Maybe some from Oregon can verify but it looks like every rider of a class I motorcycle (ATV) is required to take a safety course and have their card in possession when they ride.

Out of state ATV Permits:

An ATV/OHV operating permit that is issued in another state shall be honored in the State of Oregon if the issuing state also honors an Oregon ATV operating permit.

The ATV must have a resident state ATV/OHV operating permit or a State of Oregon ATV operating permit to operate the ATV on designated ATV areas.

A State of Oregon ATV operating permit may be issued for all terrain vehicles owned by a resident of another state that does not have a permitting program. For a list of states that have reciprocity with Oregon. (See Below)

If you are from another state or country and wish to ride an ATV or off-road motorcycle in Oregon you can comply with mandatory safety education requirements by doing any of the following:

1. Completing the Oregon Online Safety Education Course and carrying an Oregon ATV Safety Education Card on your person when riding on lands open for public use.

2. Completing an ATV Safety Education Course in your home state or country and carrying proof of completion on your person when riding on lands open for public use.

3. If renting one of these vehicles, completing a safety checklist administered by the rental business and carrying proof of completion on your person when riding on lands open for public use. The safety checklist is a temporary 30-day operator permit.

You must display an ATV permit if you are operating your ATV on public land (and even then, the land must be specifically designated for ATV use).

The ATV Permit Fee is $10.00 (Most permit agents charge an extra .50), and it is valid for two years. See the latest permit agent list. There are four classes of ATVs (see below).
