversity Outreach.

Coordinate with senior management in all departments within US Operations,

Network with the Overseas Operations and Charitable Giving departments and Regional Directors, both domestic and overseas, as needed.

Participate in intra-divisional and cross-divisional work and planning groups as needed.

Reporting Relationships:

The CRS Southwest Regional Director will report to the Senior Director for Regional Outreach, US Operations, and will work in coordination with other US Operations Departments, CG, and Overseas Operations.

Supervisory/Budget Responsibilities:

Will supervise 5 staff members

Manage a budget between $500,000 and $800,000

Key Working Relationships:

Internal: US Operations, Charitable Giving, CRS domestic and overseas Regions, CRS overseas field offices and others as needed.

External: Diocesan Directors, bishops and other staff whose ministry touches on our education, media, fund raising programs and resources that serve Catholics in the U.S.. Also, Catholic universities and high schools; Migration and Refugee Services, the Department of Justice, Peace and Human Development of the USCCB, Catholic Charities, Catholic Campaign for Human Development and other Catholic organizations as needed

Personal Skills:

Position requires superior interpersonal, people and project management/coordination skills as well as writing, communication and decision-making skills.

Very strong strategic planning and organizational ability required as well as ability to achieve desired results with minimal supervision.

Staff management

Creativity and innovation are critical in this position.

Public speaking experience and skills are very important.

Qualifications:

Advance degree required, in Pastoral Ministry, theology, non-profit or business management or other related fields.

Eight to ten years of management experience, including staff management and supervision, or the equivalent combination of education and experience, required.

Knowledge of the structure of the US Catholic Church and ability to work within its culture required.

In-depth knowledge of Catholic Social Teaching and its practical application required.

Proven experience in financial and personnel management, strategic planning, and program planning, implementation, and evaluation required.

Understanding of contemporary Catholic Church issues and Global Solidarity.

Strong inter-cultural competency required.

Knowledge of the Agency and cross departmental relationships, desirable.

Broad knowledge of international issues, particularly as it relates to the developing world; overseas experience a plus.

Physical Requirements/Travel/Environment:

International Foreign and Domestic Travel is required approximately 25 – 30 %

Foreign Language Required: Fluent in English and Spanish, written and verbal
